426 Temporary Duty Program (Issued 02-08-2012) FRIDLEY POLICE DATE OF ISSUE NUMBER: GENERAL ORDER February 8, 2012 426 SUBJECT: REVISION DATE SECTION: Temporary Duty Program (TDY) Green I. PURPOSE It is important to the Fridley Police Department to constantly improve the education of its members by providing career development and enrichment opportunities. Traditionally, this has been accomplished through in-house training, seminars, continuing education, and conferences as well as through webinars and other online training. While traditional training methods provide valuable information to many attendees at once, research indicates that many adult learners benefit more from hands-on or experiential learning opportunities. Some aspects of law enforcement are not routinely performed by the Fridley Police Department. By partnering with other criminal justice and law enforcement agencies that are more proficient in those areas, the Fridley Police Department seeks to create individualized training opportunities to improve service delivery to our citizens, enhance public safety in the City of Fridley and meet a member’s unique interests. II. POLICY Members of the Fridley Police Department who have completed at least five years of service with the department will be eligible for participation in the Temporary Duty Program (known colloquially as TDY for Temporary Duty Yonder). Participation in TDY is encouraged, but not required, of all members. Members seeking to participate in TDY will identify an area of interest that would benefit the City and Fridley Police Department. TDY opportunities may be with other units of the Fridley Police Department, other law enforcement agencies in the metro area, and possibly other government agencies or private firms. TDY assignments will typically last from 1 to 3 weeks. Members will be expected to share information gained during a TDY with the department upon return. III. PROCEDURE A. Expectations 1. Members eligible for TDY will work with their supervisor and division commander to identify possible areas of interest. 2. Members will select TDY options that are both of interest to them and of benefit to the City and Fridley Police Department. 3. Members will research their area of interest and determine a potential unit, agency or organization to partner with for the TDY. 4. Division commanders will assist the member in contacting the prospective unit, agency or organization to determine their willingness and ability to host the member. 5. Division commanders will work with the member and their supervisors to schedule the TDY. TDY assignments are expected to be from 1 to 3 weeks in length. 6. The Public Safety Director has final approval for any proposed TDY. 7. Members are expected to arrange their schedule to fit the host unit, agency or organization’s work schedule for their specific TDY assignment. Duty shifts begin at the work location designated by the host unit, agency or organization. 8. Travel or lodging expenses will not be reimbursed for TDY. 9. Meal expense during TDY will not be reimbursed. 10. Overtime during TDY must be authorized in advance by the division commander and only for hours worked in excess of 80 hours per pay period. 11. Members may use a department vehicle during TDY and this may, with prior authorization from the Division Commander, include keeping the vehicle at the member’s residence during TDY. 12. Special equipment required for TDY and not available from the host unit, agency or organization may be provided by the department if practicable. Members should work with their supervisors and Division Commanders to identify and obtain necessary equipment. 13. Members are expected to wear clothing similar to the level of dress of their host unit, agency or organization. 14. Members are expected to represent the Fridley Police Department in a professional and courteous manner. 15. Members are expected to actively participate in the work tasks of the host unit, agency or organization. 16. Members are expected to form and maintain professional relationships and contact with their host unit, agency or organization staff and to serve as a point of contact for ongoing information exchange between the Fridley Police Department and the host unit, agency or organization. 17. The member remains accountable to all general and special orders of the Fridley Police Department while on TDY. Any exceptions to these rules necessitated by the assignment should be made in advance by the Division Commander. 18. Upon completion of TDY, and generally within 30 days of return to the police department, members will be required to complete a module of instruction for roll call training. 19. Members will be required to complete a written summary of their experience including recommendations for policy or procedure changes to improve department operations or service delivery. This summary is to be provided to the Division Commander within 30 days of the member’s return from TDY.
