Dane Carlson expressed concern with an issue he had with the adoption of his daughter over a decade
ago as well as the mental health care that she was receiving during that time as well as potential abuse.

Mayor Ostwald was unsure what the resident was asking of the City Council. Mr. Carlson stated that he
is sharing this information to spread awareness in the community. Mayor Ostwald commented that he
will have a member of the Police Department follow up with Mr. Carlson.
Elyse Mckenzie asked for information on the relationship between the City of Fridley and the Fridley Police
Department. Mayor Ostwald replied that the Police is a department of the City.
Adoption of Regular Agenda
Motion made by Councilmember Bolkcom to adopt the regular agenda. Seconded by Councilmember
Evanson.
Upon a voice vote, all voting aye, Mayor Ostwald declared the motion carried unanimously.

15. Ordinance No. 1428, Amending the Fridley City Code Chapter 209, Fees, to Update Fees Related
to Rental Housing Licensure (First Reading)
Paul Bolin,
housing program as well as details on the current rental housing stock. He stated that the current
license fee structure has remained unchanged for more than a decade and no longer covers the
demands of the program nor does it compare to fees charged by other cities in the metro. He
reviewed the staff recommendation to increase the licensing fees.
Mayor Ostwald asked if the increase would more accurately cover the cost of staffing. Mr. Bolin
confirmed that to be correct.
Councilmember Bolkcom asked the number of visits that can be made to a property before additional
fees are charged. Mr. Bolin replied that the rental inspectors strive to work with property owners to
bring them into compliance. He explained that with an initial inspection if issues are identified, staff
would return a second time to determine if those issues have been corrected. He noted that if a third
visit is required, additional fees come into play.
Councilmember Bolkcom asked if additional fees are charged if the property owner does not show
up to the scheduled inspection. Mr. Bolin replied that an additional charge does occur if the property
owner does not show up to a scheduled visit.
Councilmember Evanson stated that rent continues to increase and would assume that these costs
are passed to tenants rather than absorbed by landlords. He asked how this program benefits the
tenants. Mr. Bolin explained that the inspections are for the benefit of residents. He stated of the
8,000 violations that are found some of those are life safety issues and provided examples.

Councilmember Vescio asked if the inspection includes other elements of the building such as
mechanical equipment in addition to individual units. Mr. Bolin confirmed that is correct, and
reviewed other areas and elements of the building that are included in inspections.
Motion made by Councilmember Vescio to approve the first reading of Ordinance No. 1428, Amending
the Fridley City Code Chapter 209, Fees, to Update Fees Related to Rental Housing Licensure. Seconded
by Councilmember Bolkcom.
Upon a voice vote, all voting aye, Mayor Ostwald declared the motion carried unanimously.
16. Resolution No. 2025-05, Receiving a Petition and Ordering Preparation of a Preliminary Report for
Traffic Calming Improvements Along East Danube Road
Jim Kosluchar, Public Works Director, stated that during the public engagement process for the
upcoming road construction project staff were advised of traffic speed and volume concerns on East
Danube Road between Matterhorn and Innsbruck. He stated that the draft resolution receives a
petition from owners on East Danube Road and requests a report be completed by staff that will
summarize whether the addition of traffic calming is feasible. He provided background information,
additional details on the traffic calming meeting that was held with the residents of East Danube Road,
the subsequent petition that was received, and the next steps.
Councilmember Bolkcom commented that it was great to receive the input of the residents at a
previous meeting on this topic. She asked for clarification on whether the cost for traffic calming
would only be assessed to the directly benefiting properties. Mr. Kosluchar stated that the report will
provide additional details on anticipated costs and most likely those improvements would be
assessable to those directly fronting onto the road. He confirmed that both traffic counts and speed
are collected as part of the data collection. He noted that while there was not a huge concern with
speed as shown through the data, the road is convenient for drivers to cut through.
Councilmember Evanson reviewed some elements that could be considered for traffic calming that
would range in cost and asked how those solutions would be decided upon. Mr. Kosluchar explained
that the report will review the best options for traffic calming based on the information gathered. He
stated that speed humps were more supported by the residents in attendance at the traffic calming
meeting.
Wally Wysopal, City Manager, commented that even though this action was resident-initiated, staff
will be expending resources to complete this report. He stated that if the ultimate decision of the
residents is not to pursue improvements, the cost of that staff time would not be recouped.
Motion made by Councilmember Evanson to approve Resolution No. 2025-05, Receiving a Petition and
Ordering Preparation of a Preliminary Report for Traffic Calming Improvements Along East Danube
Road. Seconded by Councilmember Bolkcom.
Upon a voice vote, all voting aye, Mayor Ostwald declared the motion carried unanimously.

recently held at Springbrook Nature Center.

Ordinance No. 1428, Amending the Fridley City Code Chapter 209, Fees, to Update Fees Related to
Rental Housing Licensure (Second Reading)
Background
Thecurrentlicensefee structure ($100 for single-family and $150 for two-unit rentals) has remained
unchanged for over a decade and no longer adequately covers rental program operating costs. A
survey of neighboring cities demonstrates the City of Fridley (City)fees are substantially below market
rates. Comparable cities average $232 for single-family and $293 for two-unit rentals, with some
municipalities charging up to $400. The Cities of Brooklyn Center, Columbia Heights, and St. Louis Park
-cities of similar size and demographics -charge significantly higher fees than the City.
Staff haveproposed anordinance that will bring license fees closer to the average fee
being charged bycomparablecities. The increase will cover the costs of administering the rental
program.License fees will now range between $200 for a single-familyunit and $275 for a two-unit
rental, up to $350 + $20/unit for buildings with fiveor more rental units. In 2024, thecurrent license
fees generated $183,145in revenues. The new fee structure is expected to generate approximately
$213,540 in 2025.
TheCityCouncil held the first reading of Ordinance No. 1428 on January 27,2025.
Financial Impact
Increased fees will ensure that rental property owners are paying for the cost of licensing and
inspections.
Recommendation
Staff recommendthe City Council hold the second reading of Ordinance No.1428, Amending the
Fridley City Code Chapter 209, Fees, to Update Fees Related to Rental Housing Licensure.
Staff recommend approval of a summary of Ordinance No. 1428 to be published in the Official
Publication.

Summary Ordinance No. 1428
Amending the Fridley City Code Chapter 209, Fees, to Update Fees Related to Rental Housing
Licensure
The City of Fridley does ordain, after review, examination, and staff recommendation that the
Fridley City Code (Code) be amended by adopting Ordinance No. 1428. A summary of the
amendments to the Code made by Ordinance No. 1428 are as follows:
The Ordinance amends Chapter 209, Section 209.12.5, Rental Annual Housing License Fees, of the
Fridley City Code (Code). The Ordinance changes the fees for single rental unit to $200, two rental
units to $275, three rental units to $325, four rental units to $350 and five or more units to $350
plus $20 per unit over four units.
Ordinance No. 1428 was passed and adopted by the City Council of the City of Fridley on February
10, 2025. The full text of the Ordinance is available on the City website or for inspection by any
person during regular office hours at the Office of the City Clerk.

Background
Fridley Public Safety has been selected as a recipient of the 2025 Law Enforcement and Fire Department
Therapy Dog Grant Program.
The 2025 Minnesota Department of Public Safety Law Enforcement and Fire Department Therapy Dog
Grant Program is designed to support mental health and emotional wellness for first responders. The
program aims to provide funding for departments to acquire, train, and maintainatherapy dog that can
help reduce stress, provide emotional support, andimprove overall mental well-being for law
enforcement officers and firefighters who regularly face high-stress and traumatic situations in their
work.
This opportunityrecognizes the importance of mental health resources for first responders. These
trained dogs can offer comfort during difficult times, help officers and firefighters process traumatic
experiences, reduce anxiety and depression, and create a supportive environment that promotes
emotional resilience. The grant program represents an innovative approach to supporting the mental
health of those who protect and serve their communities.
Fridley Public Safety has been approved for an appropriation of $10,000to fund the care of the therapy
dog.
Financial Impact
This grant provides for funding of up to $10,000 toward the Fridley Public Safety Department therapy
dog program. There is no grant-match requirement.
Recommendation
Staff recommend approving Resolution No. 2025-14,Accepting the 2025 Law Enforcement and Fire
Department Therapy Dog Grant Program.

Accepting the 2025 Law Enforcement and Fire Department Therapy Dog
Grant Program
Whereas, Fridley Public Safety has been selected as a recipient of the 2025 Minnesota
Department of Public Safety Law Enforcement and Fire Department Therapy Dog Grant
Program; and
Whereas, the Therapy Dog program (program) is designed to provide mental and emotional
support to our first responders; and
Whereas, the program is meant to attend critical incident debriefings and defusing to provide a
sense of comfort for first responders processing a traumatic incident; and
Whereas, the program will provide office staff a mental and emotional release while working.
Now, therefore be it resolved, that the City Council of the City of Fridley hereby approves
City's 2025 Law Enforcement and Fire Department Therapy Dog Grant Program.

Under Minn. Stat. § 299A.01, Subd 2 (4) the State is empowered to enter into this grant contract agreement.
Term: Per Minn. Stat.§16B.98, Subd. 5,the Grantee must not begin work until this grant contract agreement is
fully executed and the State's Authorized Representative has notified the Grantee that work may commence. Per
Minn.Stat.§16B.98 Subd. 7, no payments will be made to the Grantee until this grant contract agreement is fully
executed. Once this grant contract agreement is fully executed, the Grantee may claim reimbursement for
expenditures incurred pursuant to the Payment clause of this grant contract agreement. Reimbursements will only
be made for those expenditures made according to the terms of this grant contract agreement. Expiration date is
the date shown above or until all obligations have been satisfactorily fulfilled, whichever occurs first.
The Grantee, who is not a state employee, will:
Perform and accomplish such purposes and activities as specified herein and in the Grantee’s approved Law
Enforcement and Fire Department Therapy Dog Grant Program 2025 Application \[“Application”\] which is
incorporated by reference into this grant contract agreement and on file with the State at 445 Minnesota Street,
Suite 2300, St. Paul, Minnesota 55101-2139. The Grantee shall also comply with all requirements referenced in
the Law Enforcement and Fire Department Therapy Dog Grant Program 2025 Guidelines and Application which
includes the Terms and Conditions and Grant Program Guidelines (https://app.dps.mn.gov/EGrants), which are
incorporated by reference into this grant contract agreement.
Budget Revisions: The breakdown of costs of the Grantee’s Budget is contained in Exhibit A, which is attached
and incorporated into this grant contract agreement. As stated in the Grantee’s Application and Grant Program
Guidelines, the Grantee will submit a written change request for any substitution of budget items or any deviation
and in accordance with the Grant Program Guidelines. Requests must be approved prior to any expenditure by
the Grantee.
Matching Requirements: (If applicable.) As stated in the Grantee’s Application, the Grantee certifies that the
matching requirement will be met by the Grantee.

Background
Pursuant to the Commissions chapter of the City Code the Fridley City Council (Council) appoints
Earlier this year the Environmental Quality and
EnergyCommission(EQEC)reported a vacancy. In response the City advertised an opening on the
Commission. The City received several interest forms, and three of the interested residents attended the
January 27Council Conference Meeting.The Council has selected Dustin Norman for appointment.

Resolution No. 2025-16
Approving Appointment to the Fridley Environmental Quality and Energy Commission
Whereas, pursuant to Section 105.05 of the Fridley City Code (Code), an Environmental Quality
and Commission (EQEC) was established to advise the Fridley City Council (Council) on
environmental and energy concerns among citizens and businesses of the City; and
Whereas, pursuant to Section 105.02 of the Code the Council appoints Fridley residents to the
resolution or agreement; and
Whereas, the Council met with interested residents on January 27; and
Whereas, Dustin Norman was one who expressed an interest in being appointed to the Fridley
EQEC.
Now, therefore be it resolved, that the City Council of the City of Fridley hereby appoints Dustin
Norman to the Fridley Environmental Quality and Energy Commission for a three-year term
expiring on December 31, 2028.

on the City Council and Calling for Appointment of a Qualified Person
Background
On February 10, 2025 Councilmember Tillberry submitted his resignation from the Fridley City Council
(Council). Section 2.07 of the City Charter outlinesthe process for such occurrences.Councilmember
Tillberry’s resignation creates a vacancy, which the Council must declare by resolution. The Council then
has 30 days to appoint a qualified person to assume the office. The term of the appointment willexpire
after the next General Election in 2026.
Interested parties must be a resident of the City and must live within the boundaries of Ward 1(see
attached map). Candidates are asked to submit an online application at FridleyMN.gov/CouncilForm. In
addition to the application, candidates must also submit a letter of interest and a statement of
qualifications.

Resolution No. 2025-17
Accepting the Resignation of Councilmember Tillberry, Declaring a Vacancy on the City
Council and Calling for Appointment of a Qualified Person
Whereas, on February 10, 2025 Councilmember Tom Tillberry submitted his resignation effective
immediately; and
Whereas, the resignation of Councilmember Tillberry creates a vacancy on the City Council; and
Whereas, pursuant to Section 2.07.1 of the Fridley City Charter, a vacancy will be deemed by
reason of resignation from office; and
Whereas, pursuant to Section 2.07.2 of the Fridley City Charter, “if a vacancy is declared to exist,
the Council shall, within 30 days, appoint by majority vote a qualified person to assume the office
until the next general election.”
Now, therefore be it resolved, that the City Council of the City of Fridley accepts the resignation
of Councilmember Tillberry effective immediately.
Be it further resolved, the City Council of the City of Fridley hereby declares a vacancy in the
office of Councilmember of Ward 1.
Be it finally resolved, that the City Council of the City of Fridley proceed to fill the office of
Councilmember of Ward 1 within 30 days by appointment for a term to expire after the next
General Election.
