Pastpractice has beento read meters on or near the stth 1of the month and mail out invoices around the 25. The due date was the last day of the following th Staff are proposing to have meters read on or near the 28of the month, with invoices sent out the first th weekof the month. The due date would be the 10of thefollowingmonth. The reasonsstaff are proposing the changeare: Residents/businesses are notified of their actual usage earlier in the month and closer to the actual meter readings and, in the case of unusual water activity, are able to resolve the potential issue sooner. Improved cash flow for the City as payments would be received earlier in the month. Other cities follow a similar process. intention of being included in the May/June Newsletter received by mid-May. The billing change will not is a one-time movement in their bill date (being due twoweeks sooner) the City would be mindful in the assessment of late fees and would work with the customer. The audit enforcement process does not create a level playing field for cities to challenge the Auditor’s interpretation of statutes. The Legislature should provide a process through which to resolve disputes over TIF policy that is fair to all parties; Clarify the use of TIF when a sale occurs after the closing of a district; Revise the substandard building test to simplify, resolve ambiguities and reduce continued threat of litigation; and Amend TIF statutes to address, through extending districts or other mechanisms, shortfalls related to declining market values. HED-15 EMINENT DOMAIN Significant statutory restrictions on the use of eminent domain have resulted in higher public costs for traditionalpublic use projects like streets, parks, and sewers, and have all but restricted the use of eminent domain for redevelopment to cases of extreme blight or contamination. The proper operation and long-term economic vitality of our cities is dependent on the ability of a city, its citizens, and its businesses to continually reinvest and reinvent. Reinvestmentand reinvention strategiescan occasionally conflict with the priorities of individual residents or business owners. Eminent domain is a critical tool in the reinvestment and reinvention process and without it our cities may deteriorate to unprecedented levels before the public reacts. Metro Cities strongly encourages the Governor and Legislature to revisit eminent domain lawsto allow local governmentsto address redevelopment problems before those conditions become financially impossible to address. Specifically, Metro Cities supports: Clarifying contaminationstandards; Developing different standards forredevelopment to include obsolete structures or to reflect the deterioration conditions that
