Call to Order
Mayor Ostwald called the City Council Meeting of February 23, 2026, to order at 7:00 p.m.
Present
Mayor Dave Ostwald
Councilmember Patrick Vescio
Councilmember Ryan Evanson
Councilmember Luke Cardona
Councilmember Ann Bolkcom
Absent
Others Present
Walter Wysopal, City Manager
Joe Starks, Finance Director
Pledge Of Allegiance
Approval of Proposed Consent Agenda
Motion made by Councilmember Evanson to adopt the proposed Consent Agenda. Seconded by
Councilmember Bolkcom.
Upon a voice vote, all voting aye, Mayor Ostwald declared the motion carried unanimously.
Approval/Receipt of Minutes
1. Approve the Minutes from the City Council Meeting of March 9, 2026.
2. Receive the Minutes from the City Council Conference Meeting of March 9, 2026.
3. Receive the Minutes of the Environmental Quality and Energy Commission (EQEC) Meeting of
February 10, 2026.
4. Receive the Minutes of the Public Arts Commission Meeting of February 4, 2026.

6. Resolution No. 2026-27, Authorizing Execution of Contract with Schmit Towing for Towing,
Impounding, and Storage Services.
7. Resolution No 2026-28, Approving and Authorizing Final Budget Reappropriation for Certain
Funds for the Fiscal Year Ending December 31, 2025.
8. Resolution No. 2026-30, Approving Gifts, Donations, and Sponsorships Received Between January
14, 2026, and March 18, 2026.

9. Resolution No. 2026-29, Approving Claims for the Period Ending March 18, 2026.

Motion made by Councilmember Vescio to adjourn. Seconded by Councilmember Cardona.
Upon a voice vote, all voting aye, Mayor Ostwald declared the motion carried unanimously, and the meeting
adjourned at 7:05 p.m.
