4-28-2025 City Council Meeting April 28, 2025 7:00 PM Fridley City Hall, 7071 University Avenue NE Minutes Call to Order Mayor Ostwald called the City Council Meeting of April 28, 2025, to order at 7:24 p.m. Present Mayor Dave Ostwald Councilmember Patrick Vescio Councilmember Ryan Evanson Councilmember Luke Cardona Councilmember Ann Bolkcom Absent Others Present Walter Wysopal, City Manager Jim Kosluchar, Public Works Director Scott Hickok, Community Development Director Sarah Sonsalla, City Attorney Pledge Of Allegiance Proclamations/Presentations 1. Proclamation of May as Arbor Month and Presentation of Tree City USA Award Mayor Ostwald presented the proclamation of May as Arbor Month. Jim Kosluchar, Public Works Director, presented the Tree City USA award and thanked the staff members involved in the efforts required to receive the award. Approval of Proposed Consent Agenda Motion made by Councilmember Bolkcom to adopt the proposed Consent Agenda. Seconded by Councilmember Cardona. Upon a voice vote, all voting aye, Mayor Ostwald declared the motion carried unanimously. Approval/Receipt of Minutes City Council Meeting 4/28/2025 Minutes Page 2 2. Receive the Minutes from the March 5, 2025, Public Arts Commission Meeting. 3. Receive the Minutes from the Environmental Quality and Energy Commission (EQEC) Meeting of March 11, 2025. 4. Receive the Minutes from the Planning Commission Meeting of April 16, 2025. 5. Approve the Minutes from the City Council Meeting of April 14, 2025. 6. Receive the Minutes from the City Council Conference Meeting of April 14, 2025. New Business 7. Resolution No. 2025-52, Approving Gifts, Donations and Sponsorships Received Between March 8, 2025, and April 18, 2025. 8. Ordinance No. 1430, Amending the Fridley City Code Chapter 105, Commissions (Second Reading) Claims 9. Resolution No. 2025-51, Approving Claims for the Period Ending April 23, 2025. Open Forum, Visitors: (Consideration of Items not on Agenda – 15 minutes.) Joe Richardson, Anoka County Election Integrity Team, expressed concerns that he believes need the attention of the City related to their Poll Pad Agreement between the City of Fridley and Anoka County. Regular Agenda New Business Informal Status Reports Councilmember Bolkcom commented on the incredible open house this past weekend and thanked everyone who attended. Councilmember Evanson commented that the meeting and presentation is available online for those who could not attend. He stated that he was recently appointed to the Board of Metro Cities to represent the City of Fridley. Adjourn Motion made by Councilmember Evanson to adjourn. Seconded by Councilmember Vescio.
