PURPOSE
To promulgate rules and regulations for the operations of the Fridley Police Reserves.
GENERAL
It is the policy of this department to establish and maintain an effective and efficient
Police Reserve Unit. The Reserve Unit is formed under the authority of the Public Safety
Director and will operate as part of the Fridley Police Department.
SPECIFICS
A. The Fridley Police Reserve Unit will operate in accordance with MN Statute 626.84,
and the Rules and Regulations of the Fridley Police Department.
B. Members of the Fridley Police Reserve are not licensed peace officers in the State of
Minnesota and do not have the powers of a licensed peace officer as defined by MN
Statute 626.84(g). "Reserve Peace Officer" as defined by a law enforcement agency to
provide supplementary assistance at special events, traffic or crowd control, and
administrative or clerical assistance. A Reserve’s duties do not include enforcement of
the general criminal laws of the state and the Reserve does not have powers of arrest or
authorization to carry a firearm on duty."

I. MINIMUM QUALIFICATIONS:

A. Must be 20 years of age.
B. Acceptable valid Minnesota Driver's License.
C. Demonstrated ability to communicate orally and in writing.
D. Working knowledge of English, spelling, grammar, punctuation and vocabulary so
as to write legible and comprehensive reports.
1. Must be in good physical and mental health.
2. Must be a US citizen.
3. Must have a high school diploma or equivalent.
4. No prior arrests other than minor traffic violations and at no time more than two
traffic violations in a year.
II. DESIRED QUALIFICATIONS:
A. Ability to make decisions using judgment and discretion in accordance with
established policies and procedures.
B. Ability to establish and maintain effective working relationships with supervisors,
officers and other department and City employees.
C. Ability to maintain a positive image to the public.
III. APPLICATION/SELECTION PROCEDURE:
A. All persons requesting to be a Fridley Police Reserve must complete and submit a
City of Fridley application. Candidates will be required to pass an oral board
examination and submit to a comprehensive background check. Reserves may be
terminated from the selection process or the Reserve Unit at any time for any reason
by the Public Safety Director.
B. All new applicants must complete the Anoka County Reserve Academy prior to
assignment as a Reserve. This training may be waived if the Reserve has previously
completed similar or advanced training from another approved documental source.
Approved sources include:
1. Approved secondary education school
2. State of Minnesota certified skills course
3. Police Academy from Minnesota or another state
4. Reserve Academy from another County
5. A member in good standing of the Fridley Police Explorer Program.

IV. AUTHORIZED STRENGTH:
The authorized strength of the Police Reserve will be at the discretion of the City
Manager and the Public Safety Director.
V. JOB FUNCTIONS:
As directed or otherwise assigned:
A. Assist in servicing and maintaining police vehicles and selected equipment.
B. Provide assistance to other City departments and other cities.
C. Attend monthly training meetings.
D. Perform residential security checks.
E. Provide supplemental security at community and school events.
F. Submit written reports on activities.
G. Conduct crime watch and observation assignments.
I. Provide administrative and clerical support to the Fridley Police Department.
J. Transport prisoners and members of the public.
K. Provide crime prevention patrol to specific areas of the city by squad, bicycle or
foot.
VI. TRAINING:
A. All Reserve’s shall successfully complete the Fridley Police Department training
requirements. The training requirements must be kept current and are listed below:
1. F.P.D. General Order, Green Section #421, Police Reserves
2. First aid and CPR*
3. Department equipment (i.e., vehicles, bicycles, etc.)
4. Blood Borne Pathogens
5. Any training deemed necessary by the Public Safety Director
6. City Safety manual
7. City Ordinances
8. State Statutes
9. Use of Force
10. Taser

* The Reserve member may become First Responder certified at his or her own expense.
VII. Meetings
A. Location/Time
Meetings will normally be held at the Fridley Police Department on the third
Wednesday of the month at 1900 hours. Meeting times/dates may be changed as
required.
B. Attendance
1. Attendance at meetings is required. If the member is unable to attend a regularly
scheduled meeting they should inform the Team Reserve Sergeant.
2. The Reserve may be terminated from the Unit for failure to attend 3 consecutive
meetings.
3. Reserve officers must maintain their current address and phone numbers on file
with the Police Department at all times. New address and phone numbers shall
be given to the Reserve Coordinator no later than 10 days after such change.
VIII. Hours
A. Each member is required to participate in a minimum of 8 hours of approved unit
activities per month. Approved unit activities include: riding along with a licensed
Officer or Community Service Officer (CSO), working in the Reserve Squad,
volunteering as a reserve officer at scheduled community events, mutual aid events,
emergency and/or natural disasters, or other duties performed on behalf of the
Fridley Police Department or City of Fridley. The monthly meeting/training session
counts toward the 8 hours.
B. Failure to meet the monthly participation requirements may result in dismissal from
the Unit.
IX. UNIFORM
A. Issued by the Department:

C. Reserves will only carry equipment authorized by the Public Safety Director.
D. Reserves are prohibited from wearing, carrying or using:
1. Sap or sap gloves
2. Brass knuckles
3. Numchakus
4. Switch blade knives
5. Thumb cuffs
6. Firearms
7. Any other item not approved by the Public Safety Director.
E. All Reserve members shall be neat in appearance whenever in uniform. Uniforms
will be clean and pressed and shoes polished. Uniforms must reasonably fit your
physical characteristics.
F. Reserve members are prohibited from wearing the uniform or displaying their
badge or identification card except while on duty.
G. All uniforms and equipment issued to a Reserve shall remain the property of the
Fridley Police Reserve and the City of Fridley and shall be returned in good
condition to the Reserve Coordinator upon his/her resignation or dismissal from the
unit. The Reserve may be required to replace lost, stolen or damaged uniforms or
equipment at their own expense.
H. Reserve members shall not display political buttons, advertisements or
endorsements on their uniforms; or any device or adornment which denotes
membership in any organization.
X. ORGANIZATION

The Patrol Captain shall designate a full-time licensed police Sergeant to be the Reserve
Coordinator. The Reserve Coordinator shall be assisted by as many full-time licensed
officer advisors as may be deemed necessary to support the functioning of the Reserve
Unit.
The chain of command for all Reserve members shall be through the Team Reserve
Sergeant to the Reserve Lieutenant to the Reserve Coordinator to Patrol Captain to the
Public Safety Director.
The Reserve Unit may have up to one Reserve Lieutenants who will command the
Reserve Unit.
Reserve Sergeants may be appointed as needed to assist the Reserve Lieutenants.
Reserve Officers shall be on probation for a period of one year commencing at the
completion of the Reserve Academy.
XI. RESERVE RANKS DEFINED
Junior Reserve Officer:
-Has not completed the Reserve Academy
-Has not completed Field Training
-Has not completed 1 year probationary period
Junior Reserve Officers may only ride with Field Training Officers until such time as they
complete the field training program. After field training, Junior Reserve Officers may
ride with any other Reserve Officer of Senior rank or higher. Junior Reserve Officers
may not ride together for work shift unless prior approval by a reserve supervisor is
obtained.
Senior Reserve Officer:
-Has completed Reserve Academy
-Has Completed Field Training
-Demonstrates good judgment and leadership
-Passes the testing process
-Approved by Reserve Coordinator
**NOTE: The amount of time a Reserve Officer has been at the department may not necessarily
make them a Senior Officer
Field Training Reserve Officer:
-Must be a Senior Officer
-Must have completed 1 year probationary period
-Demonstrates a desire to train new Reserve Officers
-Passes the testing process
-Must be proficient in all areas of covered in the Field Training Manuel

Reserve Sergeant:
-Must be a Senior Reserve Officer and a FTO
-Must pass the promotion process
-Must be approved by the Reserve Coordinator
Reserve Lieutenant:
-Must be a Reserve Sergeant
-Must pass the promotion process
-Must be approved by the Reserve Coordinator
**NOTE: All Sergeants and Lieutenants are also considered to be Field Training Officers
XII. RULES AND REGULATIONS:
A. All Reserve members shall be subject to all Fridley Police Department general
orders that apply to them and are prohibited from violating any general order or any
rule, regulation or directive.
B. Any Reserve member who observes or is aware of any violation of any general
order, rule, regulation, or directive, by any other member shall report such violation
to a unit officer or the Reserve Liaison Officer.
C. All Reserve members shall obey all of the laws of the United States, the State of
Minnesota and ordinances of the City of Fridley.
D. Reserve members do not have licensed peace officer powers of arrest. While
workings as a Police Reserve, members are considered to be working under the
color of law and do have the power to make a citizen's arrest.
E. Reserve members are prohibited from representing themselves as a licensed police
officer either on or off duty.
F. Reserve members are prohibited from enforcing the general criminal laws or
performing other duties statutorily restricted to licensed peace officers.
G. Reserve members may not consume any alcoholic beverages while in uniform
either on or off duty or within eight hours of going on duty.
H. Reserve members will consider any law enforcement or department related
information to be confidential and may not release or disseminate any such
information without the approval of the Public Safety Director.
I. Reserve members shall not publicly criticize or ridicule the Fridley Police
Department, the Reserve Unit; it's policies or members of these units.

J. Reserve members shall be courteous and orderly in all their dealings with the public
at large. They shall perform their duties quietly, avoiding harsh, violent, profane or
insolent language or gestures, and shall remain calm regardless of provocation to do
otherwise.
K. Reserve members shall, upon request, supply their name and badge number in a
courteous manner.
L. Reserve members shall not authorize the use of their names, photographs or official
title, which identifies them as a member of the Fridley Police Reserve in connection
with testimonials or advertisements of any commodity or commercial enterprise
without the approval of the Public Safety Director.
M. Reserve members shall not use more force in any situation than is reasonably
necessary under the circumstances and under no circumstances will force be used in
violation of any law or department policy.
N. Reserve members shall, if confronted with a situation that they are uncertain as to
the appropriate course of action, contact either a unit officer or a licensed peace
officer to handle the situation.
O. Reserve members shall contact a licensed police officer if a situation escalates into
a confrontation with any citizen or if the situation requires a licensed peace officer.
P. Reserve members shall not question suspects or persons placed under arrest except
at the request of a licensed police officer.
Q. Reserve members shall not accept from any person, business, or organization any
gift - including money, food, service, promise, or entertainment, if it may be inferred
that the person, business or organization seeks to influence action of an official
nature or seeks to affect the performance or non-performance of any official duty, or,
has an interest which may be substantially affected directly or indirectly by the
performance or nonperformance of an official duty.
R. Reserve members shall not use their official, position, identification card or badge:
1. For personal or financial gain,
2. For obtaining privileges not otherwise available to them.
3. For avoiding the consequences of an illegal act.
4. For political endorsement.
S. Reserve members are prohibited from operating a City of Fridley motor vehicle
more than 14 hours in a 24 hour period unless approved by the Public Safety
Director.

T. Reserve members shall utilize department equipment only for its intended purpose
and shall not abuse or damage this equipment. All department equipment issued to a
Reserve member shall be returned in good condition upon the termination of
membership in this unit.
U. Reserve members are prohibited from performing any act that may be considered
illegal or immoral, even if at the direction of a licensed peace officer.
V. Reserve members shall not smoke in violation of any smoking law, ordinance or
signs designating certain areas as no smoking areas, including City vehicle:
W. Fridley Police Department Reserve members may not be a member of any other
Police Reserve Unit.
X. While operating the Reserve Squad the Reserve should not respond to any location
police officer(s) have responded to unless specifically requested to do so.
XIII. DISCIPLINE:
A. All allegations of misconduct or violation of any rule, regulation, policy, or general
order shall be reported to the Reserve Coordinator in writing. The Reserve
Coordinator shall then report the violation to the Patrol Captain who will notify the
Public Safety Director. The Public Safety Director or his designee shall conduct an
internal investigation to determine if the allegation is sustained, unfounded, not
sustained or exonerated. If the allegation is sustained, appropriate disciplinary
action shall be taken and recorded in the Reserves personnel file.
B. A written report will be forwarded directly to the Public Safety Director as soon as
is practical in all alleged or suspected actions of departmental personnel involving
the possible commission of a criminal offense, misconduct, neglect of duty, or other
violation of departmental rules or orders. Anonymous reports will be forwarded in
the same manner as those in which the complainant is identified.

a. Verbal reprimand
b. Written reprimand
c. Suspension
d. Demotion
e. Dismissal
IX. Duty
A. Patrol
A Reserve Officer shall be allowed to do patrol/transport shifts only in two person
units. Single Reserve Officer Units are not allowed for patrol shifts unless

approved by the Reserve Coordinator. Reserves are allowed to operate in single
Reserve Officer Units for special projects and events.
1. Upon arrival at the Fridley Police Department, the Reserve will check in with
the duty sergeant/officer. They will sign out a vehicle, normally a squad
designated for use of the Reserve Unit. If this squad is unavailable, the
members will request the duty sergeant/officer to assign another vehicle from
the fleet for use.
2. When reporting for duty the Reserve will advise the duty sergeant/officer
verbally and by leaving a written communication of their hours and call number
on the roll call board.
3. The Reserve will contact the Anoka County Dispatch center, identify
themselves as a Fridley Reserve on duty for patrol, and request a call number
4. Prior to leaving the office, the Reserve will obtain a portable radio and a copy of
the on duty officer list.
B. Park Patrol
Reserve members may perform patrols of City Parks at their discretion. A minimum
of two (2) Reserves is required to perform a walk through of parks.
1. While on park patrol the Reserve should be observant for any activity in
violation of city park ordinances. (City ordinance #508)
2. When performing duties in the Springbrook Nature Center the Reserves should
check in with the staff of the Nature Center.
C. Ride-Alongs
1. Reserve members who desire to ride along with a police officer or community
service officer should complete a Ride-Along Request Form a minimum of 1
week prior to the desired date and place it in the Police Officer’s mail bin they
wish to ride with. Scheduled activities will take precedence over ride-alongs.
2. During ride-alongs the Reserve is under the direction of the officer and should
perform any lawful order given if they feel competent to perform such order.
3. During traffic stops the Reserve will assist the officer by observing the suspect
vehicle occupants for suspicious activity. The Reserve should also observe the
general area of the traffic stop for other vehicles and pedestrians and inform the
officer of any activity immediately threatening to the officer. The Reserve
should not approach the stopped vehicle unless requested by the officer.

4. During routine patrol the Reserve will be observant for unusual/unlawful
activity and report such to the officer.
D. Prisoner Transport detail
1. Dates and times of upcoming prisoner transport details will be announced at the
regular monthly Reserve meeting. The dates of the detail will be posted on a
sign-up list in an accessible area of the department.
2. The Reserves who sign up for the detail should work the entire shift. If the
Reserve is unable to complete an entire shift, he/she should attempt to find
another Reserve who will cover the remainder of the shift.
3. If the Reserve is unable to work the scheduled shift, they should contact another
Reserve to fill the shift. If another Reserve cannot be contacted the Reserve
should notify their Team Reserve Sergeant that they cannot work the assigned
shift and that a replacement could not be located.
4. Reserve Officers will also comply with all sections of Fridley Police General
Order, Yellow Section #315-Prisoner Transports.
E. General Prisoner Transport
1. Reserves will be allowed to perform general prisoner transports at the discretion of
an officer.
2. There must be two reserves.
3. The suspect must be compliant and not have displayed any previous signs of
aggression – verbal or physical.
F. Residential Security Checks (when authorized)
1. Reserves may obtain residential security check requests from CSO’s.
2. At each listed residence the Reserve should observe for any signs of forced
entry (i.e. broken windows/doors, pry marks on doors), open windows/doors,
interior signs of burglary. If any signs of forced entry are observe or if any
questions arise the Reserve should contact the duty supervisor or an officer for
assistance and direction.
3. Under no circumstance shall the Reserve enter a residence.
4. Upon completion of each residential security check the Reserve should log the
time, any comments and their name in the House Check Log Book.

G. Bike Patrol (when authorized and trained)
1. Reserves who have completed the department bike patrol training may perform
Bike patrol, observing the same requirements detailed in the patrol section of
this general order.
H. Motorist Assist
1. If the Reserve observes a stalled vehicle, the Reserve should stop behind the
stalled vehicle when it is safe to do so, activate the emergency lights/light bar
and notify dispatch of the motorist assist giving location and vehicle license
number. The Reserve should request an officer if any police action is required.
2. Providing “lock-out” service is not authorized except in an emergency situation
(i.e. child in car). The vehicles operator should be notified to contact a
locksmith.
I. Vehicle Operation
1. Reserve members who observe a violation of law for which they are not
permitted to take any action, should notify Anoka County Dispatch of the
vehicle license number, vehicle make/model, direction of travel, occupant
descriptions and reason for assistance. The Reserve may attempt to follow the
vehicle, OBEYING ALL TRAFFIC LAWS, until a licensed peace officer can
take action. Should a licensed peace officer not be in position to take action, the
Reserve shall dismiss the violation and resume normal activities unless directed
to continue following. The Reserve should not follow the vehicle outside the
city of Fridley unless so directed.
2. A Reserve Officer may transport civilian personnel who are cooperative. If a
Reserve Officer chooses to transport civilian personnel the Reserve shall notify
Anoka County Dispatch with the beginning mileage and age/sex of civilian and
transport destination and make appropriate log entry. At destination, report
ending mileage.
3. Prior to leaving the station the Reserve should check the vehicle for proper
operation of all equipment. If any problems are observed, a note should be
placed on the log sheet and a repair form should be completed and forwarded to
the on duty supervisor. A note should be written on the white-board in the roll
call room, noting vehicle number and description of problem.
4. The Reserve SHALL NOT operate the vehicle’s emergency lights/siren at any
time, unless, at the direction of a licensed police officer or at the site of a
motorist aid to warn other traffic.
5. The Reserve SHALL NOT participate in any vehicle chases/pursuits.

6. If requested to respond to a license officers stop location, the Reserve shall
proceed in the most direct route, obeying all applicable traffic laws.
J. Leave of Absence
1. All leaves of absence must be approved by the Reserve Coordinator.
2. All requests for a leave of absence must show just cause, (i.e. reasons of
employment, illness/medical, personnel/family matters or education reasons),
and will be considered on a case by case basis.
3. A leave of absence should not be for greater than 6 months. If an additional
leave of absence is required the request must be approved by the Reserve
Coordinator.
K. Injury on Duty/Insurance
1. Members of the Fridley Police Reserve Unit are covered by the provisions of
the City of Fridley’s worker’s compensation insurance and liability insurance
policies.
2. Should a member become injured while on duty, they shall, if capable, complete
the City’s “First Report of Injury” form and an “Employee Accident Report”.
These reports are to be completed as soon as possible after an injury. If needed,
the Reserve shall seek medical attention. The Reserve shall inform the on-duty
supervisor and the Reserve Coordinator as soon as possible.
