Awarding Street Rehabilitation Project No. ST2026-01
Whereas, the City of Fridley (City) has prepared a Capital Investment Program (CIP) to
systematically reconstruct streets, utilities and other municipal facilities within the City to maintain
public infrastructure quality and performance; and
Whereas, the Street Rehabilitation Project No. ST2026-01 (Project) is identified as part of the
City’s regular street maintenance programs under its CIP and includes the rehabilitation of
portions of 4th Street, 5th Street, 76th Avenue, 75th Avenue, 74th Avenue, Symphony Street, Van
Buren Street, and Able Street along with miscellaneous utility improvements and other ancillary
items; and
Whereas, Resolution No. 2025-134 adopted October 13, 2025 received the Project feasibility
report and called for a public hearing on the matter of the construction of certain improvements
listed therein; and
Whereas, a public hearing regarding said improvements considered under the Project was set for
November 10, 2025 and ten days mailing notice and two weeks published notice of the hearing
was given; and
Whereas, Resolution No. 2025-150 subsequently adopted November 10, 2025 ordered final
plans, specifications and calling for bids; and
Whereas, on April 7, 2026 electronic bids were received and read aloud, a bid tabulation was
prepared and a lowest responsive bidder identified.
Now, therefore be it resolved, that the City Council of the City of Fridley hereby receives bids
per the attached bid tabulation and awards the Street Rehabilitation Project No. ST2026-01 to the
lowest responsive bidder, Park Construction Company of Minneapolis, Minnesota, in the amount
of $2,498,932.24 which includes a 5% contingency.
