Written Report -
The Request
The Planning Commission will recall that a similar request from Stonebrooke Engineering came before
to the Commission in April of this year. That request was to create one lot for all the parcels owned by
the City of Minneapolis. After the Commission meeting, the City of Minneapolis decided that it would
be better to create 2 lots, one for the Waterworks facility and one for the Training Facility. As a result,
Stonebrooke Engineering withdrew the plat application before it went to the Council.
This new application creates two lots that will better define the property lines for the Minneapolis
Waterworks facility and the Minneapolis Emergency Operations Training Facility.
Analysis
The City of Minneapolis has utilized the subject property along the Mississippi River, north of 37tn
Avenue for their Waterworks facility since the 1920's. The 150-acre property itself is made up of
several different parcels and un-used alleys and public right-of-ways. The petitioner on behalf of the
City of Minneapolis would like to replat the property to create two lots. Lot 1 will be 126.85 acres in
size and will encompass the land for the
Minneapolis Waterworks facility. Lot 2 will be
10.70 acres in size and is the land used for the
Emergency Operations Training Facility.
There will also be 11.85 acres dedicated to the
East River Road right-of-way.
In addition to the replat, a request to vacate
the un-used alleys and public right-of-ways,
has been submitted and will be reviewed by
the City Council on November 13, 2023.

Property Location: The Water Plant Addition is bounded by East River Road (C.S.A.H. No. 1) on the east,
the Mississippi River on the west, Anoka County River Front Park on the north, and 37th Avenue NE on
the south.
Intent: The subject property is the location of the Minneapolis Water Treatment Plant. The property
currently is made up of 15 separate parcels. Some of the descriptions for these parcels are very lengthy
and difficult to retrace. The city of Minneapolis would like to plat the property to better define the
property lines and to make for a simpler description of the property. The entire property will be platted
into two lots. Lot 1 will be the large overall campus and Lot 2 will be the Emergency Operations Facility
No other property will be subdivided with this plat other than the portions of the property that fall
within the existing County State Aid Highway No. 1 (East River Road) right-of-way will be dedicated to
the public.
There are also a number of road and alley right-of-ways located on the property that either were never item 2.
used or are no longer being used by the public and the city of Minneapolis is requesting these roads and
alleys be vacated. The roads and alleys that the city of Minneapolis is requesting to be vacated are
depicted in the hatching on the preliminary plat and are as follows:
0 Marshall Street runs northerly and southerly through the property and depicted on the Auditors
Plat No. 39 . A portion of Marshall Street was vacated in 1970 through the Road Vacation
Resolution located in Book 870 pg. 327. The city of Minneapolis would like to vacate the
remainder of Marshall Street running through the property.
• Numerous streets and alleys were platted and dedicated to the public in the plat of "Berlin". The
city of Minneapolis would like to vacate the streets and alleys located on the property.
A road easement located on the property was identified in Book 131 of Deeds, pg. 506. The city
of Minneapolis would like to vacate this road easement.
• 43rd Avenue NE located west of C.S.A.H. NO. 1 (East River Road).
We have included with this application copies of the preliminary plat, descriptions for the roadways to
be vacated, the completed and signed subdivision application and vacation application, and checks for

Upon a voice vote, all voting aye, Acting Chair McClellan declared the motion carried unanimously and the
public hearing was opened at 7:01 p.m.
Stacy Stromberg, Planning Manager, presented a plat request from the City of Minneapolis. She noted
that the Commission reviewed a similar request in April of 2023 and after that public hearing, the City
amended its request to create two lots instead of one to better define the property lines for the
Minneapolis Waterworks and the Minneapolis Emergency Operations Training Facility. She noted that
the 150-acre property is made up of several different parcels, unused alleys, and public rights -of -ways.

The replat will create two lots, lot one will be 127 acres and lot two will be 11 acres, with 11.85 acres
dedicated to the East River Road right-of-way. She stated that staff recommends approval of the request.
Commissioner Meisner asked the purpose in changing the request from one parcel to two parcels. John
Howe, Minneapolis Water, stated that they decided on two lots to separate the training facility from the
Waterworks facility.
Commissioner Klemz asked if there were plans for construction on the site. Mr. Howe replied that nothing
will be changing, and this is just to formalize the use of the land.
Commissioner Meisner asked if the replatting of the alleys would come before the Planning Commission.
Ms. Stromberg replied that vacation of right-of-way and alleys would go before the Council. She provided
a brief history on how the land became part of the City of Fridley when the City was incorporated and
noted that this action would clean up this plat/property. She confirmed that there would not be utilities
impacted by the vacation of the alleys/right-of-ways.
Motion by Commissioner Klemz to close the public hearing. Seconded by Commissioner Heuchert.
Upon a voice vote, all voting aye, Acting Chair McClellan declared the motion carried unanimously and the
public hearing was closed at 7:09 p.m.

Approving a Preliminary Plat, PS #23-02 Petitioned by Stonebrooke Engineering on behalf
of the City of Minneapolis for the Property Located at 4300 Marshall Street N.E.
Whereas, Chapter 211 of the City Code establishes standard procedures, requirements, and
conditions for preparation, submission, and approval of land subdivisions; and
Whereas, Stonebrooke Engineering (Petitioner) submitted a preliminary plat application on
August 18, 2023 for the property at 4300 Marshall Street N.E., legally described in Exhibit A; and
Whereas, the Planning Commission held a public hearing for Preliminary Plat, PS #23-02 on
October 18, 2023 and recommended approval of said plat; and
Whereas, the City Council approved the preliminary plat for Water Plant Addition at their
November 13, 2023 meeting; and
Whereas, a copy of the preliminary plat for Water Plant Addition is attached as Exhibit A.
Now, therefore be it resolved, that the City Council of the City of Fridley approves Preliminary
Plat, PS #23-02 and directs the Petitioner to prepare the final plat documents to be submitted to
the City for approval within six months of the date the Council approved the preliminary plat or
said approval shall become null and void.

Approving a Preliminary Plat, PS #23-02 Petitioned by Stonebrooke Engineering on behalf
of the City of Minneapolis for the Property Located at 4300 Marshall Street N.E.
Whereas, Chapter 211 of the City Code establishes standard procedures, requirements, and
conditions for preparation, submission, and approval of land subdivisions; and
Whereas, Stonebrooke Engineering (Petitioner) submitted a preliminary plat application on
August 18, 2023 for the property at 4300 Marshall Street N.E., legally described in Exhibit A; and
Whereas, the Planning Commission held a public hearing for Preliminary Plat, PS #23-02 on
October 18, 2023 and recommended approval of said plat; and
Whereas, the City Council approved the preliminary plat for Water Plant Addition at their
November 13, 2023 meeting; and
Whereas, a copy of the preliminary plat for Water Plant Addition is attached as Exhibit A.
Now, therefore be it resolved, that the City Council of the City of Fridley approves Preliminary
Plat, PS #23-02 and directs the Petitioner to prepare the final plat documents to be submitted to
the City for approval within six months of the date the Council approved the preliminary plat or
said approval shall become null and void.

The Petitioner is requesting a six-month extension to get
the final plat approved by the Council and recorded at
Anoka County. There has been a lot of back and forth
between the Petitioner and Anoka County because some
of the land is Torrens and some is Abstract, which makes
the platting process more complicated. The document
is currently being reviewed by the Anoka County's
Surveyors office and the Anoka County Registrar of
Titles. Once they've approved the document it will be
ready to come back to the City of Fridley (City) for final
plat approval. A 6-month extension is being requested
in the event there are unforeseeable delays.

ADDITION.

certificates of title as required by the County and are currently completing a directive to include the
vacated streets with the Torrens parcels. The County is backed up and may not have the directive
completed in time to get final plat approval in November. We don't anticipate the approval to take
an additional 6 months; however, we want to ensure we give ourselves adequate time in case the
County has any additional requirements.

Approving Final Plat, PS #23-02 Petitioned by Stonebrooke Engineering, Inc.
on behalf of the City of Minneapolis
Whereas, the City of Fridley (City) Planning Commission held a public hearing for Preliminary Plat,
PS #23-02 on October 18, 2023 and recommended approval of said plat; and
Whereas, on November 13, 2023, the City Council (Council) approved through Resolution No.
2023-131 the Preliminary Plat, PS #23-02.; and
Whereas, on May 28, 2024 and November 25, 2024, the Council approved extension requests
from Stonebrook Engineering to the final plat filing deadline, due to approval delays at
Anoka County; and
Whereas, the Petitioner received approval from Anoka County on March 21, 2025 that said plat
could proceed with filing of the final plat; and
Whereas, a copy of the final plat Water Plant Addition has been attached as Exhibit A.
Now, therefore be it resolved, that the City Council of the City of Fridley approves the Final Plat
for Water Plant Addition and directs the petitioner to record the plat at Anoka County within six
months of this approval or such approval shall become null and void.
