The motion carried unanimously. 4.!Shoreland Overlay and Critical Area Overlay District Changes Ms. Workin discussed removing Norton Creek, Stonybrook Creek, and Oak Glen Creek from the Shoreland Overlay District since they are not a public water and the intent of the Shoreland Overlay is to regulate lands adjacent to public waters. Motion by Commissioner Stoxen to remove the reference to Norton Creek, Stonybrook Creek, and Oak Glen Creek from the Shoreland Overlay District and Critical Area District chapters. Seconded by Commissioner Starck. The motion carried unanimously. Old Business 5.!Energy Action Plan updates Ms. Workin shared that there were no new updates. 6.!Grant Updates Ms. Workin shared that the City was partnering with Anoka Conservation District to find residential sites for the Lawn to Legumes Pollinator Pathways grant and encouraged the commissioners to share within their networks. She also said that City had submitted a grant to Coon Creek Watershed District to fund the design of retrofits of existing raingardens and the establishment of new raingardens in the 2026 Street Project Area. She said that Rice Creek Watershed District received a grant to update the stormwater retrofit analysis for Moore Lake. 7.!Outreach and Event updates The City would also be hosting a Seed Swap on March 15 at Moore Lake Park from 10 a.m.-12 p.m. Commissioners were encouraged to participate. Other Items 8.!Informal Status Reports Ms. Workin shared that there would a CERTS Energy ambassador meet-up on February 25. New Business Updates from Commissioners Sedzielarz and Collins on Research of Kinetic Art Chair Collins apologized as he had not had an opportunity yet to complete his homework on this item. Kara Ruwart indicated that some of what she has learned is that some Kinetic Art stops moving after a couple years. Collins agreed that there are aspects of Kinetic that required ongoing attention. 34 Jufn!5/ Public Arts Commission Minutes Page 2 Meeting 3/13/2025 Maija Sedzielarz indicated that she had had good discussions with Eileen Cohen, the Exhibitions Coordinator at Silverwood Park, and Wendy DePaolis, M.A., Curator Art and Sculpture, MN Landscape Arboretum, and Jim Clark, Visual Arts Manager Visual Arts Programs, including gallery exhibitions, ArtStreet public art program, artist engagement and development. She also has a special interest in Hutchinson as that is where she is from originally and she provided information on the Hutchinson Art Stroll in the materials provided to the Commission. A question was raised regarding the location of the art in Hutchinson, all in their downtown? Commissioner Sedzielarz indicated that it is in several areas in Hutchinson and there is a map in the materials provided. Scott Hickok indicated that Hutchinson has a great urban campground along the river and one of the artistic things they did beyond sculpture in the campground for all to enjoy, they have a grove of trees with a trail through it. In the grove, each tree was donated by a family that sponsored a foreign exchange student. By the tree was a bronze plaque with the sponsor families name, exchange students name and their Country of origin, along with their year of visit. A general discussion ensued regarding art generally, what type of art, permanent, temporary, stipends to artists, amount of money or price for typical stipends for a city. A question of is the art for sale, is there a price posted on the art itself if someone is interested in purchasing? In many cases of cities studied that is the case. Isaac Kidder Proposal Discussion Commissioner Sedzielarz indicated that in her research and discussion with Silverwood Park staff, Eileen introduced her to the topic of a sculptor who had contacted them about a proposal he is preparing to submit. Silverwood is not able to commit at this time and Eileen asked if this would be something that the City would be interested in pursuing. Commissioner Sedzielarz has not met Mr. Kidder. Since Silverwood was not able to commit to being a site for his project, but thought Fridley might be interested. He sent me the proposal, timeline, and comments which I sent to Scott and now have been distributed. Scott Hickok admitted to being a bit confused at first as to whether Mr. Kidder might be thinking of Commons Park for his piece. piece for the Civic Campus. A general discussion ensued regarding permanent vs. temporary, anchoring, location potential, etc. Commissioner Maija S. indicated that both she and the City had sent letters of support after informal both grants he is applying for. The second grant award will be in July 2025. Commissioner Osterbauer indicated it would be difficult not to accept a piece of art where the artist is seeking the funding through grants, and he simply needs a host City to place the sculpture. Scott Hickok indicated that there was some reference in the artists proposal to future negotiations between himself and the City on some costs associated with placement, etc. The Commission concluded that we would learn more as we discover what funding was granted. 35 Jufn!5/ Public Arts Commission Minutes Page 3 Meeting 3/13/2025 Rice Creek Watershed District, Kendra Sommerfeld Offer to Fund Additional Art Scott Hickok indicated that On January 28, 2025, Kendra Sommerfeld of the Rice Creek Watershed District contacted the City indicating that the District wanted to reach out with another art opportunity. They noticed Commons Park in Fridley is beginning the new renovations and just got an additional permit approval from the District. They would be open to discussing another art project at that park if you and the art committee are interested. There are some stormwater features there and native plantings, so there could be a fun way of bringing those aspects together. Scott Hickok indicated that he had a discussion with Mike Maher, Director of Parks and Recreation regarding the potential for another piece of art in Commons Park. Hickok indicated he was appreciative of the offer and said there could be additional opportunity. It was left in that discussion that we could discuss as a Commission and come back to a Commons Park discussion if the Commission elected to do so. The Commission discussed and reviewed the proposal. The Commission suggested that their preference would be to let Ms. Sommerfeld and the District know we appreciate the offer though one sculpture will be present funded by the Fridley Creative Arts Foundation a second piece of art is certainly a possibility. The Commission expressed that they would love to have a Watershed District funded piece in Locke Park somewhere near the creek to emphasize the creek and its importance to the City and the region. SPECIAL GUEST - Makilyn Koep, Rum River Art Center Makilyn Koep, Executive Director of the Rum River Art Center and Emily Robinson who will be the Creative Arts Director for the Fridley Rumriver Art Center location were guests to discuss plans for the th Fridley location at 110 77 Way NE. Makilyn indicated that the Center is thrilled to have the opportunity to part of the Fridley art scene. She introduced herself. She has a Bachelor of Fine Arts from Iowa State University and a Master of Art Education from the University of Minnesota. Emily Robinson introduced herself as well and indicated that she has a love of art and a background in both teaching and Human Resources, which was her College Degree and her focus for many years. She is now coming back to her first love which is art. She is a potter and loves clay as a medium but loves all other art mediums as well. Their excitement about the Fridley building is that it expands their opportunity to bring art to the community. Not only can they expand their audience, but they can provide classes for individuals with special needs. Their facility in Anoka is not as conducive for accessibility needs as it is an older building with many floors and levels. After Board members introduced themselves, to Emily and Makilyn, Scott Hickok shared the Architectural drawings of what is proposed for floor plan and accessibility improvements. A general discussion ensued once Makilyn defined their move in time as June 1, 2025. 36 Jufn!5/ Public Arts Commission Minutes Page 4 Meeting 3/13/2025 Types of classes, fund raising, and a Gala on March 7, 2025, were topics of the general discussion. The parking east of the Art Center was also discussed as possibility for overflow at the Center for events. Scott Hickok committed to providing the contact information for Makilyn to make contact for the answer on overflow parking. Council member Bolkcom invited Makilyn and Emily to the February 10 Council Meeting to advertise th their Gala on March 7 and their coming to Fridley in June. Scott Hickok also mentioned that the at-grade crossing for crossing the rail will likely close in the future in exchange for permission to put a bridge over the railroad tracks from East River Road to The Fridley Market. Old Business Discussion of Resolution 2025-11, public art and authorizing the Commission to advance in its efforts to find, select, and recommend their selection for the artist and art for the area selected in Commons Park. Other Items The Commission was updated on the fact that the Friends of Shifty group is still very interested in placement of an item in the Park to memorialize their friend. Natividad Seefeld, Park Plaza Cooperative, stated that she is present to speak of the streetlights that were promised to the Fireside Drive area in September of 2020. She stated that the lights have still not been installed and with no sidewalks, it is an issue of safety. She commented that snowplows damaged some of their fencing. Jim Kosluchar, Public Works Director, commented that he will follow up on the fencing and lighting. Adoption of Regular Agenda Motion made by Councilmember Evanson to adopt the regular agenda. Seconded by Councilmember Vescio. Upon a voice vote, all voting aye, Mayor Ostwald declared the motion carried unanimously. Regular Agenda New Business 9. Resolution No. 2025-23, Awarding Fire Station No. 3 Improvements Project. Mr. Kosluchar provided background information on the Fire Station No. 3 Improvements Project which will rehabilitate the existing space to allow Rumriver Art Center to occupy the space. He reviewed the project location and existing conditions, project details, project bid, funding impact, and schedule. He recommended that the Council receive the bids and award the project to the lowest responsive 3: Jufn!6/ City Council Meeting 3/10/2025 Minutes Page 3 bidder, Brennan Construction of Minnesota, Inc. of Minneapolis, including a five percent contingency for the total amount of $308,332.50. Councilmember Vescio rising costs. Mr. Kosluchar replied that he did not believe a difference of 8.1 percent from the estimate to the bid is that bad in these times. He stated that because of federal dollars being used, there are regulations that need to be followed. Councilmember Evanson commented that it is a small project, so being off by a small amount results in a larger percentage of difference. He asked if the City would continue to own the space and lease it to Rumriver Art Center. Mr. Kosluchar confirmed that is the plan for the building and improvements to continue to be City-owned. Councilmember Cardona asked for the details of the lease agreement. Wally Wysopal, City Manager, commented that staff is currently negotiating that lease using the previous lease as a model. He noted that will come before the City Council in the coming weeks. Councilmember Evanson asked if the grant dollars would have a claw back if the space were not to be leased for the duration by Rumriver Art Center. Ms. Kosluchar replied that the City would need to continue to maintain the improvements and the space could be used for another purpose in the future in that scenario. Mr. Wysopal reiterated that the funds are tied to the improvements, not the tenant. Councilmember Cardona asked and received confirmation that Public Works will be maintaining the site. Mayor Ostwald commented that Rumriver Art Center is very excited about this space as it is more accessible than its current location. Motion made by Councilmember Vescio to approve Resolution No. 2025-23, Awarding the Base Bid Fire Station No. 3 Improvements Project. Seconded by Councilmember Cardona. Upon a voice vote, all voting aye, Mayor Ostwald declared the motion carried unanimously. 10. Resolution No. 2025-24, Awarding 2025 Street Rehabilitation Project No. ST2025-01. Mr. Kosluchar presented background information as well as details on the existing condition, project elements, project bidding, funding sources, and project schedule. Staff recommend that the Council approve the resolution awarding the project. Councilmember estimate and asked for any thoughts on the lower bids received. Mr. Kosluchar commented that the construction climate is settling down a bit for utilities and roads. He confirmed that the scope of the project was not reduced or changed. 41 Jufn!6/ City Council Meeting 3/10/2025 Minutes Page 4 Councilmember Evanson asked how residents would be notified of the upcoming Q&A meeting. Mr. Kosluchar commented that notices would be mailed, and they can also post information on the website. Councilmember Cardona encouraged residents in the neighborhood watching to share the information with their neighbors. Mr. Kosluchar commented that for those residents unable to attend, staff will go meet with residents onsite to discuss any questions or concerns they may have. Councilmember Vescio asked where the meeting would be held, noting that perhaps Moore Lake would be closer to the neighborhood. Mr. Kosluchar replied that he could check the availability of that building. Informal Status Reports Councilmember Cardona thanked the Council for welcoming him as a new member and appreciated the confidence placed in him to fill this term. He recognized that he was not elected to this position and commented on his commitment to meet more of the neighbors in his ward. He reminded residents of th the Homeowner Program meeting on March 17, noting that he will be attending that event as well. Councilmember Evanson commented that there are currently open positions on the Parks Commission and Housing Redevelopment Authority (HRA) and encouraged interested residents to apply. Councilmember Vescio stated that his home is part of the Lawns to Legumes program this year and looked forward to the work they will do this spring. Mr. Wysopal commented that the State Legislature is in session and provided an update on bills that will be considered that could impact local controls of municipalities. He urged residents to contact their legislative representative to share their concerns. Councilmember Evanson noted that residents recently shared their concern with increased density in certain areas. He stated that it is important to plan appropriately for where higher density housing occurs to ensure sufficient infrastructure. This project would include construction of a treatment plant addition to provide granular activated carbon (GAC) treatment. The project is in response to a Health Risk Advisory issued to the City of Fridley (City) by the Minnesota Department of Health in 2019 regarding the presence of Perfluoroalkyl Substances (PFAS) Due to the risk to the public health outlined in the advisory, the City immediately took the well out of service, and it has remained so until today. Subsequently, staff has requested inclusion for the project in the Drinking Water Revolving Fund (DWRF) Intended Use Plan (IUP), which prioritizes eligible projects statewide (see attached). This request was approved, and the project was prioritized in the IUP in late 2024. Due to the health risks associated with PFAS, also known as forever chemicals, the Locke Park project was determined to be eligible for application for DRWF loan funding. The DWRF offers low-interest loans for drinking water improvement projects at a discounted interest rate preferable to those typically obtained by issuing bonds. The project is also eligible for a New Emerging Contaminants program allowing loan forgiveness of up to $3 million per project, including those projects that address PFAS contamination. The proposed upgrade includes the addition of a GAC treatment building between the original water treatment plant building and the backwash tank, which was accommodated during a prior upgrade to add the backwash tank. The project is most protective of publichealth and will allow the City to have a new level of treatment at one of its three water treatment plants, which may be of additional benefit should additional contaminants emerge. The project has aprojected cost of $6,632,000and contemplates construction start planned for late2025 through early 2027 if funded. The attached resolution requests the City Council authorize the DWRF loan application. Funding for Lawns to Legumes is provided by the Environmentaland Natural Resources Trust Fund and the State general fund. The program is administered by the Board of Water and Soil Resources through two tracts: 1) A residential program in which property owners can apply for grants of up to $400 for plants and planting supplies and 2) a Pollinator Pathways grant in which local government units and non-profits can apply for larger pools of funding to create concentrated pollinator corridors. Since 2020, 260 City of Fridley(City)residents have applied and 145 have been awarded Lawns to Legumes funding. Additionally, the City has been a project partner on two Pollinator Pathways grants completed by Anoka Conservation District which benefitedan additional 20Cityproperties. Anoka Conservation District was recently awarded a third Pollinator Pathways grant for $91,900 that the City has been promoting. Identified Citysites include Community Park, Oak Hill Park, the Turkish American Society of Minnesota, and North Park School for Innovation. continued support for the Lawns to Legumes program. Additionally, State legislation S.F. No. 1211 and H.F. 451 were introducedwhich seek to repeal existing funding. Staff performed a cursory evaluation of existing traffic conditions along East Danube Road with the feasibility study for the Project in response to comments received during preliminary public engagement. The feasibilityreportfound that existing traffic volume andspeed along the corridor did not meet minimum thresholds to warrant the construction of City-initiated traffic calming improvements. That said, the report identified that such improvements could be incorporated into the Project provided they were desired by the adjacent properties and that undue traffic conditions could be demonstrated. Under these conditions, benefiting adjacent properties would be subject to special assessment in accordance with Minnesota Statutes, Chapter 429. Staff held an additional public meeting with adjacent properties on December 18, 2024,to discuss the findings of the feasibility study and provide guidance on the petition for traffic calmingimprovements. Following referral of the petition, staff performed additionaland more comprehensive traffic data collection along East Danube Road and the surrounding streets. The attached amendment to the feasibility report addresses existing traffic conditions along the corridoras well as evaluated traffic calming measures, proposed improvements, estimated costs and available funding sources. The amendment concludes that the construction of traffic calming measures along East Danube Road is warranted tocurb traffic speeds and reduce cut-through traffic along the corridor. The amendment further recommends the construction ofa series oftwo reinforced concrete speed humps along the corridor from West Danube Road to North Innsbruck Drive for this purpose. The proposed improvements as describedin the reportare feasible, cost-effective, fullyfunded within the adopted FY2025 budget, and can be readily incorporated into the existing Project scope. Exhibit F Ï Funding Sources .............................................................................................................................. 2 87 Jufn!23/ Executive Summary The existing pavement and utilities within the North Innsbruck neighborhood are currently scheduled for rehabilitation as part of the CityÔs 2025 Street Rehabilitation Project No. ST2025- 01.During preliminary public engagement for the project, staff received comments regarding excessive traffic speed and cut-through traffic volume along East Danube Road. A cursory evaluation of existing traffic conditions was performed with the feasibility study for the project, at which time it was concluded that the corridor did not meet individual warrants for City- initiated traffic calming improvements. Staff held an additional public meeting with adjacent properties to discuss the findings of the feasibility study. While the report concluded that traffic conditions did not warrant City-initiated traffic calming improvements, staff indicated that such improvements could be initiated by petition of benefiting adjacent properties. Staff received a petition for said improvements on December 23, 2024 with signatures representing fifteen (15) of seventeen (17) benefiting adjacent properties. Following referral of the petition, staff performed additional traffic data collection and evaluated potential traffic calming improvements. The enclosed amendment to the feasibility report concludes that the construction of traffic calming measures along East Danube Road is warranted in an effort to curb traffic speeds and reduce cut-through traffic along the corridor. For this purpose, it is recommended that a series of two (2) reinforced concrete speed humps be constructed along the corridor from West Danube Road to North Innsbruck Drive. The proposed improvements as described are feasible, cost-effective, fully funded within the adopted FY2025 budget, and can be readily incorporated into the existing project scope. 3 88 Jufn!23/ Introduction The City of Fridley has a long-standing commitment to create vibrant neighborhoods and places within the community. For the CityÔs Public Works Department, this commitment begins with the desire to maintain a well- connected, traversable and inviting network of streets for motorists and pedestrians alike. The implementation of traffic calming infrastructure and other traffic management strategies is just one method utilized by the City to achieve these goals and address localized traffic concerns. In recent years, the City has successfully implemented a variety of traffic solutions, ranging from low-cost countermeasures and traffic calming infrastructure to full-scale roadway safety improvement projects. The enclosed traffic calming study of the East Danube Road corridor from Matterhorn Drive to North Innsbruck Drive is a formal evaluation of existing traffic conditions, recommended traffic management strategies, estimated costs and coordination with future capital improvement projects, namely the 2025 Street Rehabilitation Project in the North Innsbruck neighborhood, which is slated for construction in Summer 2025. 4 89 Jufn!23/ Project Background & Public Engagement The City of Fridley began preliminary investigation of the streets and utilities within the North Innsbruck neighborhood with the initiation of the 2025 Street Rehabilitation Project in June 2024. The project aims to address the existing concrete pavement and utilities along portions of Arthur Street, East Danube Road, North Danube Road and West Danube Road. See Exhibit A in the appendices for a map of the project location. Preliminary public engagement for the project included an informational open house for project th residents on June 25, 2024. At the meeting, Engineering Division staff presented an overview of the proposed project scope and schedule before opening the meeting to public feedback for consideration with the projectÔs feasibility study. Staff received a number of traffic-related comments at the meeting including concerns of excessive traffic speed and cut-through traffic volume along East Danube Road. Property owners and residents within the project area indicated that a large volume of traffic was utilizing the route as a shortcut from Matterhorn Drive to North Innsbruck Drive. Following the open house, staff performed a cursory evaluation of the existing traffic conditions along East Danube Road during development of the project feasibility report. The findings of the report concluded that the existing traffic conditions did not warrant City-initiated traffic calming infrastructure, but that such improvements could be initiated by petition of benefiting adjacent properties. Under these conditions, any potential traffic calming improvements would be subject to special assessment in accordance with Minnesota Statutes (M.S.) Chapter 429. th An additional public meeting was held on December 18 , 2024 with property owners along East Danube Road to discuss the findings of the feasibility report as well as the initiation of traffic calming improvements by petition. At the meeting, staff indicated that the addition of any traffic calming improvements, if approved, would follow the process outlined in M.S. Chapter 429 and that any associated special assessment would be in addition to those previously identified for pavement rehabilitation. A signed petition for traffic calming improvements along East Danube Road was received by rd staff on December 23, 2024 with signatures representing fifteen (15) of seventeen (17) benefiting properties abutting the proposed improvements (Exhibit B). Following receipt and referral of the petition, Engineering Division staff gathered additional traffic data along East Danube Road and the surrounding streets to evaluate the feasibility of a variety of traffic calming measures. Exhibit 1. Informational open house meeting. 5 8: Jufn!23/ Traffic Data Collection Methods In evaluation of the existing traffic conditions along East Danube Road and the surrounding roadway network, staff collected a variety of traffic data. Below is a summary of the data and collection methods used. Traffic Volume & Speed The Houston Radar StatTrak is the primary tool utilized by the Engineering Division staff to evaluate traffic volume and speed concerns along a corridor. The device is installed inconspicuously on a traffic sign or utility pole and is capable of collecting two-way 24-hour traffic volume and speed data for extended periods of time up to two weeks. The device was used to collect traffic volume and speed data along East Danube Road and West Danube Road during the following periods: Location Begin Date End Date 7/09/2024 7/17/2024 East Danube Road 9/04/2024 9/09/2024 West Danube Road 1/08/2025 1/21/2025 Intersection Traffic Footage & Turning Movements Additional traffic data was collected at intersections along the East Danube Road corridor with the aid of a traffic camera capable of capturing 24-hour video. The footage, in turn, was used to evaluate other characteristics of the existing traffic conditions including turning movements and driver behavior at intersections. A complete summary of traffic data and analysis conducted by staff has been included in Exhibit C of the appendices. Traffic Volume & Speed When considering traffic calming improvements to address concerns of traffic volume and speed, two common metrics are typically used to evaluate traffic conditions: average daily traffic th (ADT) and 85 percentile speed. Average daily traffic (ADT) refers to an average traffic volume over a period of less than one year, which can be further categorized into weekday and weekend th ADT values in circumstances with variable traffic volume. 85 percentile speed refers to the speed at which 85 percent of vehicles travel at or below during an observed period of traffic. th The following table provides an overview of ADT and 85 percentile speed metrics from the traffic volume and speed data collected along East Danube Road and West Danube Road. th 85 Average Daily Traffic (veh/day) Traffic Data Street Segment Percentile Month Overall Weekday Weekend Speed (mph) July 2024 692 724 581 29 East Danube Road September 2024 556 611 431 28 West Danube Road January 2025 63 66 56 19 Traffic data collected along East Danube Road indicates that traffic volume is variable, generally th ranging from 400 to 750 vehicles per day, with 85 percentile vehicle speeds along the corridor typically ranging from 28 to 29 miles per hour. The observed traffic volume is considered elevated when compared to typical values for low-volume City streets (ADT< 400 vehicles per day) while the observed traffic speeds generally fall below the posted speed limit of 30 miles per hour for the corridor. In accordance with the initial findings of the feasibility study, the observed traffic conditions in isolation are not enough to warrant City-initiated traffic calming improvements. Existing traffic data was also collected along the portion of West Danube Road from East Danube Road to North Innsbruck Drive for comparison. This portion of West Danube Road is identical in design to East Danube Road with similar length, property type and density. For the fourteen (14) day data collection period, observed traffic volume and speed were found to be significantly lower than those observed along East Danube Road, with a traffic volume and speed of approximately 65 vehicles per day and 19 miles per hour, respectively. 7 92 Jufn!23/ Throughcomparison of traffic conditions along the two streets, it is evident that East Danube Road exhibits elevated and reasonably undue traffic volume and speeds. The excesstraffic volume can be partially attributed to additional cut-through traffic from Matterhorn Drive and North Innsbruck Drive as there are nosizeable trip generators along the corridor. This theory is further supported by currently recommended routing byonline mapping services (Google Maps, Apple Maps, etc.) through the corridor, which was first identified during the informational open house for the project. That said, the contribution of a single trip-generating entity, such as Totino-Grace High School or Al- Exhibit 2.Online Mapping Service Routing. Amal School, to the additional cut-through traffic cannot be reasonably quantified. Moreover, the contribution of cut-through traffic to increased vehicle speeds along the corridor also cannot be reasonably determined. The presence of elevated traffic volume and speedalong a local street (as opposed to collectors or arterials) is undesirable from an engineering perspective as it does not effectively condense and channelize traffic throughoutthe larger roadway network. Additionally, the resulting differential in traffic volume and speed compared to adjacent local streets increases the risk of traffic conflicts between motorists and pedestrians. For these reasons, it is recommendedthat traffic calming infrastructure be implemented along East Danube Road to reduce traffic speeds and reduce cut-through traffic along the corridor. Intersection Turning Movements Staff additionally reviewedintersection traffic footage along East Danube Road at Matterhorn Drive, West Danube Road, and North Innsbruck Drive to identify primary turning movements through the corridorandprovide additional context to overalltraffic volume data. Traffic footage and turning movement counts were performed during the school year and on garbage/refuse collection days to provide a conservative estimate of weekday traffic patterns. Exhibit 3.Intersection Traffic Footage. 8 93 Jufn!23/ Turning movements to/from East Danube Road at the intersections of Matterhorn Drive and North Innsbruck Drive provide strong evidence of increased cut-through traffic with the majority of these turning movements originating from Matterhorn Drive south of and North Innsbruck Drive east of the corridor. Moreover, comparable through-movement counts along East Danube Road at the intersection of West Danube Road suggests that the corridor primarily serves as a through route between Matterhorn Drive and North Innsbruck Drive. Driver Behavior (Stop Compliance) Staff also utilized intersection traffic footage to evaluate driver behavior, particularly stop compliance, at intersections along the corridor. From the traffic footage collected at the three intersections, staff determined that stop non-compliance is comparable to that of other stop- controlled local street intersections and does not warrant additional investigation or traffic management implementation. Coordinated low-cost countermeasures may be installed at applicable stop-control intersections within the project area to further improve intersection visibility, however, their impact on stop- compliance has not been estimated. Moreover, the implementation of other traffic calming improvements aimed at traffic volume and speed reduction are projected to provide more tangible benefits and may improve stop-compliance as a by-product. Evaluated Traffic Calming Measures Following the collection of traffic data, staff evaluated a variety of common traffic calming measures and suggestions from residents of the corridor based on their applicability to the given traffic conditions as well as estimated cost and construction considerations. The following sections provide a summary and discussion of each traffic calming measure evaluated by staff. Speed Humps Speed humps are raised pavement sections installed perpendicular to vehicle traffic that are designed to create a vertical deflection and thereby reduce traffic speeds. Speed humps are typically 12 feet in length along the full roadway width with a 3-inch to 4-inch vertical deflection. Speed humps can reduce vehicle speeds to 15-20 mph in proximity to Exhibit 4. Speed Hump (Channel Road, Fridley). each speed hump and can also be placed in series to calm traffic over an extended roadway segment. 9 94 Jufn!23/ Speed humps were first successfully implemented in the City in 2024 along Channel Road from Mississippi Street (CSAH 6) to the north. Installed as a proactive traffic calming measure, the th three speed humps have resulted in a 10% reduction in overall 85 percentile speed along the corridor with greater speed reductions in proximity to each speed hump. Placement of speed humps requires consideration of spacing to other roadway elements including intersections, curves, and driveways. Additionally, it is desirable that speed humps in series be spaced 250-500 feet apart to provide traffic calming benefits over theentire roadway length. Speed humps are considered a feasible traffic calming implementation along East Danube Road as they have proven to be effective at addressing traffic speeds and volumes along a corridor. Moreover, speed humps could be efficiently incorporated into the existing scope of street rehabilitation work. Curb Bump-Outs (Chokers), Median Islands, Road Diet Curb bump-outs or chokers are another type of traffic calming device that can be installed at intersections or midblock locations. The bump-outs are designed to restrict roadwaywidth, reducing the perceived margin of error for driversand encouraging slower speeds. Similar tocurb bump-outs, median islands and road diets are designed to encourage slower speeds by restricting the roadway width. Median islands can rd be constructed at intersections and Exhibit 5.Curb Bump-Outs (3Street, Fridley). midblock locations to provide localized road narrowing while a road diet restricts the roadway width across the entire road segment. The traffic calming effects of these devices arelargely dependent ondensity ofon-street parking, traffic volume and traffic distribution.Corridors with a high concentration of on-street parking and continuous two-way traffic are ideal candidates forthese types of traffic calming. The lack of these traffic conditions in addition to the narrow 26Ô face-to-face construction of the existing roadway along East Danube Roadmake these methods unlikely to produce the desired traffic calming effects along the corridor. 10 95 Jufn!23/ Partial/Full Closure at Matterhorn Drive Staff received multiple requests during public engagement for the street rehabilitation project to evaluate a partial or full closure of East Danube Road at Matterhorn Drive. Project residents believed that the closure would eliminate cut-through traffic and reduce remaining traffic speeds. While the City has implemented road closures and other major traffic modifications in the past, they are generally not considered for the sole intent of calming traffic as it is the CityÔs goal to maintain a well-connected and traversable network of streets. Such modifications require an analysis of regional traffic as well as additional public engagement to ensure that traffic is not unduly redistributed to the surrounding streets. Moreover, major traffic modifications, such as road closures, require design and construction considerations that are generally outside the scope of traffic management improvements that can be readily included with the current street rehabilitation work. For this reason, a closure or other major modification of traffic at the intersection of East Danube Road and Matterhorn Drive is not recommended at this time. Low-Cost Safety Countermeasures (Stop-Controlled Intersections) The Federal Highway Administration (FHWA) provides recommendations on a variety of proven safety countermeasures that can be employed to improve safety and visibility of stop-control intersections. These devices are low-cost and easily implemented in isolation or incorporated with a larger improvement project. At all-way stop-controlled intersections as seen at all intersections along East Danube Road, the recommended countermeasures can include the following: Doubled-up ÑStop AheadÒ advanced warning signs Doubled-up stop signs Retroreflective sheeting on sign posts Installation of stop bar pavement markings Removal of vegetation, parking or obstructions that limit sight distance or intersection visibility Some of these countermeasures are currently employed along East Danube Road including advanced warning signs and stop bar pavement markings. Additionally, visibility of stop- controlled intersections along the corridor is considered adequate. For this reason, additional countermeasures are not found to be warranted unless used to supplement other traffic calming methods. 11 96 Jufn!23/ Proposed Improvements Based upon the existing traffic conditions, it is determined that reasonably undue traffic volume and speed are exhibited along East Danube Road, and that traffic calming improvements are warranted with a goal to reduce cut-through traffic and vehicle speeds along the corridor. From the available traffic calming methods and design constraints, staff recommend the construction of a series of two (2) concrete speed humps along East Danube Road from West Danube Road to North Innsbruck Drive. Proposed locations and construction details for the concrete speed humps have been included in Exhibit D of the appendices. The proposed speed hump locations provide spacings of 365 feet and 280 feet from the intersections of West Danube Road and North Innsbruck Drive, respectively. The proposed locations also provide 230 feet of spacing between speed humps and adequate clearance from driveways. Speed hump construction is not recommended on the portion of East Danube Road between Matterhorn Drive and West Danube Road due to the segmentÔs short length and steep grade. The design of the proposed speed humps was developed in partnership with the Streets Division of the Public Works Department who is responsible for street maintenance and plowing operations. Overall, the geometric design of the proposed speed humps will mirror those installed along Channel Road in 2024 with no anticipated impact to maintenance or plowing operations. It is recommended that the speed humps be constructed of reinforced concrete as shown in the included detail, as opposed to the previously installed bituminous asphalt speed humps, so that they may be constructed in concert with pavement rehabilitation operations and ensure proper load transfer from the speed humps to the adjacent concrete pavement. Construction of the proposed speed humps will also include the addition of warning signage and pavement markings at each speed hump. Estimated Costs The cost of the proposed traffic calming improvements is estimated to be $29,675. This estimate includes a 15% contingency for minor changes in construction methods and variability in unit pricing. All costs expressed in this report are preliminary, but are expected to remain within the budgeted amount. An itemized breakdown of estimated improvement costs can be found in Exhibit E of the appendices. 12 97 Jufn!23/ Funding Sources The proposed traffic calming improvements are to be funded through a combination of sources including the Traffic Safety Upgrades (Improvements) fund identified in the CityÔs adopted 2025- 2029 Capital Investment Program (CIP) and special assessments to benefiting properties. A breakdown of the preliminary budget and special assessment funding can be found in Exhibit F of the appendices. While existing traffic volume and speed along East Danube Road do not meet individual warrants for City-initiated and funded traffic calming improvements, there does exist benefit to the corridor and regional traffic as a result of such improvements. Accordingly, it is recommended that costs associated with the proposed traffic calming improvements be equally shared between the City and benefiting adjacent properties. Pursuant to the methods outlined in the CityÔs Roadway Major Maintenance Financing Policy, the resulting preliminary estimate of special assessment for the seventeen (17) benefiting adjacent properties is approximately $875 per parcel. This special assessment would be in addition to the currently pending special assessment for the street rehabilitation work. Construction Construction of the proposed traffic calming improvements would be incorporated into the final scope of the 2025 Street Rehabilitation Project without significant impact to construction schedule or completion date. Speed hump construction would be completed in concert with pavement rehabilitation work, which is currently anticipated to begin construction in May 2025 and be completed by September 2025. Summary When presuming a goal to reduce cut-through traffic and vehicle speeds along East Danube Road, the traffic calming improvements proposed in this report are warranted and feasible from an engineering standpoint and cost-effective when paired with the proposed cost-share detailed in this report. The improvements proposed are consistent with the City of FridleyÔs Active Transportation Plan, 2025-2029 Capital Investment Program and can be fully funded by its 2025 Budget. The Engineering Division recommends that the City Council approve the proposed improvements for final design as presented and that such improvements be incorporated into the 2025 Street Rehabilitation The CityCommonsPark is centrally located within the City and is the penultimate project of the Park System Improvement Plan which includesa transformative reconfiguration of the park. The improvements will include a renovation of the park and the addition of a new, year-rounduse park building. Exhibit Bincludes a general site planand building plan. Fiveresponsivebids were received. T(City)CommonsPark is centrally located within the City and is the penultimate project of the Park System Improvement Plan which includesa transformative reconfiguration of the park. The improvements will include a renovation of the park and the addition of a new, year-rounduse park building. Exhibit A includes a general site plan. As shown, the improvements will include an inclusive playground, splash pad, activity/ice skating plaza, pickleball courts, two ball fields, an accessory restroom building, picnic shelters, landscape, hardscape, stormwater infrastructure, irrigation, lighting, security and anapproximately 6,000 square foot park building. The new building will support the site improvements and will serve as the focal point of the transformative Commons Park redevelopment p community destination for celebrations, summer camps, and special events. The building was designed by HCM Architects, and a budget was set at $5million. The building project was bid separately to establish a guaranteed maximum price (GMP) through a construction manager at-risk (CMaR) process. The Commons ParkBuildingwill be completed under a separate contract with our construction manager, RJM Construction.Design of the proposed site improvements wasprovided by the project landscape architect, HKGi, and civil engineer, Bolton & Menk. As noted, five responsivebids were received. The low bid was received fromPeterson Companies, Inc. of Chisago City,MNin the amount of $6,002,492.21, which is 8.8%above of $5,518,115.50(see Exhibit B). Thenextlowest bid waswithin $305,000(5.1%)of bid.Of the fivebids, the highestbid received was $6,858,271.72.The bid items that pushed the project higher in cost were the lighting system and irrigation system replacement which accounted for nearly all the bid cost over the estimate. Staffbelievesthe numberof bidsreceived and Peterson Companies competitivebidis attributed to having availability in their schedule at the beginning of the 2025 construction seasonand their ability to provide a large portion ofthe work without the use of additional subcontractors. Vision Statement We believe Fridley will be a safe, vibrant, friendly and stable home for families and businesses. 244 Jufn!25/ Peterson Companies has successfully completed four projects for the City in the past four years as well as others within the past several years. The most recent were the Craig Park Improvements, East Moore Lake Biochar & Iron-Enhanced Sand Filter, Farr Lake/Danube Ponds Dredging, and 2024 Neighborhood Parks Improvements Projects. Peterson is also the contractor for the Sylvan Hills Park Improvements project slated to begin spring 2025. Staff believes they are a responsive and reputable contractor and will deliver the project with the requisite quality specified in the bid documents. The playground and splash pad equipment will be installed by specialized contractors and the remaining sitework and installations will be completed by the site work contractor. Note all work under the project must meet the requirements of the prevailing wage ordinance. Project construction on the site could begin in the north half of the park as early as April 2025 and the south half would begin in July 202eason. Construction is planned to conclude spring 2026. Note that the phasing of the project allows for the to be held at Commons Park in both 2025 and 2026. City Staff secured three grants related to the site improvements. Of these, the Minnesota Pollution Control Agency (MPCA) Community Resiliency Grant is in the amount of $140,500. The Community Resiliency Grant requires a 10% match and applies to items related to reducing impervious surfacing, creating community amenities, and increasing energy efficiency. The grant will fund the removal of existing pavement, turf restoration, and installation of new solar shade structures with seating. The Minnesota Department of Natural Resources (DNR) Outdoor Recreation Grant is in the amount of $350,000 and requires a 50/50 City-match. The Outdoor Recreation Grant applies to the new splash pad and supporting amenities such as concrete walkways, shade structures, and seating. Note additional funding from the State of Minnesota in the amount of $500,000 was secured that applies to the new inclusive playground. Staff have estimated that the site improvements, and associated soft costs (including work the City will perform and performed under other contracts, site design fees, site construction services, park furnishings, inclusive playground, splash pad, outside equipment and outfitting, etc.) total just under $10 million. This amount includes intentional additions to further improve Commons Park including removal and reconstruction of two baseball fields, additions to the inclusive playground in lieu of the originally imagined indoor playground, and an additional separated restroom with changing rooms to serve the splash pad and playground.
