HomeMy WebLinkAboutResolution No. 2026-06, Approving an Agreement Between the City of Fridley and the Minnesota Department of Public Safety - Bureau of Criminal Apprehension (BCA) for Participation in the Violent Crime Reduction Unit (VCRU) Resolution No. 2026-06 Approving an Agreement Between the City of Fridley and the Minnesota Department of Public Safety - Bureau of Criminal Apprehension (BCA) for Participation in the Violent Crime Reduction Unit (VCRU) Whereas, Minnesota Statute § 471.59 allows two or more governmental units, by agreement entered into through action of their governing bodies, to jointly or cooperatively exercise any power common to the contracting parties; and Whereas, the City of Fridley (City) has maintained a partnership with the Minnesota Department of Public Safety, Bureau of Criminal Apprehension (BCA) since early 2022, with a dedicated detective assigned to the BCA Violent Crime Work Group; and Whereas, the BCA has established the Violent Crime Reduction Unit (VCRU) to prevent, investigate, and prosecute violent crimes, including murder, assaults, illicit drug and firearms trafficking, carjacking, and other violent crimes; and Whereas, the City wishes to renew its partnership with the BCA under the updated VCRU framework; and Whereas, under this three-year Joint Powers Agreement (JPA), the BCA will fully reimburse the City for the salary and fringe benefits of the assigned detective, reimburse overtime costs up to $21,000 per fiscal year, and provide necessary equipment; and Whereas, the JPA has been reviewed and is ready for execution. Now, therefore, it be resolved, that the City Council of the City of Fridley hereby approves the renewal of the Joint Powers Agreement with the Minnesota Department of Public Safety, Bureau of Criminal Apprehension (BCA) for continued participation in the Violent Crime Reduction Unit (VCRU), and authorizes the Mayor and City Manager to execute said agreement on behalf of the City. _______________________________________ Dave Ostwald – Mayor Attest: Melissa Moore – City Clerk
