Resolution No. 2025-101
Authorizing a 2025 Budget Amendment for the Public Works Rooftop Solar Array
Whereas, the City of Fridley (City)’s Energy Action Plan directs the City to “lead by example
through investments in energy efficiency and renewable energy in City facilities.”; and
Whereas, the Draft 2026-2030 Capital Investment Plan includes funding for a solar array on the
Public Works Building, which was previously included as a provisional project in the 2025 budget;
and
Whereas, the Minnesota Department of Commerce (MDC) offered a Solar on Public Buildings
grant for 60% of project costs up to $72,000 for solar arrays of up to 40 kW valued at $120,000;
and
Whereas, the City Council authorized the grant by approval of Resolution No. 2025-93 on July
28, 2025; and
Whereas, the City can receive an additional 30% of the project cost ($36,000) from the federal
government under the elective pay program if the project begins in 2025; and
Whereas, the City has available budget within the Building Capital Projects Fund; and
Whereas, staff is requesting reallocating funds from the Building Capital Projects Fund to Public
Works Rooftop Solar Array.
Now, therefore be it resolved, that the City Council of the City of Fridley hereby amends the
existing Capital Investment Program 2025-2029 to reallocate funding from the Building Capital
Projects Fund to the Public Works Rooftop Solar Array.
