9-23-2024 City Council Meeting September 23, 2024 7:00 PM Fridley City Hall, 7071 University Avenue NE Minutes Call to Order Mayor Lund called the City Council Meeting of September 23, 2024, to order at 7:00 p.m. Present Mayor Scott Lund Councilmember Dave Ostwald Councilmember Tom Tillberry Councilmember Ryan Evanson Councilmember Ann Bolkcom Absent Others Present Walter Wysopal, City Manager Scott Hickok, Community Development Director Joe Starks, Finance Director Pledge Of Allegiance Proclamations/Presentations 1. Proclamation for Omnetics Connector Corporation Day Mayor Lund read and presented a proclamation declaring September 23, 2024, as Omnetics Connector Corporation Day. A representative from Omnetics commented that although the company has grown and had to move out of Fridley, they still continue to support the Coats from Cops program and the community. A representative from the Police expressed appreciation noting that the program has helped thousands of families in the community, and they hope to continue the partnership. Approval of Proposed Consent Agenda Wally Wysopal, City Manager, commented that it has been requested to remove Item 5 from the Consent Agenda and place it on the Regular Agenda tonight. It was noted that would become Item 20 on the Regular Agenda. Motion made by Councilmember Tillberry to amend the agenda to remove Item 5 from the Consent Agenda, to be considered as Item 20 on the Regular Agenda. Seconded by Councilmember Evanson. Resolution No 2024-118, Declaring Costs to be Assessed, Ordering Preparation of the Proposed Assessment Roll and Directing Publication of the Public Hearing Notice for the 2024 Street Rehabilitation Project No. ST-2024-01. 5. Resolution No. 2024-119, Declaring Costs to be Assessed, Ordering Preparation of the Proposed Assessment Roll, and Directing Publication of the Public Hearing Notice for the 2024 Nuisance Abatements and 2024 Rental Reinspection Fees. 6. Resolution No. 2024-122, Consenting to the Property Tax Levy for 2024, Collectible in 2025, for the Housing and Redevelopment Authority in and for the City of Fridley. 7. Resolution No. 2024-123, Scheduling a Special Meeting on November 12, 2024 to Canvass the Results of the General Election. 8. Resolution No. 2024-124, Approving the Fridley Firefighters Relief Association Joining the PERA Statewide Volunteer Fire Plan (SVF). 9. Resolution No. 2024-126, Appointing Election Judges for the 2024 General Election. 10. Resolution No. 2024-127, Approving Gifts, Donations and Sponsorships Received Between August 17, 2024 and September 15, 2024. 11. Resolution No. 2024-128, Requesting Community Development Block Grant (CDBG) Funds for th Accessibility and Other Building Enhancements at 110 77 Way. 12. Resolution No. 2024-129, Approving and Authorizing Signing an Agreement with Police Sergeants (Local #310) for the Years 2025 and 2026. 13. Resolution No. 2024-130, Approving and Authorizing Signing an Agreement with Patrol Officers (Local #119) for the City of Fridley Public Safety Department for the Years 2025 and 2026. Resolution No. 2024-131, Approving and Authorizing Entering into a Memorandum of Agreement with Police Sergeants (Local #310) for the City of Fridley Public Safety Department. 15. Resolution No. 2024-132, Approving and Authorizing Entering into a Memorandum of Agreement with Patrol Officers (Local #119) for the City of Fridley Public Safety Department. Licenses 16. Resolution No. 2024-125, Approving Massage Business License. Claims 17. Resolution No. 2024-133 Approving Claims for the Period Ending September 18, 2024. Open Forum, Visitors: (Consideration of Items not on Agenda – 15 minutes.) Lynn Dalke, Village Green Apartment resident, commented that she believed the outside sidewalk at City Hall should have a guard rail to be considered ADA compliant. She commented on a service road that has not been completed for two years and because there is no sidewalk, people continue to walk on the street. Mayor Lund commented on the delays in that project because of coordination with the gas st company and noted that the bid was awarded to a contractor who is expected to begin on October 1. Adoption of Regular Agenda Motion made by Councilmember Ostwald to adopt the regular agenda with the addition of Item 20. Seconded by Councilmember Evanson. Upon a voice vote, all voting aye, Mayor Lund declared the motion carried unanimously. Regular Agenda New Business 18. Resolution No. 2024-120, Approving the Proposed Property Tax Levy for 2024, Collectible in 2025, for the City of Fridley Joe Starks, Finance Director, provided background information on the City’s financial strengths and presented the preliminary proposed levy information. He provided information on the new homestead exclusion available to residents. He provided information on fiscal disparities, State projections, and local government aid. He then reviewed information on inflation, budget assumptions, and reviewed the proposed 2025 general fund budget including revenues and expenditures. He provided information on tax impact and tax trends for the City. He reviewed the next steps and budget calendar for the remainder of the year. Staff recommends approval of the two resolutions before the Council tonight relating to the preliminary budget and levy. City Council Meeting 9/23/2024 Minutes Page 4 Councilmember Evanson thanked City staff for their efforts, staying focused on the vision of the Council, and keeping costs controlled to the extent possible. Motion made by Councilmember Bolkcom to adopt Resolution No. 2024-120, Approving the Proposed Property Tax Levy for 2024, Collectible in 2025, for the City of Fridley. Seconded by Councilmember Evanson. Upon a voice vote, all voting aye, Mayor Lund declared the motion carried unanimously. 19. Resolution No. 2024-121, Approving the Proposed 2025 General Fund Budget for the City of Fridley Motion made by Councilmember Evanson to adopt Resolution 2023-121, Approving the Proposed 2025 General Fund Budget for the City of Fridley. Seconded by Councilmember Ostwald. Upon a voice vote, all voting aye, Mayor Lund declared the motion carried unanimously. 20. Resolution No. 2024-119, Declaring Costs to be Assessed, Ordering Preparation of the Proposed Assessment Roll, and Directing Publication of the Public Hearing Notice for the 2024 Nuisance Abatements and 2024 Rental Reinspection Fees. Mr. Starks explained that when doing the final review, staff notices a property identification number that had a transposed number. He stated that the corrected version has been provided to the Council tonight fixing that error. He stated that letters will be sent in the coming days to all impacted property owners alerting them of the public hearing, should the action be approved by the Council tonight. Motion made by Councilmember Bolkcom to move into the record the updated document and draft resolution presented to the Council with the corrected property identification number. Seconded by Councilmember Ostwald. Upon a voice vote, all voting aye, Mayor Lund declared the motion carried unanimously. Motion made by Councilmember Ostwald to adopt Resolution No. 2024-119 Declaring Costs to be Assessed, Ordering the Preparation of the Proposed Assessment Roll, and Directing Publication of the Public Hearing Notice for the 2024 Nuisance Abatements and 2024 Rental Reinspection Fees. Seconded by Councilmember Tillberry. Upon a voice vote, all voting aye, Mayor Lund declared the motion carried unanimously. Informal Status Reports Councilmember Evanson commented on the most recent listening event with residents that he and Councilmember Tillberry attended. Councilmember Ostwald noted that he and Mayor Lund would be hosting the next listening session this Saturday.
