Approval of Expenditures Motionby Commissioner Buyseto approve the expenditures. Seconded by Commissioner Schwankl. Upon a voice vote, all voting aye, Chair Showalterdeclared the motion carried unanimously. 2.ApprovalSeptember 5,2024, Meeting Minutes Motionby Commissioner Buyseto approve the meeting minutesof September 5,2024as presented. Seconded by Commissioner Schwankl. Upon a voice vote, all voting aye, Chair Showalterdeclared the motion carried unanimously. 3.Collateral Assignment of TIF Sherman Associates Nancy Abts, Associate Planner,stated that Sherman Associates has requested that the HRA approve collateral assignment of TIFas it seeks refinancing. She noted that a similar request came forward in Junebut ultimately Sherman decided not to purpose that refinancing. She provided an overview of the request, assignment and related agreement. 6 Jufn!3/ Housing and Redevelopment Authority Minutes Page 2 10/3/2024 Motion by Commissioner Buyse to approve the collateral assignment of TIF as presented by Sherman Associates. Seconded by Commissioner Schwankl. Upon a voice vote, all voting aye, Chair Showalter declared the motion carried unanimously. Informational Items 4. Update on 2024 Grant Programs 5. Update on Housing Programs Ms. Abts reviewed the HRA loan program summary providing details for September and year-to-date data. She provided an overview of the HRA housing programs and provided more detailed information on the Front Door Grant program. Adjournment Motion by Commissioner Buyse to adjourn the meeting. Seconded by Commissioner Schwankl. The General Fund covers the bulk of the administrative and overhead costs of the Authority. It is also used to provide internal loans for development projects. The Housing Loan Program Fund covers the housing-related programsand services (e.g.,CEE programs). Staff will bring a final budget to the Authority for approval on December 5th.
