205 Medical Response (Issued 05-15-2008)FRIDLEY POLICE DATE OF ISSUE NUMBER: GENERAL ORDER May 15, 2008 205 SUBJECT: REVISION DATE SECTION: Medical Response May 15, 2008 Orange I. PURPOSE To implement guidelines regarding medical related police calls for service. The Public Safety mission includes responding to members of the public with medical problems. Police are often the 1st responder to medical emergencies and our actions can greatly affect the ultimate welfare of the victim. II. PROCEDURE A. PRIORITY Medical emergencies and the insuring of care for injured are among the highest priority police calls for service. Fridley Police officers will respond to all emergency medical calls for service or insure that they are responded to by appropriate units, (i.e., Fire Department ambulance, other police units) in all cases possible. B. TRAINING It is the policy of this department that all sworn police officers be trained to provide first aid and cardio-pulmonary resuscitation (CPR). At a minimum, sworn police officers are required to complete certification through the First Aid Essentials course sponsored by Anoka County Law Enforcement Training. C. AMBULANCES 1. Officers will request an ambulance on any situation where it is clear that injury, mental trauma, or psychiatric disorder requires medical attention. 2. Fridley Police officers will not cancel an ambulance except in the following situations: a. Death is obvious based on the following observations: 1) Lack of pulse and respirations and… i) lividity, rigor or tissue decomposition ii) obviously fatal trauma (decapitation or hemisection) 3. Officer is unable to locate a reported accident (cancellation is permitted only after verification of reported location with Central Communications and a thorough search of the area). 4. Reported victims claim no injury and they appear to be capable of making that decision based on age, mental condition, etc. a. If there is any question in the condition of a reported victim allow the ambulance to continue. b. Officers may slow the ambulance to routine if there does not appear to be a medical emergency. D. Transportation Hold 1. Minnesota Statutes § 253B.05 subd.2 allows for peace officers to transport or have transported persons that are intoxicated in public or mentally ill and in imminent danger of injuring themselves or others. 2. Fridley Police personnel will not sign any form waiving medical treatment or verbally waive medical treatment for any member of the public (juvenile or adult). 3. Minnesota Statutes § 144.344 allows for emergency medical treatment to a minor without the consent of the parent or guardian.
