Part of the recertification process includes getting a letter from"the mayor, county judge,city or county health officer or comparable authority,which certifies the applicant is a provider of assistance to the homeless or impoverished". The letter must identify the service being provided and the number of individuals receiving such assistance. We're not asking you to attest to any of the details of the residents,their incomes or anything like that. A letter from you or another City Authority that simply states that NCF is providing the service of providing affordable housing for four households in Fridley should satisfy this recertification requirement for us. We have to document the folks living in the homes we brought into Park Plaza Estates meet the income limits of the program. I've put together a draft of a letter I think will meet the requirements and included it in this mailing. Please review this request and help us if you can,by generating such a letter. Counties in the seven county metropolitan areas were eligible for membership, predicated on the passage of a quarter percent sales tax. As the Mayor of Fridley, I have seen the incredible positive transformation of our schools over the past ten years. With the implementation of the International Baccalaureate program, I believe we are better meeting the needs of our changing community;that is,becoming increasingly diverse. I know our students receive a rigorous curriculum that will equip them with the knowledge and skills necessary for them to succeed in college and in the workforce. I support this proposal because it intends to utilize the RUT funds to: 1. Increase academic achievement for all students; 2. Close existing achievement gaps between multiple sections of our student demographics; 3. Ensure that all students are college and career ready; and, 4. Ludwig Leadership Awards for Elected Officials. Scott has been Mayor of Fridley since 2001 and has served selflessly and successfully in that capacity since then. Under his leadership, the Fridley City Council has worked well together, as well as with City staff, community organizations and residents to provide very high quality local government services and capital projects that are not only responsive to community needs, but are affordable to Fridley residents. This combination of Council, staff, and community teamwork has also contributed to very sound financial stability in an era when many local governments have been struggling to stay afloat financially. Scott's mayoral leadership has also been enhanced through very strong, far-reaching and seemingly unending leadership in a wide variety of non-governmental community activities that extend back in time many years before his election as Mayor. In 1999, for example, he co-chaired the City's 50th Anniversary celebration. In 1997-1998 he was Chairman of the Fridley Community Center Fundraising Committee that raised more than $300,000 to furnish and equip the Community Center (a school district/city cooperative venture). Additionally, he has served as President of Fridley's annual community celebration, Fridley '49er Days, between 1987 and 1993 and has been an active member of their planning committee for more than twenty years. And, there's much more. In 2007, Scott organized a successful campaign to remove utility rate restrictions from the Fridley City Charter. He has also actively campaigned on C.C. Ludwig/Leadership Awards Page Two Fridley's behalf for a number of legislative issues, including funding for Fridley's Northstar Station site, funding for the Springbrook Nature Center improvements, and reform of the state's LGA formula. He has also raised money for the Lee Carlson Center, a center that promotes family mental health, by sleeping overnight on the roof of Bob's Produce in Fridley. Additionally, he has participated as a celebrity dancer in a Lee Carlson Center production of"Dancing with the Community Stars." Additionally, he has supported the Fridley Community Theater through participation in their 2011 production of"Anything Goes" and performed as a celebrity entertainer for the Fridley High School Stargazers, a group that has raised money for the high school fine arts program. When not sitting on rooftops, performing or attending numerous events as Mayor of Fridley, he has been an active member of the Fridley Schools Foundation, the Southern Anoka Chamber of Commerce, the Fridley Lions Club, St. William's Church, the Anoka Elected Officials Association, the Knights of Columbus, the Fridley Historical Society, and currently serves as a Board Member for Metro Cities. What are some important issues the city faces or will face and what are your opinions on those issues? Currently Fridley faces an ever tightening of our finance resources. Our city charter restriction approved by the voters in 2000 coupled with the state changes of our local government aid (LGA) have created a budget shortfall. Fridley can not continue to balance the budget with our diminishing reserves. I have been lobbying at the Capitol for true government reform of LGA rather than the constant"tweaking" that has occurred in the past. Foreclosures and the costly effects to homeowners, businesses and city government are issues needing attention. To meet this challenge I believe we must partner with the county and state to address the problem of boarded up,vacant properties due to the current mortgage/foreclosure crisis. Redevelopment of properties like Columbia Arena and Sandee's Resturant are examples of the importance to our community image and economic viability. Proposed projects of the North Star commuter train station and expansion of the Springbrook Nature Center are of interest to many. These projects are worthy ones and I will continue to work on their funding from outside this city's limited financial capabilities. If elected, what do you think you would contribute to the office of mayor/councilmember-at-large? I can and do contribute as a consensus builder,working well with the city council and staff,the county commissioners and staff and our legislative delegation at the state. Fridley, MN 55432 Dear Sarah: Thank you so much for your letter. I am going to try to address the concerns you wrote about. Snow Plowing on Arthur Street: When the streets are plowed after a snowfall, the snow gets pushed on to the boulevard. Sometimes when a lot of snow has fallen, the snow can get piled high along the boulevard and it can make it hard to see the street. If you think there is more snow piled up in your yard than a neighbor's yard, please have your parents call us and let us know. We will check it out and try to correct any problem. Merry-Go-Round at Flanery Park: Merry-go-rounds used to be a popular attraction at parks and school playground sites. They could be a lot of fun to use, but they also presented potential hazards and caused injuries to some children. Most injuries were caused when someone riding on the merry-go-round lost their grip and "flew"off. With new playground designs and more attention being paid to safety concerns, merry-go-rounds are no longer included on most play equipment packages. We want you and other children to enjoy the parks and the play equipment. We also want you to be safe. I am sorry, but it is unlikely that a merry-go-round will be added to the equipment at Flanery Park. Street Light at Brigadoon and Arthur Street: If you would like to add a street light on Brigadoon and Arthur Street, a petition needs to be submitted to the City. Please have your parents prepare a request for a street light at the corner of Brigadoon and Arthur Street and have your neighbors and people who live in that area sign it in support. Please make sure they also write their names, addresses and telephone numbers below their signatures. When that is done,you can bring the petition in to City Hall and give it to our Public Works Director,James Kosluchar. He will review it and respond to your request. Lund `/ Mayor Dear Council members of Fridley, Hi, my name is Sarah Andrews and I'm going to tell you about some things that have I noticed on Arthur Street. First, I noticed that in the winter you seen to barely snow plow Arthur Street. When you do it makes higher piles of snow in my Dad's yard which is fun to ride down but also annoying because you can't see over it unless your on top of the huge snow pile. The second thing I notice is that is at the end of Arthur street there is a little park called Flannery Park. I was Ifqwondering you if it is not a big deal to maybe add a merry- go-round or something else fun to do at the park because every time I go there it is always kind of boring. A third thing I notice is at night the street is very dark. People jog and walk their dogs at night on my street. It can be dangerous to do so when it is that dark. During Halloween with all the kids going door to door it is a great safety concern. A street light on Brigadoon and Arthur could help people see at night and would be safer for all. Dr. Martin Luther King Jr. Blvd. St. Paul, MN 55155 Dear Governor Pawlenty: On behalf of the Council of the City of Fridley, I would like to ask your serious consideration of a special legislative session this summer to address the tax bill that you vetoed at the end of the current legislative session. While we're not questioning your reasons for the veto, we would like to point out that the consequences for Fridley are very damaging. Since the tax bill also included special TIF legislation (HF 2268) that would have allowed funding of a tunnel that is needed to serve Fridley's Northstar station site, the veto leaves Fridley with the need to find $1.5 million from very scarce redevelopment funds to accomplish this work in 2007. It also denies other funding through the creation of a transit-oriented TIF district that could be used to fund land acquisition and other station-related costs. The bottom line is that unless Fridley is successful in acquiring resources that can be used for the Fridley rail station, we run the very serious risk of permanently losing access to Northstar. The vetoed tax legislation also denies Fridley additional Local Government Aid (LGA). While we remain very unhappy with the current LGA formula that distributes 66% of the LGA revenues to greater Minnesota cities and grossly under funds the needs of first ring suburbs in the Twin Cities Metropolitan area, the tax bill would have provided some help for Fridley. Instead, we are left with no additional assistance to help us fund a $1.5 million General Fund deficit or to help us address rising energy, fuel, chemical, capital outlay and other costs associated with meeting the needs of an aging community with an increasingly diverse population. Although you might want to suggest that we consider cutting back, we would respond that Fridley has always operated "lean and mean" with some of the lowest property taxes and utility rates in the state. We have also cut back on numerous occasions, and are to the point where further cutting will jeopardize future services. Moreover, we are limited in raising property taxes by a Charter provision that requires voter approval if the increase is greater than 5% or the rate of inflation. I am concerned that added weight poses a serious threat to highway safety and contributes to rapid deterioration of our roads and bridges. Our state financial situation is much worse,with even less money to address the needs of our roads and bridges.This deficit puts a burden on the struggling cities and counties that will be forced to find money to repair the roads and bridges that the heavier trucks will damage. Not only will we suffer from decreased state participation due to the increased financial burdens of construction, inspection and maintenance on roads in logging areas of our state, but we will experience increased costs associated with increased maintenance and emergency response and clean-up on our own roads,as more and more trucks seek exemptions to reasonable weight restrictions. These provisions could exempt all telecommunications providers from local government taxes and fees, including franchise fees on cable television. We urge you to oppose these provisions and see to it that proposed language in S. 150 upholds the authority of cities to impose franchise fees as "rent" for the use of public rights-of-way on companies, such as cable service providers, that use public property for private gain. Language in HR 49 provides that "to the extent such services are used to provide Internet access," cities would be barred from imposing franchise fees, thereby threatening the loss of a significant local revenue source at a time when our city and others are already suffering from significant losses in state aid. The National League of Cities, the National Association of Counties, the U.S. Conference of Mayors, the National Association of Telecommunications Officers and Administrators, and other local government associations have called on the U.S. Senate to prevent the unwarranted expansion of the ban on Internet access taxes to include exercise of this important local franchising authority. The City of Fridley objects to provisions in S. 150 to make the moratorium on Internet taxes permanent. We believe this is premature and that the stated need--to help e-commerce help the economy--can be equally served by simply extending the moratorium. Billions of dollars could be lost by local governments across the county, and the Congressional Budget Office has stated that the bill is an unfunded mandate and that making the moratorium permanent will initially cost state and local governments $80 - $120 million, which does not include the possible loss of cable franchise fee revenue. The Multi-State Tax Commission has indicated that federal pre-emptive language may result in losses of$4— 8 billion a year. This has happened notwithstanding our testimony in opposition to this legislation on two occasions. While I am not sure what steps remain before this bill is reported to the full Senate, I would like to use this opportunity to request that this item be removed from the Tax Bill. Our reasons for objection to SF 547 are as follows: 1. The bill proposes to tax Anoka County residents for the economic development efforts of an Anoka County Economic Authority. While the latest version of the bill limits our residents' exposure to 40% of the authorized maximum, our calculations indicate that they could still be taxed up to about $100,000. In other words, while we could choose to opt out of 60% of the maximum tax, we are still mandated by the latest form of this legislation to up to 40% of the total. 2. Fridley and other fully developed cities in Anoka County have very little to gain from the economic development efforts of Anoka County. Our needs are for redevelopment funding. Unfortunately, little if any of the proceeds of this levy would be directed toward this objective. 3. Fridley already has a very active and very successful Housing and Redevelopment Authority, and we tax our residents to the maximum level allowed. In 2004, we expect that this tax will generate about$250,000. Taxing our people again for purposes of developing the undeveloped sections of Anoka County would seem to lack benefit as well as creating an unfair burden. Fridley currently faces more than $5,000,000 in debt for acquisition of the site on which the Medtronic World Headquarters is located. One could argue that Anoka County has benefited immensely and will continue to derive great benefit from what has been a purely Fridley investment. There is nothing in this legislation that would in any way assist Fridley with this debt. 5. We think the timing for this legislation is poor. One of the stated objectives of the legislation is to provide resources that Anoka County can use to compete with other counties for economic development. From our point of view, this should be a very low priority in the current economic climate. Although Fridley has probably been the most vocal opponent of this legislation, our contacts with other Anoka County cities indicate that a majority of them share our opposition. Notwithstanding this opposition, our repeated efforts to find an acceptable compromise with representatives of the County have fallen on deaf ears. One of Fridley's challenges is the threat of lost local government aid from the State of Minnesota. While we recognize that cities will undoubtedly share in some of the cuts that will be made in order to balance the State's budget,we are concerned about the extent and the impact of those cuts. Fridley is scheduled to receive$2,045,000 in Local Government Aid in 2003. This amounts to 21% of our General Fund budget. The loss of all or a large part of this money will undoubtedly have a significant impact on the scope and levels of service to Fridley residents. While there are short-term savings that can be achieved by delaying equipment purchases and capital improvement projects,ultimately the cutting of a large portion of this aid will threaten the City's ability to pay for public safety, public works and recreation programs. Loss of State funding for school districts,counties, and other local units of government will also threaten programs and services that our citizens have come to expect. In at least one case,the funding of school districts' community education programs,the loss of State funding will threaten the ability of the Fridley School District to operate the Fridley Community Center. Since we have had very good local government services in Fridley at one of the lowest tax rates anywhere in Minnesota,I would call on Fridley residents to be vigilant and to communicate your views to our State legislators. While our City is committed to working with State policymakers,we also want to protect the quality of local government services in Fridley and encourage reasonable solutions to the State's budget deficit. Those rains caused an additional crest of the Mississippi River and an extension of the flood threat to our City. Without the quick response of your people and pumps, the City would have had an extremely difficult time protecting our Riverview Heights neighborhood from flooding by the rain-swelled Springbrook Creek. The people who assisted us in this late night and beyond effort should be commended for their professionalism and hard work under severe conditions. It is through this type of cooperation among neighboring cities that we help each other to reduce serious impacts to and maintain the public health, safety and welfare of our residents. The lack of housing for low-wage workers is a serious impediment to workforce development. If this problem is not addressed, there will be serious consequences for our state's economy. The housing crisis affects the majority of our state's workers, and we cannot expect businesses to raise wages 61 percent in order for their workers to find housing. With this letter, I publicly support the region-wide creation of an inclusionary housing requirement that mandates the inclusion of moderately priced housing in every future housing development. Nationwide, this is the only proven method of meeting the needs of a region's entire workforce. Government money is not needed to create moderately priced housing (for families with an income of at least $50,000). Public money will be stretched further if it is used to bring moderately priced housing down in cost, not build it from scratch. The majority of our citizens are priced out of the housing market. We cannot afford to delay or implement only incremental approaches to solving the problem. For these reasons, I join with ISAIAH in urging the state legislature to enact a strong inclusionary housing measure this year, and I hereby authorize ISAIAH to place my name on a list of supporters for mandatory inclusionary housing.
