Receiving Bids and Awarding Locke Park WTP GAC Treatment Addition Project No. 24-199
Whereas, the Locke Park Water Treatment Plant GAC Treatment Addition Project No. 24-199 (the
Project) is identified in the 2025-2029 Capital Investment Plan and includes the construction of a
granular activated carbon (GAC) advanced treatment process and other ancillary improvements;
and
Whereas, Resolution No. 2025-88 adopted July 14, 2025 authorized a call for bids for the Project;
and
Whereas, on August 14, 2025 electronic bids were received and read aloud, a bid tabulation was
prepared and a lowest responsive bidder identified.
Now, therefore be it resolved, that the City Council of the City of Fridley hereby receives bids
per the attached bid tabulation and awards the Locke Park WTP GAC Treatment Addition Project
No. 24-199 to the lowest responsive bidder, Market & Johnson, Inc. of Eau Claire, Wisconsin in
the amount of $5,234,250 which includes a 5% contingency.
