I. POLICY
It is the policy of the Department to provide an opportunity for employee
input in the policy making process, particularly in nonnegotiable areas, by
creation of designated standing or ad hoc committees.
II. PROCEDURE
On a semi-permanent or ad hoc basis committees comprised of selected
police Department employees may be established to address particular
problems or provide input in particular policy areas.
A. All committees will be established under authority of a Division
Commander.
B. The composition and method of member selection for each
individual committee will be determined by the Division
Commander based on the particular problem or policy area to be
addressed.
C. Unless otherwise stated membership on a committee will be
voluntary.
D. All committees are administrative and advisory in nature. They are
not to be considered an employee organization or a negotiating
committee.
E. Committee members may be compensated for meetings and work during
non-duty hours only upon prior written approval of the Division
Commander.
F. The Public Safety Director may accept, modify or reject the
committee’s recommendations.
