Energy Action Plan Updates Ms. Workin shared that the City had done outreach on electric landscaping equipment. 4. Grant Updates Ms. Workin shared that the City was supporting the Mississippi Branch in the development of a SHIP grant for a seed library. 5. Outreach and Event updates Ms. Workin shared that the Household Hazardous Waste Collection event was successful. 309 Fridley swap. Ms. Workin said that there would be a community planting event for the new pollinator area at Community Park on September 24. She also reminded commissioners to share their feedback on the community garden survey. Other Items 6. Informal Status Reports The Commissioners decided to cancel the September meeting and instead do a bike ride of new trails. The bike ride will start at 6:00 p.m at the Fridley Civic Campus. The meeting was adjourned at 8:28 p.m. Respectfully submitted, ________________________________________________________ Rachel Workin Environmental Planner 5 Jufn!3/ AGENDA REPORT Meeting Date: August 12,2025 Meeting Type:Environmental Quality and Energy Commission Submitted By:Rachel Workin, Environmental Planner Title Organics and Recycling Contract Extension Background The City of Fridley provides curbside recycling service to all residential properties as required by Additionally, the City provides a voluntary curbside organics collection program as outlined within City Code Chapter 319 Solid Waste Management. Contracts to implement these programs are both seven- year contracts held by Republic Services that will expire on April 30, 2026. The City has the option to extend the current contracts orissue a Request for Proposal. Due to changes to the organics recycling program that will be required by the MPCA and Anoka County by 2030, it is recommended to limit the term of any new organics contract to that date. There is anopportunity to realize cost savings through a joint RFPby keeping the recycling and organics contracts on the same schedule. Given the short contract length, which often results in higher prices, staff requested extension pricing from Republic Services. Republic Services provided pricing maintains the structure of the existing contracts except that: 1)The annual escalator in the organics recycling contract increases from 3% to 4.5% in Years 2 and 3. 2)Collection of organics from the Moore Lake Park Building and Commons Park Buildingis added for no additional cost. 3)The fee to replace carts damaged by the customer due to negligence increases to $25. 4)The annual escalator for collection in the recycling contract increases from 3% to 4.5% in Years 2 and 3. 5)Republic Services will replace carts with worn stickers 6)Collection of recycling from the Moore Lake Park Building and Commons Park Building is added for no additional cost. 7)The cap for the increase in the recycling processing rate per ton factor within the Recycling Processing Charge increases from 3% to 4.5% in Years 2 and 3. 8)The timing of when the annual Recycling Processing Charge will be calculated is codified. The EQEC recommended that staff pursue three year extensions for both contracts. Recommendation Staff recommend approval of the organics recycling and traditional recycling contracts. The parties entered into that certain Contract for organics curbside effective 1 day of ), pursuant to which Republic provides recycling services to Town. B. The parties desire to amend the Agreement as set forth herein. NOW, THEREFORE, in consideration of the mutual covenants contained in the Agreement, and for good and valuable consideration, the receipt and sufficiency of which the parties acknowledge, the parties agree that the Agreement is amended as follows: 1. The Monthly Collection Charge shall be: $ 3.14 per DU per month, May 1, 2026 April 30, 2027 $ 3.28 per DU per month, May 1, 2027 April 30, 2028 $ 3.43 per DU per month, May 1, 2028 April 30, 2029 Each year, the Monthly Collection Charge shall be adjusted as set forth above (t The Recycling Processing Charge shall be determined based on the formula in Attachment A. 3. Section 11, Publicity, Promotion and Education, bullet point 5, Page 9: The Parties agree that the fifth bullet point in Section 11 shall be deleted in its entirety and replaced with the following language: Provision of 1,000 new recycling cart stickers annually will be available to residents. drivers will report worn cart stickers to ispatch and a free cart exchange will be scheduled by the Contractor with the resident. All other language in Section 11 shall remain unchanged. 4. Section 17, Municipal Facilities Collection Requirements, Page 11: The Parties agree that Section 17 of the Agreement shall be deleted in its entirety and replaced with the following language: Jufn!3/ The Contractor will provide adequate cart or dumpster capacity and every other week recycling collection of recyclable materials at designated municipal facilities at no additional cost. The municipal facilities currently requiring every other week recycling service are: Moore Lake Park, Commons Park, Fridley Civic Campus, Springbrook Nature Center, the Fridley Public Works Garage, two municipal liquor stores, and two satellite fire stations. The Public Works Garage container will be used to store recyclable materials collected from City parks and must be adequately sized. Other facilities may be added upon mutual consent of both parties. During the term of the Contract, the City may consider providing recycling collection in additional facilities. If this additional service is considered, the City may request a proposal from the Contractor, or may amend the Contract to include the additional facilities. 5. Attachment A, Section A, Annual Recycling Adjustment, Page 21: The Parties agree that paragraph A of Attachment A. Recycling Processing Charge shall be deleted in its entirety and replaced with the following language: In addition to the Annual Collection Rate Adjustment set forth in Section 4.1 of this Agreement, by the September 1st following each anniversary of the Effective Date of this Agreement, Republic shall evaluate, and adjust if needed, the Recycling Processing Charge based on any changes in Number of Homes, Pick Ups Per Month, Pounds Per Set Out, Tons Per Month, Commodity Value, Processing Rate and/or Residual Costs (the "Annual Recycling Adjustment"). The Recycling Processing Charge over the most recent preceding twelve (12) month period shall be compared to the last identified Recycling Processing Charge to determine any change. A reduction in the Recycling Processing Charge shall result in a decreased price for the Recycling Services for the twelve (12) months immediately following the effective date of the Annual Recycling Adjustment. An increase in the Recycling Processing Charge shall result in an increased price for the Recycling Services for the twelve (12) months immediately following the effective date of the Annual Recycling Adjustment. Contractor agrees that the Recycling Processing Charge will be calculated and provided to the City at least two weeks prior to the fourth Monday in August so that the City Council may change its fee schedule at its second meeting in August, which is held on the fourth Monday of the month. 6. Attachment A, Section C, Sub-point 5, Recycling Processing Rate per Ton, Page 22: The Parties agree that paragraph C (5) of Attachment A, Recycling Processing Charge shall be deleted in its entirety and replaced with the following language: (5) Recycling Processing Rate Per Ton: To be determined from MRF Controller, but with an annual cap of 3% increase year 1 and 4.5% in years 2 and 3 of the Contract. All other paragraphs in paragraph (C) shall remain unchanged. 7. Capitalized Terms. Terms for youth appointments begin upon appointment and expire at the end of the school spring term. Youth commissioners may only serve on one commission at a time and may not serve more than three consecutive terms on the same commission. Recommendation Commissioners should discuss the opportunity to add non-voting youth representative and to make any notes or recommendations they wish to have considered as positions are advertised or evaluated.
