306 Investigation Notification (Issued 05-15-2008)FRIDLEY POLICE DATE OF ISSUE NUMBER: GENERAL ORDER May 15, 2008 306 SUBJECT: REVISION DATE SECTION: Investigation Notification May 15, 2008 Yellow I. PURPOSE To formulate standard department policy and prescribe specific procedures to be followed relative to notifying investigative and/or command personnel concerning major crimes and/or incidents occurring in the City of Fridley. II. POLICY It is well known that the chances of solving a major crime hinge on processing the crime scene and interviewing suspects and witnesses as soon after the crime as possible. It is also important that command personnel be promptly appraised of all major incidents of a nature that could draw media interest or require city management notification and/or action. This policy is intended to address these needs. III. PROCEDURE A. The duty supervisor will be notified of any major crimes or incidents. B. Upon notification, the supervisor will evaluate the situation concerning the need to notify command personnel and/or duty Detectives. C. Referral of cases. Cases requiring additional investigation may be referred to either the Anoka County Sheriff’s Office Criminal Investigation Division (CID) or to the Fridley Detective Unit. Notification will be according to the following guidelines. 1. A CID Detective will be notified on all cases involving death or criminal sexual conduct. a. If there is a crime or incident where the physical condition of the victim is such (i.e. assault, criminal vehicular operation, serious automobile accident) that there could be death, a CID Detective should be notified. 2. In all other cases where the incident clearly outstrips the ability or resources of the assigned officers to handle, an on-duty Fridley Detective will be notified. If there is no on-duty Fridley Detective, the on-duty command officer may be consulted to determine if an off-duty Fridley Detective should be called in. Alternatively, a CID Detective may be requested to provide investigation assistance. a. A Detective need not be notified or called out for felony property crimes when the duty supervisor determines there is no physical evidence present and no witnesses or suspects to be interviewed. This type case can be referred to Fridley Detectives the following workday through normal channels. D. Any incidents involving an on-duty Fridley Detective or a CID Detective not responding to a request to a crime scene situation will be reported in writing to the Division Commander. H. If a Detective is called to a crime scene they will assume responsibility for the investigation and crime scene. This does not give the Detective operational control over patrol personnel present.
