Criminal Conduct on School Buses August 22, 2016 Green
I. PURPOSE
The purpose of this general order is to present guidelines for responding to
calls of criminal conduct on school buses.
II. POLICY
It is the policy of this Department is to promote cooperation between
schools, parents, students, transportation providers and the police. The
results of this cooperation should help to provide a safer passage for
students, drivers and chaperones.
III. REFERENCES
Minnesota Statutes § 169.4581 Law Enforcement Policy for
Criminal Conduct on School Buses.
IV. POLICY
A. Officers shall:
1. Respond to calls for assistance from any citizen, school or
transportation provider as they may pertain to criminal
activity on school buses.
2. Take appropriate action, such as issue citations, release
pending further investigation, prepare juvenile contact
report, or apprehend and transport individuals committing
crimes on school buses.
3. Investigate reports of criminal activity committed on school
busses by using the same procedures as followed in other
criminal investigations.
4. Submit appropriate reports to the proper authorities for
prosecution of the offense.
5. Be aware that school districts and transportation providers
have disciplinary policies which regulate behavior while
students are on buses. This general order is not intended to
interfere with, replace, or supplement school disciplinary
policies which relate to student misconduct on school
buses. In situations where citizen arrests are necessary,
transportation providers should be made aware of what is
required of them to complete this process.
6. Provide information to the school regarding the incident as
required or authorized by law.
