401 Uniform Clothing Grooming Standards (Revised 09-07-2017)FRIDLEY POLICE DATE OF ISSUE NUMBER: GENERAL ORDER May 15, 2008 401 SUBJECT: REVISION DATE SECTION: Clothing and Grooming Standards September 7, 2017 Green I. PURPOSE The objective of this order is to provide guidance in prescribing clothing and grooming standards in order to maintain a professional image. II. POLICY It is the policy of this Department for all personnel to present a neat, conservative, professional business-like appearance before the public. Citizens have certain expectations regarding the appearance of professional police personnel, both civilian and sworn. All personnel have an obligation to maintain the highest degree of personal hygiene, grooming and dress. Eccentricities in individual appearance detract from the professional image, uniformity and the overall mission of the Department. III. DEFINITIONS Personnel All voluntary and compensated members of the department. Sworn Officer Licensed peace officers of the department. Uniformed Personnel Personnel expected to wear a department uniform as part of their normal duty assignment. IV. CLOTHING STANDARDS A. Uniforms 1. The following uniforms are authorized. All articles of the uniform shall conform to the approved uniform list. a. Class A Uniform The Class A uniform will include a long sleeve shirt, tie, and tie clasp. FPD collar brass will not be worn; rank collar brass will be worn. Trousers may not have cargo pockets. Wearing of 8 point or trooper style hat as appropriate. b. Class B Uniform The Class B uniform will consist of either a long sleeve or short sleeve shirt open at the collar. Long-sleeve uniform shirts may be worn with a uniform tie or open at the collar without a tie. Short-sleeve uniform shirts will be worn open at the collar without a tie. When the uniform shirt is worn open at the collar, all but the top button will be buttoned. Any undergarment visible through the open collar will be white, dark navy or black in color and may consist of a t- shirt, turtleneck or mock turtleneck. FPD and rank collar brass will be worn. Trousers may not have cargo pockets. c. Class C Uniform (General Patrol Assignment Uniform) The Class C uniform will consist of either a long sleeve or short sleeve shirt open at the collar. All but the top button will be buttoned. Any undergarment visible through the open collar will be white, dark navy or black in color and may consist of a t-shirt, turtleneck or mock turtleneck. Rank collar brass may be worn. Trousers may have cargo pockets. d. Specialty Assignment Uniforms Personnel actively engaged in specialty assignments (Bike Patrol, School Resource Officer, Use of Force Instructor, and Firearms Instructor) are authorized to wear the uniform designated for that assignment. Specialty Assignment uniforms are not authorized for general patrol assignments. 2. Wearing the Uniform a. Uniformed personnel shall wear the prescribed class uniform unless exempted by their supervisor due to the nature of the duty to which they are assigned. 1) The Fridley Police patch shall be worn on each sleeve of all outerwear. 2) Identification items such as badges and name tags shall be worn on the outermost uniform garment (shirt, sweater or jacket) at all times. 3) Sergeants shall wear sewn-on chevron rank insignias on both sleeves of uniform shirts and jackets. Uniformed personnel, including non-sworn and volunteer members holding the rank of sergeant and above are authorized to wear the collar brass designated for their rank. No one other than a person holding that rank shall wear the rank insignia or collar brass. b. All personnel will maintain their uniform in a clean, neat, and well-pressed condition and in good repair. Leather items shall be properly dyed and polished. Nickel and brass components shall be highly polished. Under no circumstances will uniforms that are ragged, patched, or otherwise beyond useful service be worn. Torn fabric or materials and cracked, worn-out leather shall be replaced. Worn out uniforms may be donated to a charitable organization only after all recognizable insignia have been removed. c. Personnel wearing the uniform while working extra-duty employment shall wear a complete, current and serviceable uniform that meets the specifications as stated in this general order unless exempted by their supervisor due to the nature of the extra-duty assignment. d. With the exception of travel to or from their residence, personnel may not wear the uniform off-duty. Personnel may not wear the uniform to non-police related functions unless approved by the Public Safety Director or designee. e. Personnel required to appear in court shall either wear the Class A or Class B uniform or appropriate business attire. f. All sworn officers assigned to non-patrol duties shall have a complete, current and serviceable uniform that meets the specifications as stated in this general order. It will be the responsibility of the supervisor to verify that sworn officers in non-patrol functions under their command comply with this section. 3. Authorized Uniform List a. Sworn officers will be issued the following items of uniform equipment. Depending on the time of year an officer is hired, he or she will be authorized to acquire some or all of the following items: 2 pairs of pants 3 short sleeve shirts 3 long sleeve shirts 1 eight point summer hat 1 winter trooper style hat 1 knit watch cap 1 tie with tie bar 1 jacket 2 sets of FPD collar insignia 2 uniform badges 1 hat badge 1 pair of footwear (boots or shoes) 6 pair of socks 1 pair of winter gloves 1 pair of search gloves 1 raincoat and cap cover 2 name tags 1 basket-weave pant belt 1 basket-weave duty belt and accessories b. All other uniformed personnel of the department will be issued uniform items as directed by the Public Safety Director or designee. c. Any item of uniform apparel or equipment which becomes excessively worn or unserviceable in the course and scope of duty will be replaced by the department upon complying with the following procedures: 1) Personnel requiring new or replacement uniform apparel or equipment will complete a uniform requisition form and submit it to their immediate supervisor. 2) The supervisor will verify that the requisition is for an approved item of apparel or equipment that either has not been issued or is for an approved item of apparel or equipment that has become excessively worn or unserviceable in the course and scope of duty. Items will not be replaced “annually” but only on the basis of necessity. An approved requisition will be submitted to the Division Commander. 3) Upon approval of the Division Commander, a purchase order will be prepared by the administrative assistant. Requisitioned items may be ordered by the administrative assistant or picked up directly by personnel. i) Personnel picking up item(s) will be responsible for forwarding invoice paperwork to the administrative assistant. d. The following uniform options will be allowed: 1) Headgear i) The wearing of the issued uniform hat is optional. The 8-point hat will be required at funerals or other formal occasions as part of the Class “A” uniform. ii) Optional hats may be authorized for cold weather. They include a navy blue “trooper” style fur hat or a department-issued black watch cap. iii) Ball caps will not be worn with the class A, B, or C uniform. Designated ball caps may be worn with the specialty assignment uniform on approval of the Division Commander. 2) Footwear Three types of footwear are authorized for wear: i) Oxford (low-cut) Shoe (Black color) ii) 4.5” – 6” Boot (Black color) iii) 8” Boot (Black color) All footwear must be maintained in good condition and kept shined. 3) Trousers During a normal tour of duty, officers are authorized to wear either the Class A trousers or Cargo Pocket trousers. Cargo Pocket trousers may not be worn during court appearances. 4) Service Stripes Wearing is optional. Service stripes are worn on the left sleeve of the jacket or long sleeve shirt only. Each hash mark represents three years of service with the Fridley Police Department. 5) Commendation Bars Wearing is optional. Commendation bars may be worn above the name tag above the right shirt pocket. The wearing of commendation bars shall comply with the requirements specified in General Order 412. 6) Flag Bar Wearing is optional. Flag bars may be worn above the name tag. e. The administrative assistant will maintain a current list of authorized uniform items. The Uniform Committee will review, on an annual basis, the current list of authorized items and may recommend new or additional items. B. Dress Code for Non-Uniformed Personnel 1. Personnel not in uniform shall wear appropriate business attire. Supervisors may prescribe other types of clothing when necessary to meet a particular police objective. 2. The Public Safety Director may designate "casual days." a. Non-uniformed personnel are prohibited from wearing the following on "casual days": shorts, jeans, sweat pants, wind pants, stretch or stirrup pants, tank tops, t-shirts, halter tops, exposed midriff tops, athletic shoes, flip flops, sandals, or clothing with lettering, logos or slogans except designated City or public safety related logo wear. b. Non-uniformed personnel shall not participate in "casual days" if they are expected to be in court, attend meetings with the public, or attend meetings in other City departments. C. Personnel required to appear in court shall wear the Class A or Class B uniform or appropriate business attire. D. Identification Items 1. Sworn officers will be issued two (2) uniform badges and one hat badge. a. Uniform badges will bear the number assigned to the officer. Because hat badges bear no number or department identification officers shall inscribe on the back of their hat badges their assigned badge number and the words, "Fridley Police." The uniform badge will be worn on the outermost article of apparel. 2. Other uniformed personnel of the department may be issued uniform and hat badges as directed by the Public Safety Director or designee. 3. No individual purchases of uniform or hat badges will be authorized nor will the purchase of any miniature wallet size or other variations of official badges be allowed without specific written approval of the Public Safety Director. 4. Personnel will be issued an identification card to identify that individual's official capacity with the department. All personnel are required to have their identification card in possession at all times while on duty and shall show the identification card upon request. a. Exceptions to carrying identification on duty may be granted by a supervisor for personnel working undercover assignments and for personnel working at or visiting undercover facilities. 5. Personnel shall immediately report the loss of an issued badge or identification card to their supervisor. The supervisor shall immediately take steps to insure that the appropriate reports and notifications are made in the case of a stolen item that may be subject to illegal use. 6. Badges and identification cards are the sole property of the Fridley Police Department. Personnel are prohibited from using badges or identification cards for any purpose not directly related to the course and scope of their duties. E. Personnel shall immediately forward a memo to their supervisor detailing the circumstances of the loss or damage of any item of department issued uniform apparel, equipment, or identification issued to them. The supervisor will review the circumstances and advise the Division Commander 1. If the Division Commander determines that the article was lost or damaged due to negligence or willfulness, the involved member may be subject to disciplinary action. Conduct constituting criminal damage to property may be prosecuted. V. GROOMING STANDARDS A. Department personnel shall present a professional image to the community. Consistent with this policy, all personnel shall be appropriately attired and well groomed when on duty. 1. Cleanliness Members shall keep themselves clean, sanitary, well groomed and free of offensive odors. 2. Hair Personnel shall maintain their hair in a neat, clean, well-groomed and properly trimmed manner. Extreme haircuts such as tracks, designs, decorations, sculptures cut into the hair, cornrows and Mohawks are prohibited. a. Uniformed personnel: Hair shall not interfere with the proper wearing of the uniform hat or emergency equipment or with the performance duties. 1) Female Personnel: Shoulder or shorter length hair may be worn down. Hair shall not cover the front of the face below the eyebrows, and if worn down, shall not cover or otherwise obscure the face. Longer hair shall be worn off the collar and properly secured (see Jewelry). 2) Male Personnel: Hair shall not lap or curl over the ear or cover any part of the face below the eyebrows. Hair shall not touch, lap or curl over the top of the uniform shirt collar when standing with the head held erect. b. Non-uniformed personnel: Hair shall be worn in conformance with existing contemporary business standards provided that it shall be neatly trimmed and groomed. Hair for male personnel shall not extend below the top of the shirt collar c. Wigs and hairpieces may be worn provided they comply with policy. d. Hairstyle, coloring or frosting, if used, shall reflect a conservative look. Extreme or unnatural hair colors are prohibited. e. Facial Hair Members faces shall be clean-shaven except that mustaches and sideburns that meet the below criteria are acceptable. 1) Mustaches shall be neatly trimmed and shall not extend below the upper lip line or more than 1/2" on either side, beyond the vertical axis of the corner of the mouth. Handle-bar, Fu Manchu, or walrus-type mustaches are not permitted. 2) Sideburns shall not extend beyond a point even with the bottom of the ear lobe. They shall be neat and trimmed and extend in a clean-shaven horizontal line. They shall not protrude forward more than one inch from the front of the ear. 3) Eyebrows shall be neatly trimmed with no discernible design or track cut in. 4) Beards and goatees are prohibited. 3. Cosmetics When worn, cosmetics shall be subdued and moderate in tone and application, and shall not attract undue attention. 4. Fragrances Fragrances, such as perfume, after-shave, cologne, etc., shall not be used in excess. 5. Jewelry Jewelry or personal ornaments shall not be affixed to the uniform or equipment of uniformed personnel. Jewelry that represents a safety hazard or interferes with the performance of duty is prohibited. a. One watch, two rings per hand (a wedding pair is one ring), and medical alert bracelets are allowed. If worn, neck jewelry shall not be visible on uniformed personnel. b. Earrings may be worn by uniformed personnel but are limited to “stud” or “post” type. Earrings shall be no more than 1/4 inch in diameter and are limited to one earring per ear. Earrings shall not extend below the bottom of the ear lobe or have loose or dangling parts. 1) Personnel shall not wear any other facial or body piercing that is visible. c. When in uniform, hair devices (i.e., pins, combs, barrettes and bands) shall be white, black, navy blue, gold, silver or natural hair colored. No bows, beaded decorations, or other decorative items shall be worn. 6. Dental Ornamentation Shaped or colored decorative objects bonded to frontal teeth are prohibited. Braces worn for orthodontic reasons, either to straighten alignment or to repair a traumatic injury shall not contain colored ornamentation. 7. Fingernails a. Uniformed personnel shall keep their nails trimmed so as not to extend more than 1/8" beyond the end of the finger and shall be rounded (i.e., not trimmed to point). Nail polish worn by uniformed personnel shall be clear. b. Non-uniformed personnel shall keep their fingernails trimmed so as not to interfere with their assigned duties. Nail polish worn by non-uniformed personnel shall be conservative in nature and shall not attract undue attention. c. Multi-colored polish, airbrush designs and nail accessories are prohibited. 8. Eyewear Wearing of fully-mirrored or iridescent eyeglasses, including sunglasses, is prohibited. Eyeglass frames, cords and chains shall not be gaudy, oversized, or ostentatious. 9. Tattoos and Brands Visible tattoos or brands on the ears, head, face or neck area are prohibited. Visible tattoos or brands that are vulgar, indecent, sexist, racist or that advocate sexual, racial, or religious discrimination are prohibited. Uniformed personnel are prohibited from having tattoos or brands that would be visible while wearing a class A uniform. Personnel are prohibited from exposing tattoos or brands that would exceed one-third (1/3) of an exposed body part. For the purposes of covering tattoos that would otherwise be visible on the arms, the use of skin-toned arm sleeves may be worn with the Class C uniform. An employee must obtain authorization from the Division Commander prior to wearing tattoo sleeves. 10. Mutilation/Alteration of the Body Visible mutilation or radical alteration of the body, head, face, or skin for the purpose of and or resulting in an abnormal appearance is prohibited. Mutilation or radical alteration includes (but is not limited to): a. a split or forked tongue; b. foreign objects inserted under the skin to create a design or pattern; c. enlarged or stretched out holes in ears (other than a normal piercing); d. filing/shaping of teeth to simulate fangs; e. intentional scarring on neck, face, or scalp; or f. intentional burns creating a design or pattern. 11. Undercover Personnel Personnel in undercover assignments may be exempted from this grooming policy. The Division Commander shall determine the appropriate grooming standards. Personnel in these assignments must still comply when in uniform. B. Personnel shall strive to present a "neutral'' image, avoiding any tendency to call attention to themselves through any aspect of grooming, ornamentation or manner of dress that could be offensive to any segment of society. 1. Personnel are prohibited from wearing any article of clothing or ornamentation on duty that makes any ideological, political or commercial endorsement. C. Enforcement 1. Supervisors shall be responsible for enforcing all rules regarding clothing and grooming standards. Personnel reporting for duty in violation of this general order may be may be relieved of duty until such time as they comply. 2. Division Captains will resolve questions of compliance to this general order subject to final review by the Public Safety Director.
