Authorizing a Memorandum of Understanding with Xcel Energy to Continue Participation
in the Partners in Energy Program
Whereas; the City of Fridley (City) created an Energy Action Plan through participation in Xcel
Energy’s Partners in Energy program that was approved in November 2018; and
Whereas; the Energy Action Plan established an energy vision that “Fridley will continue leading
by example and engaging residents, businesses, and institutions to save money and reduce
greenhouse gas emissions for the benefit of everyone in the community;” and
Whereas, the Energy Action Plan outlined goals and strategies to achieve the City’s energy vision
which were supported by the Partners in Energy program through a Memorandum of
Understanding in 2019-2021 and subsequently as part of a Phase Two plan in 2022-2023; and
Whereas, the Imagine 2050 Comprehensive Plan will require the City to determine future energy
goals and strategies; and
Whereas, there is a desire to continue working with the Partners in Energy program to plan and
implement energy goals and programs; and
Whereas, a new Memorandum of Understanding has been prepared to develop Phase Three of
the Energy Action Plan as well as to provide program support during the planning phase;
Now therefore, be it resolved by the City Council of the City of Fridley, Minnesota,
hereby approves the Memorandum of Understanding to develop a Phase 3 Energy Action
Plan and implement activities to support the Energy Action Plan.
