Resolution No. 2026-11
Approving Gas/Tobacco and Off-Sale Liquor License for MN C-Store
Whereas, Minnesota Statute § 461.12, subd. 1 enables the City of Fridley (City) to issue
Gas/Tobacco Licenses to establishments within its jurisdiction; and
Whereas, Minnesota Statute § 340A.404 enables the City of Fridley (City) to issue Off-Sale Liquor
Licenses to establishments within its jurisdiction; and
Whereas, the Tobacco Products Chapter of the Fridley City Code (Code) directs licensing
requirements and activities for Gas/Tobacco Licenses in the City; and
Whereas, the Liquor Chapter of the Fridley City Code (Code) directs licensing requirements and
activities for Off-Sale Liquor Licenses in the City; and
Whereas, CAPL Retail at 7600 University Avenue holds a Gas/Tobacco License and an off-sale
liquor license; and
Whereas, CAPL Retail is selling the business to MN C-Store (dba BP Gas Station) with closing
February 1, 2026; and
Whereas, City staff have worked with the applicant, Marissa Powers, to ensure all licensing
requirements have been met.
Now, therefore be it resolved, that the City Council of the City of Fridley hereby approves a
Gas/Tobacco License and an Off-Sale Liquor License to Marissa Powers for MN C-store located at
7600 University Avenue NE.
Passed and adopted by the City Council of the City of Fridley this 26th day of January, 2026.
