7-28-25 City Council Meeting July 28, 2025 7:00 PM Fridley City Hall, 7071 University Avenue NE Minutes Call to Order Mayor Ostwald called the City Council Meeting of July 28, 2025, to order at 7:00 p.m. Present Mayor Dave Ostwald Councilmember Patrick Vescio Councilmember Ryan Evanson Councilmember Luke Cardona Councilmember Ann Bolkcom Others Present Walter Wysopal, City Manager Sarah Sonsalla, City Attorney Pledge Of Allegiance Proclamations/Presentations Approval of Proposed Consent Agenda Motion made by Councilmember Evanson to adopt the proposed Consent Agenda. Seconded by Councilmember Cardona. Upon a voice vote, all voting aye, Mayor Ostwald declared the motion carried unanimously. Approval/Receipt of Minutes 1. Approve the Minutes from the City Council Meeting of July 14, 2025. 2. Receive the Minutes from the Council Conference Meeting of July 14, 2025. 3. Receive the Minutes from the Parks and Recreation Commission Meeting of June 4, 2025. New Business 4. Resolution No 2025-92, Approving Gifts, Donations and Sponsorships Received Between June 14, 2025, and July 11, 2025. City Council Meeting 7/28/2025 Minutes Page 2 5. Resolution No. 2025-93, Authorizing Execution of a Solar on Public Buildings Grant Agreement with the Minnesota Department of Commerce for a Solar Array on the Public Works Building. 6. Resolution No. 2025-94, Authorizing Execution of a Solar on Public Buildings Grant Agreement with the Minnesota Department of Commerce for a Solar Array on the Commons Park Building. 7. Resolution No. 2025-96, Appointing Councilmember Bolkcom as Representative to the Mississippi Watershed Management Organization. Claims 8. Resolution No. 2025-95, Approving Claims for the Period Ending July 23, 2025. Open Forum, Visitors: (Consideration of Items not on Agenda – 15 minutes.) No one from the audience spoke. Regular Agenda New Business Informal Status Reports The Council reminded residents of the upcoming Night to Unite. Brief updates were noted for the most recent Metro Cities meeting and outdoor concert at Springbrook. The tree and plant sale is still open, th and orders can be placed through July 28. Adjourn Motion made by Councilmember Bolkcom to adjourn. Seconded by Councilmember Cardona.
