Approving a Community Development Block Grant Application for the Flanery Park
Improvements
Whereas, the City of Fridley’s (City) approved Park System Improvement Plan identifies Flanery
Park as a priority project for implementation; and
Whereas, Anoka County administers the federal Community Development Block Grant (CDBG)
program, which provides funding for projects that benefit low- to moderate-income persons
through improved infrastructure, livability, and community facilities; and
Whereas, the proposed Flanery Park Improvements would replace existing amenities to improve
accessibility and safety, including the installation of a new playground with ADA-compliant
features, the development of an accessible trail network, and the construction of an off-street
parking lot; and
Whereas, an application must be submitted to Anoka County by January 29, 2026; and
Whereas, the proposed year for project construction with the Community Development Block
Grant funding is 2026.
Now, therefore be it resolved, that the City Council of the City of Fridley hereby:
1. Supports and approves the implementation of park improvements outlined in the Park
System Improvement Plan for Flannery Park, and
2. Supports the City’s pursuit of Community Development Block Grant funding and authorizes
staff to prepare and submit such application, and
3. Requests Community Development Block Grant funds for the project, and
4. Provides assurance that the City of Fridley will pay all costs associated with the project and
that City staff will ensure that all aspects of the Community Development Block Grant funding
requirements are met, and the project’s schedule is adhered to.
