Seconded by Commissioner Graham. The motion passed unanimously. Approve Parks & Recreation Commission Minutes for January 6, 2025 Motion by Commissioner Graham to approve the January 6, 2025 meeting minutes. Seconded by Commissioner Whalen. The motion passed unanimously. Open Forum No comments. New Business 1. Commons Park Playground Final Design Review 4 Item 1. Park Commission 2/3/2025 Minutes Page 2 Parks and Recreation Director Mike Maher provided background information on the design process for Commons Park. He provided more information on the elements proposed within the playground design and the orientation of the playground on the site plan. Commissioner Whalen asked if dogs would need to be leashed. Mr. Maher replied that dogs would be allowed within the park but would need to be leashed. He stated that perhaps it would be a good rule to not allow dogs within the playground area. Commissioner Schultz asked if the color scheme shown is the color scheme proposed. Mr. Maher confirmed that is the proposed color scheme but noted that additional personalization could be added if that is desired. Mr. Maher continued to review details of the proposed design, noting that features were updated based on the community feedback that was obtained. He reviewed the proposed cost and noted the grant funds that were received for the project. He also highlighted elements that would prevent kids from climbing up the slides. Commissioner Cardona arrived. Motion by Commissioner Graham to endorse the provided design and budget for the inclusive playground at Commons Park. Seconded by Commissioner Schultz. The motion passed unanimously. 2. Commons Park Splash Pad Final Design Review Mr. Maher presented details of the proposed splash pad design including features, zones, layout, and size. He provided details on the cost and grant funds received. He noted that the colors shown have not been finalized and would complement the playground colors. Commissioner Schultz asked if the City has considered how a drought or watering bans could impact the splash pad. Mr. Maher stated that has not been considered but noted that because the City manages the water system, it can make determinations as needed. He noted that this is a small portion of water use when looking across the city. Commissioner Cardona asked if there would be impacts to long periods of exposure to the nontreated water and whether temperature would be controlled. Mr. Maher replied that the water would be cooler than a treated system as it would not be heated in any way. Chair Borman asked if the water used would go through the storm sewer or wastewater, where it would be treated. Mr. Maher replied that he believed the water would go into the sanitary system. Commissioner Whalen acknowledged that the features would be push button activated and asked if the splash pad would be deactivated at a certain time in the evening. Mr. Maher replied that the City would set a time when the splash pad would turn off for the evening. 5 Item 1. Park Commission 2/3/2025 Minutes Page 3 Motion by Commissioner Cardona to endorse the splash pad design and budget. Seconded by Commissioner Graham. The motion passed unanimously. 3. Election of Vice Chair Chair Borman opened the floor for nominations for the position of Vice Chair. The Commission Motion by Commissioner Cardona to elect EB Graham as Vice Chair of the Park Commission for 2025. Seconded by Commissioner Schultz. The motion passed unanimously. Old Business Staff Reports 4. Springbrook Nature Center Report Mr. Maher provided an overview of his written report highlighting educational programming, events, activities, and staffing. Additional details were provided on the upcoming fundraising event to be held on April 12th. Commissioner Schultz asked if Springbrook only uses paid employees now or whether volunteers are also used. Mr. Maher replied that today volunteers are used for events and some educational programming whereas staff are used for maintenance and other operational duties. Mr. Maher recognized the Fridley Lions and other event sponsors who assisted with making Winterfest a success. 5. Park Maintenance and Construction Report Mr. Maher provided an update on the recent maintenance activity of parks staff and highlighted the design work staff continues to do for Commons Park. 6. Fridley Parks and Recreation Division Report Mr. Maher reviewed details of the written report highlighting recent events and adult and youth programming. He stated that park shelter rentals are now available online for the season. He stated that the Public Art Commission is interested in placing a piece at Commons Park and noted that he has been working with that group to find a suitable location. Commissioner Shultz noted the upcoming Fridley Lions Winter Warm Up event which will take place on Friday, February 21st. 6 Item 1. Park Commission 2/3/2025 Minutes Page 4 Unfinished Business None. AGENDA REPORT Meeting Date: April 7, 2025 Meeting Type: Parks and Recreation Commission Submitted By: Mike Maher, Parks and Recreation Director Title Innsbruck Nature Center Invasive Species Volunteer Check-in Background A group of volunteers will be going into their third year contributing to invasive species management at Innsbruck Nature Center. Volunteers Maija Sedzielarz and Julie Wellman started the work in 2023 and began recruiting additional volunteers in 2024. Ms. Wellman will attend the meeting of the Parks and Recreation Commission to present a brief summary of their efforts, goals and objectives. A State grant application has been submitted for invasive species management at Innsbruck Nature Center through partnership with Great River Greening. The anticipated timeline for an update on the grant status is summer of 2025. The grant would allow the City to take a comprehensive and wide - ranging approach to invasive species management in the park over the several year period. Current FYSA Baseball President Taylor Stein will attend the meeting to share updates about the upcoming baseball season including enrollment, field needs, and schedule. Good communication and partnership will be of particular importance during 2025-2026 as construction activities at Commons Park will result in redevelopment of baseball fields in the community. AGENDA REPORT Meeting Date: April 7, 2025 Meeting Type: Parks and Recreation Commission Submitted By: Mike Maher, Parks and Recreation Director Title Commons Park Bid Approval and Construction Update Background Park System Improvement Plan Project Manager Nic Schmidt will be providing an update on the project bids that were accepted for the Commons Park project at the March 24th City Council meeting. The bids have two components. The first is a guaranteed maximum price from Construction Managers, RJM of $5,133,021 for the recreation building. The second is a site work bid from Peterson Companies in the amount of $6,302,616, which includes a 5% contingency and was the low bid received. The City has a positive work experience with Peterson Companies on neighborhood park projects. The Total cost for the Commons Park project will also include equipment and installation costs for the playground and splash pad as well as additional owner-supplied items such as the building audio-visual system, security system and furnishings. Financial Impact The total project costs are expected to reach $16,000,000 with approved project bids and costs for owner-supplied items. The City has received around $1 million in grant funding for various park elements. Resolution No. 2025-32 Amending an Agreement for Construction Manager at Risk Services with RJM Construction for the Commons Park Building Project Whereas, the City of Fridley (City) began a process of understanding the needs and desires of residents for City parks improvements in 2019 called "Finding Your Fun in Fridley" by conducting public workshops with residents; and Whereas, City residents expressed an interest in improving City parks by upgrading playgrounds and amenities; and Whereas, on April 25, 2022, the Council adopted Resolution No. 2022-36, which approves the Park System Improvement Plan Final Report and authorizes staff to begin the implementation phase of the Plan; and Whereas, the Park System Improvement Plan provides funding for its implementation and includes improvements in Commons Park; and Whereas, on August 26, 2024, the Council adopted Resolution No. 2024-109, approving a contract with RJM Construction (RJM) for Construction Manager at Risk (CMaR) services including authorization to proceed with preconstruction services and prepare a Guaranteed Maximum Price (GMP) for the project; and Whereas, RJM has obtained pricing for all elements of the Commons Park Building and provided the City with a GMP including requisite overhead and contingency of $5,133,021. Now, therefore be it resolved, that the City Council of the City of Fridley hereby approves the attached A133 Guaranteed Maximum Price Amendment (Exhibit A) to the City’s Construction Manager at Risk contract with RJM Construction for the Commons Park Building Project, including a Guaranteed Maximum Price of $5,133,021 for the project. Resolution No. 2025-33 Awarding Commons Park Improvements Project No. 24-710 Whereas, the City of Fridley (City) began a process of understanding the needs and desires of residents for City parks improvements in 2019 called "Finding Your Fun in Fridley" by conducting public workshops with residents; and Whereas, Fridley residents expressed an interest in improving City parks by upgrading playgrounds and amenities; and Whereas, on April 25, 2022, the City Council adopted Resolution No. 2022-36, which approves the Park System Improvement Plan (PSIP) Final Report and authorizes staff to begin the implementation phase of the Plan; and Whereas, the PSIP provides funding for its implementation and includes the improvements in Commons Park; and Whereas, the City has received grant funding in the amount of $1,015,500 for the Project; and Whereas, the City has added to the scope of the planned project by additions to further improve Commons Park including relocation of two baseball fields, additions to the inclusive playground, and an additional separated restroom with changing rooms, and these elements are incorporated into the plans and are reflected in the bids received. Now, therefore be it resolved, that the City Council of the City of Fridley hereby receives the bids for the Commons Park Improvements Project No. 24-710 per the attached bid tabulation and awards the project to the lowest responsive bidder, Peterson Companies, Inc. of Chisago City, MN in the amount of $6,302,616.82 which includes a 5% contingency. Parks and Recreation Brochure Content for the May/June brochure is complete, and the document is in the design process. The brochure will be mailed to residents beginning on April 28. February Facility Rentals Facility Reservations Moore Lake Community Building 10 Pickleball Courts at Hayes Gym (hourly reservations) 27 Pickleball Court Rentals Indoor Pickleball Court rentals ended on March 29. Over the last five months we have had 92 hourly reservations. Participants appreciated the ability to reserve their courts online this season. Family Open Gym From November – March Family Open Gym has been running on Saturday mornings in the Hayes Elementary School gym. This program offered families an affordable option to stay active during the colder months of the year. Over the course of the winter 363 participants joined us to enjoy sports equipment, a bouncy castle, and other games! Pickleball During March the winter pickleball leagues ended and the spring leagues began. Leagues take place on Mondays and Wednesdays at Hayes Elementary School. In addition, our popular Pickleball Skills and Drills class began, this class is designed for beginner through intermediate level players to develop their pickleball skills with our certified pickleball instructor Will Davison. Volleyball Leagues Four North Metro Volleyball Leagues ended in March. This winter we held two co-ed recreation leagues, a competitive co-ed league and a women’s competitive league at Highview Middle School and Mounds View Community Center on Monday and Wednesday nights. Leagues ended with single elimination tournament. The next session of volleyball leagues will take place outdoors on sand courts, beginning in May. Adult Basketball Leagues Our Adult Basketball Leagues concluded with a single elimination tournament during March. We had six teams in the competitive league and ten in the recreational league. Art Class: Embroidered Ledger Book On March 27, five adults learned embroidery with fiber artist Becka Rahn. Each participant made a pair of small notebooks with embroidered paper covers. 29 Item 6. ROCKS Registration Opened On Wednesday, March 12, registration opened for our K-6 summer camp, ROCKS! Within six hours of opening, we were 92% full. Registration went smoothly and nearly everyone was able to register online. We look forward to a fun summer of ROCKS! After-school and Preschool Programs We finished the latest session of classes After-school and Preschool classes in March. Kids had a blast in Games & Sports, Dodgeball, Tae Kwon Do, and Clay Creations! The last session of programs for the school year will begin in April. Seed Swap The First Fridley Community Seed Swap was held on Saturday, March 15 at Moore Lake Community Building in partnership with Rachel Workin, City of Fridley Environmental Planner. Over 200 folks showed up to this free event to exchange seeds! In addition, we had three Anoka County Master Gardeners on site with advice and some plant cuttings. Anoka Conservation District provided free native seeds, and we showed people how to make their own newspaper pots for seedlings. We received an abundance of positive comments from residents during and after the event, and many people asked to make this an annual event, which is the plan! Glow Party On Friday, March 14 we welcomed 146 people to our glow dance party. This all ages event was a blast and in addition to dancing the night away, families enjoyed glow-in-the-dark prizes, facepainting, make-your-own bracelets, and lots of fun! This event featured Hayes Elementary School staff that served as our DJs and facepainters - the kids loved seeing familiar faces at the party. Springbrook Nature Center Team: February/March Educational Programming  We are entering the busy spring school programming season at Springbrook. Number of Program Participants: 992 Participant Program Hours: 1232  A fun volunteer appreciation event was held on March 15th for about 40 volunteers including Foundation board members, camp junior leaders and those that help with programs and animal care. February/March Rentals & Birthday Parties  There were 15 birthday parties in February and March.  14 indoor room rentals. Springbrook Nature Center Foundation  The Springbrook Spree is Saturday, April 12th from 5 pm to 8:30 pm. Please consider attending this fundraising event that supports educational programming and site improvements. Grants  Staff are in development on a project that was funded by a grant from International Paper. The project includes putting together a team building course along the Creekside and Oak Savanna along with curriculum and staff training for the trail. In addition to using funds from International Paper, we are working with a local Eagle Scout on the built items that will be installed for the team building course. We hope that all phases of the grant will be complete by Fall 2025. Building and Grounds Maintenance  We are in the process of working with Twin Cities Acoustics to install additional sound panels in the front vestibule of the Interpretive Center as well as in the classroom at the Pavilion Activity Center (PAC).  Joseph Heit has been hired as a part-time custodian at Springbrook Nature Center. Tod Jordan is retiring after several years of exemplary work at the nature center. Upcoming Events  Environmental Fun Fair Saturday, May 17, 2025 | 11 a.m. - 2 p.m. A variety of outdoor and environmental exhibitors will be present to help us appreciate our wonderful natural world. This free event will also include food trucks and activities for the whole family. 32 Item 6. This event will be held in conjunction with the annual Migration Celebration.  Women’s Hike, April 23 at 7:30 pm: Are you looking for an escape to the woods with other women? Join a naturalist for an outdoor walk and an introduction to forest bathing. We will begin with an introspective prompt and some socializing. At 6:20 p.m. we will leave for our hike. We will wrap up our evening with some tea in the woods. This program is designed to help get a community of women out enjoying nature. Participants must be 16 years of age or older and register. $7 per person Registration will close on April 22 at 11:59 p.m. Park System Operations and Improvements: Park Improvement Projects  Playground removal was completed at Oak Creek and Jubilee Parks. Bauer Salvage removes the playgrounds at no cost to the City and re-sells the playgrounds. This results in savings of several thousand dollars per playground in typical removal and disposal costs and ensures that the equipment is repurposed. New playgrounds have been received and construction on both parks will begin in April. Both projects received Community Development Block Grant funding for the full construction cost.  Contracts were approved for the Commons Park Project at the March 24th City Council meeting and the project will officially move forward. This will be an agenda item for the April 7 Parks and Recreation Commission meeting with a full project and construction update.  Sylvan Hills Park will undergo complete renovation in 2025 with new playground, trails, amenities, and stormwater management features. This playground is being removed and repurposed by a local church, saving removal costs for the City.  2026 Park Projects, Flanery Park and Summit Square Park, will have community engagement events on July 10th and 17th respectively to gather resident input on the park plans and playgrounds. 33 Item 6.  Anoka County is working on design improvements for the Rice Creek West Regional Trail in Fridley to reduce steep grades and sharp turns. 2025 construction is planned. Public Art  The Public Art Commission is preparing a request for proposals for a public art installation at Commons Park in the plaza west of the new recreation building. The art commission is not to exceed $50,000 (fundraising underway by the Fridley Creative Arts Foundation) and the goal is to have the piece completed and installed along with the park grand opening.  Artist Jessica Turtle is working on the large, colorful leopard frog sculpture that has been approved for installation at Moore Lake Park through funding from the Rice Creek Watershed District and private donations. Staff are hopeful for a summer 2025 installation. Fields and Courts  Court surfacing will be completed in April/May for 2024 park projects including Logan Park, Edgewater Gardens, and Plymouth Square Park.  Staff will be working on conversion of one field at Community Park from softball to baseball as part of the negotiation with FYSA regarding field redevelopment from the Commons Park project.  Community Park will receive improvements to expand soccer fields on the north end of the park to be ready for Fall 2026 as part of the FYSA field agreement. 34 Item 6.
