Authorizing an Agreement With the Minnesota Department of Public Safety for the
Dedicated Auto Theft Investigator Grant
Whereas, the Minnesota Bureau of Criminal Apprehension administers the Auto Theft
Prevention Program to reduce automobile theft and automobile-related thefts throughout the
state; and
Whereas, under Minnesota Statute §299A.01, Subdivision 2(4), the State of Minnesota is
empowered to enter into grant contract agreements to fund programs that aid in the reduction
of automobile thefts and prosecute offenders; and
Whereas, the City of Fridley (City) applied for and has been awarded a grant to fund a full-
time Dedicated Auto Theft Investigator for the period of July 1, 2026 through June 30, 2029;
and
Whereas, the grant award totals $309,000 over three years, with $103,000 per year to cover
investigator salary (up to $100,000) and training and travel expenses (up to $3,000); and
Whereas, the grant requires no matching funds from the City and will reimburse actual costs
incurred for a full-time investigator working exclusively on auto theft and auto theft-related
cases; and
Whereas, accepting this grant will enhance the City's ability to investigate and reduce
automobile theft, which benefits public safety and the community.
Now, therefore be it resolved, by the City Council of the City of Fridley as follows:
1. That the City Manager is hereby authorized to accept Grant Contract Agreement No. A-
ATPP-2027-FRIDLYCI-009 with the Minnesota Department of Public Safety, Bureau of Criminal
Apprehension, for the 2027-2029 Auto Theft Prevention Program Dedicated Investigator Grant
in the amount of $309,000.
2. That the City Manager is authorized to execute the grant contract agreement and any related
documents necessary to implement the grant program.
3. That the Public Safety Director or their designee is authorized to administer the grant, submit
required reports, and ensure compliance with all grant terms and conditions.
4. That this Resolution shall take effect immediately upon its passage and approval.
Passed and adopted by the City Council of the City of Fridley on this 8th day of June,
