New Business 2.Street Sweeping Feasibility Study and Operations 4 Jufn!2/ Environmental Quality & Energy Commission Minutes Page 2 Meeting 3/12/2024 Ms. Lindemeyer provided background information on the Coon Creek Watershed District. Ms. Dauphinais shared the results of a street sweeping feasibility study conducted by the District. Mr. erations. 3. Zoning Code Updates Chair Klemz provided an update on the review of the zoning code being undertaken by the Planning Old Business 4. Energy Action Plan updates Ms. Workin shared that the City was preparing to table at the HRA Open House and will be preparing a Solar for Public Buildings grant application for Moore Lake Park. 5. Grant Updates Ms. Workin shared that the City had submitted a grant application for a recirculating splash pad at Moore Lake Park and a Bike Fix-It Station for Edgewater Gardens Park. 6. Outreach and Event updates Ms. Workin shared that no outreach and event updates had occurred. Other Items 7. Informal Status Reports Chair Klemz discussed the possibility of a co-hosted environmental board game night between the EQEC and North Suburban Center for the Arts, commissioners were supportive. All meetings require a minimum of four commissioners to have quorum. Meetings without quorum must be cancelled and publicly noticed. Recommendation Commissioners should discuss whether they will be able to attend upcoming summer meetings to determine if quorum is expected. The share, there will be an increasingneed for electric vehicle supply equipment (EVSE). Staff are considering adding code language to prevent unintended negative impacts from EVSE and to influence equitable access to electric vehicle chargingfor all Fridley residents. It is estimated that approximately 80% of electric vehicle charging occurs at home. While single-family homeowners usually have the autonomy to install their own charging infrastructure or can use existing outlets within their garage, renters and owners within multi-family buildings oftenfacebarriers to modifying their parking areas to charge their vehicles. Inclusion of electric vehicle charging requirements for multi-family buildings was included as Recommendation Staff recommend discussing the attached draft ordinance as well as Table of EV Charging Space Requirements. Ensuring thatelectric vehicle (EV) charging serves both short and long-term parking needs throughout the city, while limiting adverse impacts of electric vehicle chargers, to reduce emissions and improve environmental health outcomes in our community. Definitions: Charging Levels: Standardized indicators of electrical force, or voltage, at which an electric from Electric Vehicle Supply Equipment. The terms 1, 2, and DC are the most common charging levels, and include the following specifications: 1.Level 1 is considered slow charging and includes a range from 0v with 120v outlets. 2.Level 2 is considered medium charging that includes a range from 120 volts to 240 volts outlets, charging head and cord hard-wired to the circuit. 3.Level 3 or DC is considered fast or rapid chargingand includes a range greater than 240v. Electric Vehicle: A vehicle that operates, either partially or exclusively, on electrical energy from the electrical grid, or an off- 1.Battery electric vehicle 2.Plug-in hybrid electric vehicle Electric Vehicle Charging Station:Apublic or private parking space that is served by electric vehicle supply equipment that has as its primary purpose the transfer of electric energy (by conductive or inductive means) to a battery or other energy storage device in an electric vehicle. Electric Vehicle Ready Parking Space: Parking space with sufficient electrical capacity and conduits to support future EV chargers, but not including an installed charger unit. Adequate electrical service is required to allow for future simultaneous charging of all future installed chargers. Electric Vehicle Supply Equipment (EVSE): Anyequipment or electrical component that has the primary purpose ofcharging electric vehicles at a specific location. EVSE does not include equipment located on the electric vehicles themselves. Electrical Capacityshall mean, at minimum: 8 Jufn!4/ 1.Panel capacity to accommodate a dedicated branch circuit and service capacity to install a 208/240V outlet per charger; 2.Conduit from an electric panel to future EVCS location(s). EV Supply Equipment (EVSE)andDesign Standards: 1.EVSE must be ina parking island;mounted to an adjacent pedestal, wallorsimilar structure;or protected by bollards, structures, or curb. 2.EVSE may be located adjacent to designated parking spaces in a garage or parking lot as long asthe devices do not encroach into the required dimensions of the parking space (length, width, and height clearances). 3.EVSEshall be set back at least three feet from any property line.However, upon written request from the property owner, the Directorof Community Developmentmay reduce or rescind this setback requirement for shared access agreements or pursuant to a finding of necessity and public convenience. 4.Where EVSE is located within three feet of the public right-of-way, the location must be approved by the Director of Public Works. EV Chargers may be inthe right-of-way, with permission from the Director of Public Worksand a Right-of-Way Permit. 5.EVSE shall be designed and located so asnot impede pedestrian travel. EVSE shall not be located within paths of travel and cords shall not extend across sidewalks or trails during charging. 6.EVSEshall be mounted in a manner that allows for any cords to be retractable or hung sufficiently above any pedestrian surface and shall bedesigned and located so as to not impede pedestrian travel or create trip hazards on sidewalks. 7.EVSEmust be installed per manufacturer specification and must comply with all applicable building codes and relevant Americans with Disabilities Act (ADA) requirements. 8.Any EVSE insingle-family or two-family residential zoning district shall be ina garage, on the exterior wall of the home or garage, or freestanding pole with footing adjacent to a parking space. 9.Any EVSE with a Charging Level 2 or Level 3located insidea structurein a non-single or two-family residential zoning district must be approved by the Fire Marshalor their designee. 10.Maintenance: EV Chargersshall be maintained in all respects, including the functioning of the equipment. 9 Jufn!4/ a. The exterior of the station of the station shall be maintained in good condition including free of any rust. b. A phone number or other contact information shall be provided on any Level 2 or Level 3 EVSEfor reporting problems with the equipment or access to it. 11. When an EV Charging Stationis not operational for 30 consecutive days, it shall be considered to have been removed from service and must be removedorhave a repair plan approved by the Director of Community Development, and, if necessary, replaced if required for compliance with Table X below. Minimum Electric Vehicle Charging Stations 1.Minimum Number of Required EVCS a.All new residential parking areasexisting parking areas expanding by more than 25% ofadditional parking spaces, and existing parking areas being fully reconstructed by more than 25% of the parking area are subject to the standards of Table X.
