Meals, Breaks and Service Status May 15, 2008 Green
I. PURPOSE
To establish guidelines for patrol officers on duty for checking squads into
and out of service status.
II. POLICY
The public is entitled to as much police protection as possible. It is the
responsibility of on-duty patrol officers to provide maximum visible patrol
coverage on the street, in their assigned areas, at all times during their tour
of duty. Exceptions should be made only for specific authorized police
tasks.
III. PROCEDURE
A. No squad will be checked out of service to allow the officer to
conduct private business or to attend private meetings. Personal
business and conversations should be conducted during non-work
hours.
B. Meal and coffee breaks are for the purpose of giving relief during a
work period. There will be no adjusting of meal and coffee breaks
for the purpose of obtaining time for engaging in personal
activities.
C. Meals and Breaks:
1. Meals and rest breaks are periods during the scheduled shift
during which the employee remains on continual duty and
is responsible for assigned calls.
2. Officers are allowed up to two 45 minutes breaks during
each 12 hour shift depending on the workload. Prior to
beginning a break and after ending a break officers will
check in and out on Talk Group1 using their radios.
3. Breaks will be taken within the Fridley City limits or
neighboring establishments approved by the shift
supervisor. The number of units that can be checked out at
any one time is regulated by shift strengths according to the
following table:
If 7 units are in service 4 may be checked out.
If 6 units are in service 3 may be checked out.
If 5 units are in service 2 may be checked out.
If 4 units are in service 2 may be checked out.
If 3 units are in service 2 may be checked out.
If 2 units are in service 1 may be checked out.
4. No more than 4 squads may be checked out at one time no
matter how many units are in service.
5. It must be recognized that units out of the City and not
present cannot be considered as in service.
6. No units are allowed to be on break 1/2 hour prior to the
end of their shift. Power shift officers will arrange their
breaks so they will be available to take calls during the "B"
shift roll call (1900 hours).
D. Out at the Station:
1. There will be no more time spent in the station than is
necessary. The equipment in the squads should be utilized
to prepare the majority of reports.
E. Leaving the City:
1. In order for the supervisor to maintain adequate patrol
coverage, officers will notify the shift supervisor whenever
they leave the City. This does include leaving the City for
special details, transports to jail and other places and assists
to other departments. It does not include routine traffic
stops and chases.
F. Supervisory units may be counted as a unit in service within the
meaning of III.C at the discretion of the supervisor on duty.
G. Any deviations from this will occur only with approval from the
shift supervisor.
