Definitions for the Policy Document
The Commission held a general discussion before they defined Public Art. Thegroup expressed the
desireto have Public Art defined. The Commission Reviewed Public Art definition precedents from
research of other organizations.
A work of art designed and or created by an artist or artist-led team located indoors or outdoors
and visually and/or physically accessible to the public. It may include permanent visual art,
performances, installations, events and temporary works.

After a general discussion of the need for goals that define what the Public Art would accomplish the
following list was created:

Foster community identity and spirit, encourage dialogue, and promote cultural enrichment.
Create unique destinations or points of interest.
Contribute to economic development through a creative arts program.
Establish connections with city departments for planning and implementing public art
programs. Actively engage with other governmental jurisdictions to partner and support
these programs.
Share goals and priorities for public art through citywide communication channels.
Promote community involvement and cultivate civic pride by encouraging involvement with
public art.
Recognize and celebrate the
Ensure long-term care and maintenance of a public art collection.
Partnership with Fridley Arts Foundation in the long-term funding and viability of the
program.
Inspire creative thinking and innovation.
Frank Sedzielarz, Josh Collins, Ryan Fugleberg committed to gather via email to wordsmith the
definition and goals prior to the December meeting.
Old Business
Scott Hickok provided a brief update on the Community Development Block Grant Application regarding
the former Fire Station Number 3/North Suburban Center for the Arts Building. Mr. Hickok indicated that
the staff at Anoka County are recommending approval of the application for $350,000 to make
accessibility and safety improvements to the building.
The next step in the process is the hearing before the Housing and Redevelopment Authority to consider
Staff for the Rum River Center for the Arts has indicated that their Board has expressed an interest in
occupying the building if the accessibility improvements can be made. The Mak, the Director of the Rum
River Arts Center will be attending the meeting in December to demonstrate their interest in the
improvements and potentially occupying the space.

Title
Public Art Priority Locations as Defined by the Public Arts Commission to Date
Background
At the November meeting Commissioner Maija Sedzielarz asked that staff provide the list of priority
locations for Public Art as discussed in previous conversations by the Public Arts Commission. The Idea
was that this list could then be further evaluated at the December meeting to refine the recommendation
to the top 3 5prioritylocations to seek Council Approval and allow the Fridley Creative Ars Foundation
to begin fundraising for art in those locations.
The locations defined thus far areas follows:
Civic Campus Plaza and Walking Loop
Locke Park (Near Creek) along RiceCreek West Regional Trail
Another piece to balance or create symmetry with the new sculpture at Moore Lake Park
The Dunes

Near Cemetery on East River Road
Median at University (north of 694)

Title
Public Art Recommended Goals Discussion
Background
After the October meeting a subcommittee of the Public Arts Commission met to discuss a preferred
road map for the November and December agendas. That sub-committee decided that the November
meeting would focus on defining Public art and the Commission
as it relates to the Public Art. The agenda then for December would be to further refine those goals and
to then focus on priority locations to recommend for placement or creation of PublicArt.
After studying and researching examples of these goals from various organizations the Commission
prepared the following list of goals of their own. The goals were listed as follows:

The thinking continues and good questions were asked, such as: as we look at these goals, did we
intend them as goals for the Commission, or are they goals for the art?
The question leaves us at a perfect position to now at the December meeting further define the
Commissions intent for the goals and to settle on goals that allow the proper messaging and guidance.
