315 Transporting Prisoners (Issued 05-15-2008)FRIDLEY POLICE DATE OF ISSUE NUMBER: GENERAL ORDER May 15, 2008 315 SUBJECT: REVISION DATE SECTION: Transporting Prisoners May 15, 2008 Yellow I. PURPOSE To provide instruction and policy when transporting persons who have been placed under arrest by a police officer. II. POLICY Safety to the officer and prisoner should be the priority during transport to any location. This general order should be used in consideration with the Detention Procedures General Order. The back seat of a squad car should not be considered a secure holding area so prisoners should be under observation at all times. III. PROCEDURE A. Prisoners will be searched prior to transport. B. Prisoners should be handcuffed. (Anoka County Jail policy requires that prisoners be handcuffed prior to entering their facility). The handcuffs should be double locked, checked for tightness (finger tight) and noted in the report. C. The rear seats should be used along with the protective screen in the up position. D. Only prisoners of the same sex should be transported together. 1. An exception to this would be under exigent circumstances under the direction of the supervisor on duty. E. Juveniles will be transported separately from adult prisoners. The exception is allowed with permission from the supervisor on duty. F. All prisoners must be seat belted unless there is physical inability to use the seat belt or the prisoner refuses to be belted in. This exception should be noted in the incident report. G. When transporting a prisoner of the opposite sex, the starting and ending mileage should be radioed into Central Communications. H. When leaving the city with a prisoner the supervisor on duty will be notified.
