410 Intern Program (05-15-2008)FRIDLEY POLICE DATE OF ISSUE NUMBER: GENERAL ORDER May 15, 2008 410 SUBJECT: REVISION DATE SECTION: Intern Program May 15, 2008 Green I. PURPOSE To formulate standard department policy and prescribe specific program components for an Intern Program. II. POLICY The Intern Program will provide a learning environment for students who have a desire and interest in a career in law enforcement. Persons who will be interning will assist the department, but will not be directly involved in areas that are sensitive or dangerous in nature. Interns will follow a structured program designed to allow for a full understanding of law enforcement functions and practices. Interns will assist in providing public service, department research, and perform duties and tasks as assigned. III. PROCEDURES A. PROGRAM CONDITIONS 1. No more than two (2) interns shall be enrolled in the program at any one time. 2. Each Intern will be assigned to either a “General Experience” or a “Program Assignment” track. The specific length of the program will be dependent on the college internship requirements, department and student needs. a. General Experience 1) Will generally be from 8 to 12 weeks in length. b. Program Assignment 1) Will generally last for the duration of the specific assignment but in no event longer than 26 weeks in length. 3. The actual program schedule will be based upon the school schedule of the intern and department needs. 4. An intern may be eligible to receive a stipend if they complete the minimum requirements of the program. 5. Interns will be selected through a city application process. B. INTERN REQUIREMENTS 1. An intern must be enrolled in or a recent graduate of a Criminal Justice studies or Law Enforcement Program. 2. An interns must be genuinely interested in pursuing a career, practical experience or training in the law enforcement field. 3. An intern must be a U.S. Citizen. 4. An intern must have a valid driver's license or identification card. 5. An intern must submit to and pass a background check. 6. Interns will abide by all State Statutes, City Ordinances, City Rules and Regulations, and the General Orders, Standard Operating Procedures, and Memorandums of the Police Department. 7. Interns will be scheduled by the Program Coordinator, or designee. C. INTERN RULES 1. Interns are prohibited from driving a marked squad/police vehicle, except in an emergency or under direction of an officer/supervisor. 2. Interns that are approached by citizens regarding criminal matters must verbally identify themselves as not being police officers. 3. Interns will not carry or handle any weapons of any nature including knives, batons, etc., except under the supervision of a department firearms instructor or under supervision during department training. 4. Interns shall wear clothing that is appropriate for a business environment unless specifically exempted by a supervisor due to the nature of the duty to which they are assigned. 5. Interns shall be responsible for any equipment they may be assigned as the program requires. D. MINIMUM REQUIRMENTS OF A GENERAL EXPERIENCE INTERN PROGRAM The following outline will identify approximate number of hours spent in the various divisions of the Fridley Police Department. The outline could, and may, vary based on need and activity schedules. For the most part the program will follow the outline. 1. ORIENTATION (24-32 Hours) a. Meet with the intern coordinator to complete the following: 1) Complete necessary paperwork for hiring and ID card. 2) Sign waiver for ride-a-longs and confidentiality. 3) Tour of the police department and city hall which will include introductions to the city personnel. 4) Tour of the city which will include: Locations of city limits, city buildings, fire stations, schools, major roadways and other points of interest which may be deemed necessary. 5) Intern coordinator will go over different policies and procedures of the intern program and any research projects the intern will need to work on. 6) Intern will give a general schedule of when he or she is available to participate in the intern program and the intern coordinator will advise the intern of any date her or she should keep open to assist the department for special events or training. b. Meet with the support staff of the department and complete the following: a. Learns how to answer phones, transfer calls, use paging system, and voice mail. b. Learns how to use the computer system. c. Learns general office operations d. Learns locations for pickup, deliveries, transports, etc. e. Other duties as assigned. 2. OFFSITE RELATED OPERATIONS (12-24 Hours) Intern will visit locations and observe operations. Order will be decided on by the intern coordinator. Sites may include: a. Dispatch Center b. Sheriff's Office c. Anoka County Criminal Investigation Division d. Anoka Count Jail Corrections e. Alexandra House f. City Prosecutor g. Neighborhood Watch h. School Resource Officer, DARE Classes i. Other locations as identified. 3. PATROL ORIENTATION (36-48 Hours) The intern will ride with officers from each of the shifts and observe operations. Officers will explain the procedures and laws involving the different calls to which they respond. a. Squad Orientation b. Radio Communication c. Use of MDT's d. Emergency Procedures e. Traffic stops f. Traffic Citations g. Use of Radar h. Reports i. Patrol Techniques j. Neighboring and overlapping jurisdictions k. Explain Mutual Aid concepts l. Explain Fresh Pursuit out of Jurisdiction m. Night Patrol Orientation (B or P shift officer) 4. INVESTIGATIONS, COURT & ADMINISTRATION (24-48 hours) a. Intern will observe court. 1) Intern should try to go to a familiar case or at least become familiar with the case observed. 2) If possible, intern should talk to the various actors: judge, bailiff, prosecutor, defense attorney. b. Intern will spend two days with investigations learning: 1) Case assignments. 2) Case triage, prioritization and time management. 3) Observe or watch a tape of an interview and an interrogation 4) Interaction with patrol, prosecutors, and tech staff. c. Administration 1) Intern will learn the different duties and responsibilities of the Public Safety Director, Division Commanders, unit and line supervisors. 5. INTERN PROJECT ASSIGNMENT (40-80 Hours) The intern will be assigned a project to work on during the intern program. The intern coordinator will explain the project to be completed and the time frame. The assignment may be dedicated to continuing research or working on special project depending on the priority or number of projects available. E. MINIMUM REQUIREMENTS OF A PROGRAM ASSIGNMENT INTERN PROGRAM Intern will be assigned to manage, coordinate, or assist with a specific program or project as determined by department need. 1. Possible Programs Include: a. Crime Prevention b. Pawn Shop Regulation c. Traffic Studies d. Crime Analysis 2. ORIENTATION The program will include the requirements of III.D.1 above. 3. PROGRAM The intern will be assigned to a specific program or project. The specifics of the assignment will be determined by the supervisor of the program and the intern coordinator. The parameters and expectations of the assignment will be decided in advance and fully communicated to the intern. F. CONCLUSION 1. Intern will finish any special projects he or she is currently working on. If the project is not able to be completed, a report of what he or she did learn must be completed and the research obtained should be organized and filed so that it can be continued by another person. If the research is not completed due to poor time management by the intern it will be reflected on his or her final evaluation. 2. Intern will meet with the intern coordinator on his or her last day and turn in all material and equipment belonging to the Fridley Police Department. 3. Intern will complete a form evaluating his or her intern experience indicating where he or she learned the most, what areas of the program need improvement, and what might be done to improve the program. 4. Intern will receive his or her final evaluation from the intern coordinator.
