HomeMy WebLinkAbout04-27-2026 City Council Meeting April 27, 2026 7:00 PM Fridley City Hall, 7071 University Avenue NE Minutes Call to Order Mayor Ostwald called the City Council Meeting of April 27, 2026, to order at 7:17 p.m. Present Mayor Dave Ostwald Councilmember Patrick Vescio Councilmember Ryan Evanson Councilmember Luke Cardona Councilmember Ann Bolkcom Absent Others Present Walter Wysopal, City Manager Beth Kondrick, Deputy City Clerk Pledge Of Allegiance Proclamations/Presentations 1. Proclamation of May as Arbor Month and Presentation of Tree City USA Award Mayor Ostwald presented the Proclamation of May as Arbor Month. Rich Perron, Public Works Lead Parks and Streets, presented the Tree City USA Award received by the City. Approval of Proposed Consent Agenda Motion made by Councilmember Bolkcom to adopt the proposed Consent Agenda. Seconded by Councilmember Cardona. Upon a voice vote, all voting aye, Mayor Ostwald declared the motion carried unanimously. Approval/Receipt of Minutes 2. Approve the Minutes from the City Council Meeting of April 13, 2026. 3. Receive the Minutes from the City Council Conference Meeting of April 13, 2026. City Council Meeting 4/27/2026 Minutes Page 2 New Business 4. Resolution No 2026-41, Authorizing a Community Planting Program Grant Agreement with the Minnesota Department of Natural Resources for Tree Removal and Planting. 5. Resolution No. 2026-42, Authorizing a Water Quality Cost-Share Agreement with the Coon Creek Watershed District for an Ice Breaker Attachment for Trail/Walk Plows. 6. Resolution No. 2026-44, Approving and Authorizing the Signing of an Agreement with Northwest Metro 916 Intermediate School District for School Resource Officer Services for 2026-2028. 7. Resolution No. 2026-48, Calling for a Public Hearing for Municipal Consent for MnDOT Trunk Highway 65 Improvement Project. Claims 8. Resolution No. 2026-46, Approving Claims for the Period Ending April 22, 2026. Open Forum, Visitors: (Consideration of Items not on Agenda – 15 minutes.) No one from the audience spoke. Adoption of Regular Agenda Motion made by Councilmember Evanson to adopt the regular agenda. Seconded by Councilmember Bolkcom. Upon a voice vote, all voting aye, Mayor Ostwald declared the motion carried unanimously. Regular Agenda New Business 9. Resolution No. 2026-43, Approving Therapeutic Massage Enterprise and Individual License for Lihua Wang, Senmiao, LLC Beth Kondrick, Deputy City Clerk, presented a request for a Therapeutic Massage Enterprise and Individual License. She provided background information, reviewed the findings, and recommended approval as presented. Councilmember Cardona asked if there would be other staff at the business or whether Ms. Wang would be the only employee. Lihua Wang, applicant, stated that she would be the only employee at this time but plans to recruit additional employees in the future. Councilmember Cardona reminded the applicant that any additional employees would also need to be licensed through the City. Ms. Wang replied that she was aware of the requirements. City Council Meeting 4/27/2026 Minutes Page 3 Motion made by Councilmember Vescio to adopt Resolution No. 2026-43, Approving Therapeutic Massage Enterprise and Individual License for Lihua Wang, Senmiao, LLC. Seconded by Councilmember Cardona. Upon a voice vote, all voting aye, Mayor Ostwald declared the motion carried unanimously. 10. Resolution No. 2026-47, Approving Gifts, Donations, and Sponsorships Received Between March 19, 2026, and April 22, 2026 Wally Wysopal, City Manager, noted that this item would have been on the Consent Agenda, but given that there are several donations from the Fridley Lions Club and the Mayor is married to the President of that organization, he would like to allow the Mayor to recuse himself. Mayor Ostwald recused themselves from this item and vote, noting that he would still call the vote but would not participate in the vote. Motion made by Councilmember Bolkcom to adopt Resolution No. 2026-47, Approving Gifts, Donations, and Sponsorships Received Between March 19, 2026, and April 22, 2026. Seconded by Councilmember Evanson. Upon a voice vote, all voting aye, Mayor Ostwald declared the motion carried unanimously. Informal Status Reports Councilmember Evanson referenced the recent town hall that took place on Saturday, noting that it was recorded for those who were unable to attend. He noted that the town hall focused on the Comprehensive Plan and the upcoming process to update that plan. Councilmember Cardona reminded residents to watch out for the City newsletter, which should have arrived in mailboxes recently. He stated that members of the Council were able to attend the recent Police Commendations last week, and he testified at the Capitol last week in support of the extension of TIF increment funding through 2031. He commented on utility work that is occurring in anticipation of a road project and encouraged residents to use the safe place zone at City Hall for marketplace transactions. He also thanked all the Commission members, noting the recent Commission appreciation event. Councilmember Bolkcom noted additional work that is being done in anticipation of a road project beginning next week. Mayor Ostwald commented that the roadway will be closed for most of the season while the work is occurring. Councilmember Evanson encouraged residents to attend the Environmental Fun Fair this Saturday at Springbrook Nature Center from 11 a.m. to 2 p.m. Councilmember Vescio commented that there have been submissions of artwork received for the utility boxes along University.
