Items for Discussion
1. Discussion on Increasing the Number of City Paid Holidays for Non Union Employees
Employee Resources Director, Becca Hellegers, provided background to the City Council for the
City Manager’s recommendation to increase the number of paid holidays for non-union
employees by an increase of one, effective for the 2025 calendar year.
2. Discussion of City Manager’s Employment Agreement
Becca Hellegers provided the City Council a review of the proposed amended employment
agreement for the City Manager to cover the next three years. The only proposed change is a
3% adjustment effective retroactively to 1/1/2024.
3. 2025 Budget and 2025-2029 Capital Investment Program (CIP) Discussion
Finance Director, Joe Starks, provided the City Council an updated 2025 Budget and the latest
updates to the 2025-2029 CIP program.
4. Finance Update – October 2024 Year to Date
Joe Starks presented the City Council the October year to date financials for the City of Fridley.
5. 2025 Street Rehabilitation Project – Feasibility Report and Special Assessments
Assistant City Engineer, Brandon Brodhag, gave the City Council a presentation with information
that supports a change to the assessment policy for the 2025 Street Rehabilitation project. This
change in policy is due to the project utilizing concrete instead of asphalt.
