Accepting the 2025 Joint Powers Agreement with Crimes Against Children (ICAC)
Whereas, Minnesota Statute § 471.59 empowers governmental units to jointly or cooperatively
exercise any power common to the contracting parties through mutual agreement; and
Whereas, the Minnesota Internet Crimes Against Children Task Force implements a three-
pronged approach of prevention, education, and enforcement to combat internet crimes against
children and provides state and local law enforcement agencies with an effective response to
technology-facilitated child sexual exploitation; and
Whereas, participation in the ICAC Task Force will provide Fridley Public Safety with specialized
training, advanced investigative technology, and opportunities for collaboration and information
sharing with other law enforcement agencies across the state; and
Whereas, the State of Minnesota will provide reimbursement to the City of Fridley for eligible
equipment, training, and expenses incurred as a result of participating in ICAC investigations;
and
Whereas, protecting children from online predators and investigating crimes against children is
a priority for the City of Fridley and requires specialized resources and expertise; and
Whereas, this partnership is similar to existing successful partnerships the City has with the
Bureau of Criminal Apprehension, including the Financial Crimes Task Force and the Human
Trafficking Investigators Task Force; and
Whereas, the Joint Powers Agreement has been reviewed and approved by the City Attorney;
and
Whereas, the City of Fridley on behalf of its Police Department desires to enter into Joint
Powers Agreements with the State of Minnesota, Department of Public Safety, Bureau of
Criminal Apprehension to utilize applicable state and federal laws to investigate and prosecute
crimes committed against children and the criminal exploitation on children that is committed
and/or facilitated by or through the use of computers.
Now, therefore be it resolved, by the City Council of Fridley, Minnesota as follows:
1. That the State of Minnesota Joint Powers Agreements by and between the State of Minnesota
acting through its Department of Public Safety, Bureau of Criminal Apprehension and the City of
Fridley on behalf of its Police Department, are hereby approved. A Copy of the Joint Powers
Agreement is attached to this Resolution and made a part of it.
2. That the Director of Public Safety, Police Chief Ryan George, or his successor, is designated
the Authorized Representative for the Police Department. The Authorized Representative is also
authorized to sign any subsequent amendment or agreement that may be required by the State
of Minnesota to maintain the City’s connection to the systems and tools offered by the State.
3. That Dave Ostwald, the Mayor of the City of Fridley and Wally Wysopal, City Manager, are
authorized to sign the State of Minnesota Joint Powers Agreements.
Passed and adopted by the City Council of the City of Fridley this 25th day of August,
2025.
