I. PURPOSE
To establish procedures for the operation of the Department’s municipal holding
facility.
II. POLICY
The Fridley Police Department operates a class IV municipal holding facility to
confine prisoners for up to four hours. The holding facility includes an
intake/Intoxilyzer area, an interrogation room, a hallway and shower, and two
secure holding rooms with toilet facilities. The holding facility is accessed
through a secured garage (commonly referred to as the “Sallyport”) and through a
secured door to the administrative area of the Police Department.
It is the policy of the Department to operate the holding facility in conformance
with Minnesota Administrative Rules promulgated by the Department of
Corrections to protect the safety of officers and prisoners. Persons being held in
temporary custody in the holding facility are the responsibility of the arresting
officer.

IV. PROCEDURES
A. SECURITY AND CONTROL
1. Officers should not bring firearms into the holding facility when
detainees are present unless circumstances warrant their use.
Firearms may be locked in one of the gun lockers provided at the
entrance doors.
2. A thorough physical search of each detained person will be
completed by the arresting officer prior to locking the detainee in a
holding room. All restraining devices should be removed from
detainees, unless there is a safety factor.
3. Officers should visually inspect the holding room prior to placing a
person inside. Another inspection should be made after removing
the detainee.
4. Detainees of the opposite sex will be kept separate. Adult detainees
will be kept separate from juvenile detainees. Juvenile status
offenders shall not be locked in a holding room; they may be
placed in the interrogation room with the door open and in view of
the officer.
5. Persons detained in a holding room will be visually monitored by
the arresting officer no less than every fifteen (15) minutes. The
arresting officer may arrange for another department member
(officer, office assistant or reserve) to watch the detainee(s) via
video camera. At no time is a detainee to be left in a holding room
if the Police Department is unoccupied.
6. At no time is a detainee to be given any tools, eating utensils, etc.
while in the holding room. If a detainee soils the room and is
required to clean up the room, cleaning supplies will be made
available. An officer will supervise the clean up. The officer that
removes a detainee from the holding room will insure that the
room is clean.
7. The door to a holding room shall be locked while a detainee is
inside. A panic alarm key is on the gun locker key ring. There is
also a red emergency phone box on the wall inside the sally port
door that will connect directly to Central Communications if
pushed. Entrance to and exit from the holding facility is by
electronic key card. In the event of electrical failure, entrance to
the holding facility can only he made by key. These keys are kept
in the main key control cabinet located in the Informational
Services Unit and in the patrol Supervisor’s office.
8. Emergencies
a. If an emergency results in death or great bodily harm, the
Public Safety Director or a Division Commander(s) will be
notified as soon as practical. Detailed incident reports will
be forwarded to the Division Commander within 24 hours.
b. A panic alarm is in the intake/Intoxilyzer area. An officer
needing urgent assistance with a prisoner will activate this
alarm. When the alarm sounds, available personnel in the
station will immediately respond to assist with the
situation. The on-duty office assistant will immediately
summon assistance via the “RED” phone connection to
Central Communications.
c. In the event of a fire in the holding room, Central
Communications shall be immediately notified and Fire
Department assistance will be requested. The Shift
Supervisor will be notified as soon as possible. If the
holding room is occupied, evacuation of the occupant is the
first priority. In order to reduce the risk of fire, all lighters,
matches, and related materials will be taken from detainees.
A fire extinguisher is located in the booking area.
d. In the event of an escape, the Shift Supervisor will
immediately be notified. A perimeter will be established
based on available information as to the escapee’s direction
of travel. Unless the escapee was seen leaving the building,
a thorough search will be made of the Municipal Center. If
the escape occurs during business hours, an on-duty office
assistant will be notified as soon as possible and requested
to inform other City departments of the escape and a
description of the suspect.
e. If a person in the holding room requires emergency medical
attention, an ambulance will be requested to respond to the
scene. If a detainee should require routine medical
attention, the detainee will be transported to the Unity
Hospital Emergency Room. NO medication of any kind
will be dispensed by Department personnel.
9. Visitors
Except in the following cases, there will be no visitors allowed for anyone
in the Holding Room.
a. No detainee will be denied access to their attorney. An
attorney who requests a conference with his/her client will
be provided a private area in which to do so.
b. Parents and/or attorneys of juveniles held in the holding
room will be allowed access to the juvenile being held
within a reasonable amount of time.
c. Adults, as well as juveniles will have access to a telephone
for the purpose of contacting an attorney or parent, upon
request.
d. All visitors will be identified and names so noted in the
report. All packages, briefcases, etc. will be opened so that
contents can be viewed. Detainee visitors to the secure area
should be searched.
10. No detainee will be held longer than necessary. All detainees will
be transferred to another facility or released as soon as possible (In
no event shall a detainee be held more than 4 hours). Juvenile
detainees will be released to parents or a responsible adult,
transferred to the Lino Lakes Juvenile Facility, or other appropriate
facility. If a detainee is not released or transferred within 4 hours a
report will be made to a Division Commander noting the
circumstances (i.e., weather).
11. No detainee will receive any package or mail. These items will be
referred to the facility where the detainee will be taken or released
to them at the time of their release.
12. When releasing a detainee or transferring a detainee to another
facility, officers will insure identification of the person to be
released. Detainees should be released through the security garage
side door and not escorted through the administrative area of the
Police Department.
13. Pursuant to Rule 2945.5450, no stockpiling of legend drugs will be
permitted in the holding facility.
14. Pursuant to Rule 2945.5460, a report of all detainees who are
known or suspected of having a communicable disease (i.e., Aids,
TB) will be made to the Minnesota Department of Health.
15. Detainees suspected to have a communicable disease will be
separated from other detainees.
B. INTAKE PROCEDURE
1. A Detainee Information Sheet will be completed on each person
placed in a holding room. All applicable blanks on the form will be
filled in. If a detainee is uncooperative and refuses to supply the
requested information, the officer should so note on the form.
Juvenile and adult forms will be maintained in separate files.
2. Evidence taken from a detainee will be processed in accordance
with Department procedure. Personal property taken from a
detainee will remain in the intake/Intoxilyzer area in a brown paper
bag or plastic bin provided for that purpose. No weapons taken
from any detainee will remain in the holding facility.
3. All personal property of value taken from a detainee will be
inventoried on the Detainee Information Sheet. When the detainee
is released or transferred to another facility, the detainee will sign
for the property returned. If the property will not be returned to the
person prior to transfer, the officer will initial those items and turn
them over to the receiving personnel at the facility to which the
person is transferred.
4. In the event another agency uses the holding facility, to use the
Intoxilyzer for instance, a Department member should be present.
C. INSPECTIONS
A Division Commander will be responsible to insure the following
inspections of the holding facility are completed.
1. Weekly
a. Inspect all fire equipment.
b. Inspect the sanitary conditions
2. Monthly
a. Test fire alarm.
b. Test panic alarm.
3. Semi-Annually
a. Test fire equipment.
D. RECORDS
The Detainee Information Reports will be maintained and disseminated in
accordance with applicable State and Federal laws.
E. TRAINING
All personnel will be trained in the use and operation of the holding room.
F. FIRE EVACUATION PROCEDURE
1. Upon the fire alarm being sounded:
a. An available Department member will determine if any
individuals are in the holding facility.
b. The Department member will immediately notify Anoka
County Central Communications to report the alarm and
summon necessary assistance.
c. The Department member will notify Anoka County Central
Communications if there are individuals in the holding
facility that need to be evacuated and the location of the
individuals within the holding facility. This information
should also be communicated to the Fire Department.
d. If practical, the Department member shall override the
holding facility electronic door locks by activating the
“emergency open” button on the door control panel at the
front desk.
1) If the electronic door locks are not functional, the
override keys for the holding facility are kept in the
main key control cabinet located in the
Informational Services Unit and in the patrol
Supervisor’s office.
e. If practical, the Department member shall open the sally
port overhead door using the control at the front desk.
f. A police officer will have the responsibility to insure that
immediate evacuation of any individuals detained in the
holding facility is carried out.
g. The officer shall evacuate detainees through the sally port.
If evacuation cannot occur through the sally port, detainees
should be evacuated using the door connecting the
administrative office area and the holding facility.
h. Once detainee(s) have been evacuated from the holding
facility, it will be the responsibility of the officer to secure
them in a safe location.
i. Civilian office staff are not expected to be involved in the
physical removal of detainees from the holding facility.
