French, F PE Summary Heraeus Medevio is a contract medical device manufacturer and development partner. The company brings lifesaving and life-changing medical devices to market through partnerships with medical device manufacturing companies, and is backed by Heraeus Group, a family-owned global technology company headquartered in Hanau, Germany. Heraeus Medevio is located at 48 Northern Stacks Drive in Fridley, Minnesota. The existing facility is approximately 63,400 sqft. Heraeus Medevio would like to add an H-3 Liquid Storage Room to store and use the flammable liquids. A Fire Protection Code Analysis will be completed to determine the Maximum Allowable Quantities (MAQs) and the protection required to store the flammable and combustible liquids. Building Information • Existing Building Construction Type II-B Noncombustible Construction – Block Construction & Steel Bar Joist Roof • Total Building Area– 118,400 ft2 • Building Occupancy Classification – Group S-1, Group B, Group F-1 and Group H-2 • Existing Axalta Mixing and Storage Room of 8,500 ft2 • Existing Sprinkler System o ESFR Sprinkler System protects entire building to protect Class I-IV and Unexpanded exposed Plastics  K17 ESFR Sprinkler Heads @ 52 psi with 250 gpm hose allowance o Foam Sprinkler System protects existing Axalta Mixing and Storage Room The building has an overall footprint of 118,400 ft2. Full automatic fire sprinkler protection is provided throughout, and the building meets the requirements of MSBC 507.4 as an unlimited area building. Heraeus Medevio’s tenant space is approximately 63,400 ft2 and Axalta’s tenant space is approximately 55,000 ft2. Because the building is unlimited area, Group H occupancies must comply with the allowable area requirements of MSBC 507.8. As such, the maximum combined area of all Group H occupancies within the building must not exceed 10% of the building area, or 11,840 ft2. Additionally, Group H occupancies within the space must also meet the allowable area requirements of MSBC Table 503. The allowable area of the Group H occupancies can be increased due to frontage in accordance with MSBC 506.2. Axalta Tenant Space As a Group H-2 occupancy in a Type IIB building, the existing Axalta storage room is limited to 7,000 ft2 plus a frontage increase for having more than the required 25% of the room perimeter located on the exterior of the building. The existing mixing and storage room is located at the corner of the building with 50% of the room perimeter located on exterior walls. As such, a 25% increase in allowable area is applied (50% 2 provided - 25% required = 25% increase) to the 7,000 ft2 maximum. With the frontage increase, the maximum allowable area of the existing Axalta mixing & storage room is 8,750 ft2. The actual area of the existing mixing & storage room is only 8,500 ft2. As all Group H areas are aggregated together to determine the most restrictive allowable height, area, and building construction type, this leaves 250 sqft available for a new hazardous occupancy. Heraeus Medevio Tenant Space In a Type IIB unlimited area building, in accordance with MSBC 507.8, the maximum combined area of all Group H occupancies within the building must not exceed 10% of the building area and must also meet the allowable area requirements of MSBC Table 503. The allowable area of the Group H occupancies can also be increased due to frontage in accordance with MSBC 506.2. With the existing H-2 Mixing and Storage Room in Axalta’s tenant space, Heraeus Medevio is limited to a maximum H-3 room 250 ft2. Heraeus Medevio is requesting to add an H-3 storage room of 110 ft2. Figure 1. 48 Northern Stacks Proposed H Occupancies As shown in Figure 2, Heraeus Medevio will store 55-gallon drums of 99% and 70% Isopropyl Alcohol and one gallon glass bottles of Methanol and Acetone on shelves in cartons in a new liquid storage room. The containers will be stored normally closed. There will also be two 55-gallon drums, one 99% Isopropyl Alcohol and one 70% Isopropyl Alcohol, connected to an inert gas pneumatic pump with a regulator that will transfer the liquid from the 55-gallon drum to 5-gallon safety lab can. The normal pressure will be less than 15 psi. The safety lab cans will be filled via a piped system to the dispensing valve located at the wall of the liquid storage room. This process is considered a closed system and therefore is considered “closed use” per the 2020 Minnesota State Fire Code. IAW table 5003.1.1(1), as the storage room will be sprinklered, a maximum of 240 gallons of Class IB liquids can be “in closed use” per control area. Figure 2. Heraeus Medevio Flammable Liquid Storage Room Layout. 3 There will also be two 55-gallon drums used to collect waste comprised of isopropyl alcohol/water mix and methanol/sulfuric acid mix located in the nitinol room. These drums are equipped with a steel drum safety funnel equipped with a flame arrester and self-closing cover. The drums are located on a spill pallet with a capacity to contain a spill of 70 gallons. The process of transferring the waste liquid into the funnel is considered “open use”. IAW Table 5003.1.1(1), as the warehouse is sprinklered, a maximum of 60 gallons “in open use” is permitted per control area. Figure 3 shows the locations where the Class IB liquids will be stored and dispensed in the Heraeus Medevio facility. Figure 3. Heraeus Medevio can store up to 480 gallons of Class IB Flammable liquids in the sprinklered warehouse area in approved liquid storage cabinets IAW Table 5003.1.1(1). As stated above, there will also be two 55- gallon drums of Class IB liquid waste in the Nitinol Room which are normally closed except for when waste is being added to the drum through the attached safety funnel. Only one of these drums will be in “open use” at a time. The remaining permitted 5 gallons of Class IB liquids will be “in use” in the facility at workstations. This leaves a maximum of 365 gallons of Class IB liquids permitted to be stored in the warehouse control area in approved cabinets. There will be a maximum of three flammable liquid storage cabinets located in the warehouse control area to store up to six additional 55-gallon drums of Class IB Liquids. This leaves 35 gallons that can be stored in 5-gallon safety cans in the warehouse control area. 4 Code Analysis 2020 MINNESOTA STATE FIRE CODE CHAPTER 50 SECTION 5003 General Requirements Table 1 lists the hazardous materials and quantities of hazardous materials that will be stored and used in the Heraeus Medevio Facility. Table 1. Flammable Liquids to be stored. 5003.1 Scope. The storage, use and handling of all hazardous materials shall be in accordance with this section. 5003.1.1 Maximum allowable quantity per control area. The maximum allowable quantity per control area shall be as specified in Tables 5003.1.1(1) through 5003.1.1(4). 5003.1.3 Quantities not exceeding the maximum allowable quantity per control area. The storage, use and handling of hazardous materials in quantities not exceeding the maximum allowable quantity per control area indicated in Tables 5003.1.1(1) through 5003.1.1(4) shall be in accordance with Sections 5001 and 5003. The quantities in the warehouse control area will not exceed the MAQs if a new liquid storage room is constructed IAW MSBC and MSFC. 5003.1.4 Quantities exceeding the maximum allowable quantity per control area. The storage and use of hazardous materials in quantities exceeding the maximum allowable quantity per control area indicated in Tables 5003.1.1(1) through 5003.1.1(4) shall be in accordance with this chapter. 5003.2 Systems, equipment and processes. Systems, equipment and processes utilized for storage, dispensing, use or handling of hazardous materials shall be in accordance with Sections 5003.2.1 through 5003.2.9. Containers, cylinders and tanks shall be designed and constructed in accordance with approved standards. Containers, cylinders, tanks and other means used for containment of hazardous materials shall be of an approved type. Pressure vessels not meeting DOT requirements for transportation shall comply with the ASME Boiler and Pressure Vessel Code. All containers shall be constructed IAW approved standards. 5003.2.5 Empty containers and tanks. Empty containers and tanks previously used for the storage of hazardous materials shall be free from residual material and vapor as defined by DOT, the Resource Conservation and Recovery Act (RCRA) or other regulating authority or maintained as specified for the storage of hazardous material. 5003.2.6 Maintenance. In addition to the requirements of Section 5003.2.3, equipment, machinery and required detection and alarm systems associated with hazardous materials shall be maintained in an operable condition. Defective containers, cylinders and tanks shall be removed from service, repaired or disposed of 6 in an approved manner. Defective equipment or machinery shall be removed from service and repaired or replaced. Required detection and alarm systems shall be replaced or repaired where defective. 5003.2.6.2 Defective containers and tanks. Defective containers and tanks shall be removed from service, repaired in accordance with approved standards or disposed of in an approved manner. 5003.3 Release of hazardous materials. Hazardous materials in any quantity shall not be released into a sewer, storm drain, ditch, drainage canal, creek, stream, river, lake or tidal waterway or on the ground, sidewalk, street, highway or into the atmosphere. Exceptions: 1. The release or emission of hazardous materials is allowed where in compliance with federal, state or local governmental agencies, regulations or permits. 2. The release of pesticides is allowed where used in accordance with registered label directions. 3. The release of fertilizer and soil amendments is allowed where used in accordance with manufacturer’s specifications. 5003.3.1 Unauthorized discharges. In the event hazardous materials are released in quantities reportable under state, federal or local regulations, the fire code official shall be notified and the following procedures required in accordance with Sections 5003.3.1.1 through 5003.3.1.4. 5003.3.1.1 Records. Records of the unauthorized discharge of hazardous materials by the permittee shall be maintained. 5003.3.1.2 Preparation. Provisions shall be made for controlling and mitigating unauthorized discharges. 5003.3.1.3 Control. Where an unauthorized discharge caused by primary container failure is discovered, the involved primary container shall be repaired or removed from service. 5003.3.1.4 Responsibility for cleanup. The person, firm or corporation responsible for an unauthorized discharge shall institute and complete all actions necessary to remedy the effects of such unauthorized discharge, whether sudden or gradual, without cost to the jurisdiction. Where deemed necessary by the fire code official, cleanup can be initiated by the fire department or by an authorized individual or firm. Costs associated with such cleanup shall be borne by the owner, operator or other person responsible for the unauthorized discharge. 7 5003.4 Safety Data Sheets. Safety Data Sheets (SDS) shall be readily available on the premises for hazardous materials regulated by this chapter. Where a hazardous substance is developed in a laboratory, available information shall be documented. MSDSs shall be readily available on the premises. 5003.5 Hazard identification signs. Unless otherwise exempted by the fire code official, visible hazard identification signs as specified in NFPA 704 for the specific material contained shall be placed on stationary containers and aboveground tanks and at entrances to locations where hazardous materials are stored, dispensed, used or handled in quantities requiring a permit and at specific entrances and locations designated by the fire code official. Visible hazard identification signs shall be placed on containers and at entrances where hazardous materials are stored, dispensed or used. 5003.5.1 Markings. Individual containers, cartons or packages shall be conspicuously marked or labeled in an approved manner. 5003.6 Signs. Signs and markings required by Sections 5003.5 and 5003.5.1 shall not be obscured or removed, shall be in English as a primary language or in symbols allowed by this code, shall be durable, and the size, color and lettering shall be approved. 5003.7 Sources of ignition. Sources of ignition shall comply with Sections 5003.7.1 through 5003.7.3. 5003.7.1 Smoking. Smoking shall be prohibited and “No Smoking” signs provided as follows: 1. In rooms or areas where hazardous materials are stored or dispensed or used in open systems in amounts requiring a permit in accordance with Section 5001.5. 2. Within 25 feet of outdoor storage, dispensing or open use areas. 3. Facilities or areas within facilities that have been designated as totally no smoking shall have “No Smoking” signs placed at all entrances to the facility or area. Designated areas within such facilities where smoking is permitted either permanently or temporarily, shall be identified with signs designating that smoking is permitted in these areas only. 8 4. In rooms or areas where flammable or combustible hazardous materials are stored, dispensed or used. Signs required by this section shall be in English as a primary language or in symbols allowed by this code and shall comply with Section 310. 5003.7.2 Open flames. Open flames and high-temperature devices shall not be used in a manner that creates hazardous condition and shall be listed for use with the hazardous materials stored or used. 5003.7.3 Industrial trucks. Powered industrial trucks used in areas designated as hazardous (classified) locations shall be in accordance with Section 309.2. 309.2 Use in hazardous (classified) locations. Powered industrial trucks used in areas designated as hazardous (classified) locations in accordance with NFPA 70 shall be listed and labeled for use in the environment intended in accordance with NFPA 505. 5003.8 Construction requirements. Buildings, control areas, enclosures and cabinets for hazardous materials shall be in accordance with Sections 5003.8.1 through 5003.8.7.2. 5003.8.1 Buildings. Buildings, or portions thereof, in which hazardous materials are stored, handled or used shall be constructed in accordance with the International Building Code. 5003.8.2 Required detached buildings. Group H occupancies containing quantities of hazardous materials in excess of those set forth in Table 5003.8.2 shall be in detached buildings. The quantities do not exceed those in Table 5003.8.2. 5003.8.3 Control areas. Control areas shall comply with Sections 5003.8.3.1 through 5003.8.3.5.3. 5003.8.3.1 Construction requirements. Control areas shall be separated from each other by fire barriers constructed in accordance with Section 707 of the International Building Code or horizontal assemblies constructed in accordance with Section 711 of the International Building Code, or both. 5003.8.3.2 Percentage of maximum allowable quantities. The percentage of maximum allowable quantities of hazardous materials per control area allowed at each story within a building shall be in accordance with Table 5003.8.3.2. 5003.8.3.3 Number. The maximum number of control areas per floor within a building shall be in accordance with Table 5003.8.3.2. 9 Four control areas are permitted. This building will have 4 control areas including the Axalta main warehouse area, the existing Axalta mixing Room (H-2), the Heraeus Medevio Warehouse area and the Heraeus Medevio new liquid storage room (H-3). 5003.8.3.4 Fire-resistance-rating requirements. The required fire-resistance rating for fire barriers shall be in accordance with Table 5003.8.3.2. The floor assembly of the control area and the construction supporting the floor of the control area shall have a fire-resistance rating of not less than 2 hours. The liquid storage room will have one hour rated walls. 5003.9 General safety precautions. General precautions for the safe storage, handling or care of hazardous materials shall be in accordance with Sections 5003.9.1 through 5003.9.10. 5003.9.1 Personnel training and written procedures. Persons responsible for the operation of areas in which hazardous materials are stored, dispensed, handled or used shall be familiar with the chemical nature of the materials and the appropriate mitigating actions necessary in the event of fire, leak or spill. 5003.9.1.1 Fire department liaison. Responsible persons shall be designated and trained to be liaison personnel to the fire department. These persons shall aid the fire department in preplanning emergency responses and identifying the locations where hazardous materials are located, and shall have access to Safety Data Sheets and be knowledgeable in the site’s emergency response procedures. 5003.9.2 Security. Storage, dispensing, use and handling areas shall be secured against unauthorized entry and safeguarded in a manner approved by the fire code official. 5003.9.3 Protection from vehicles. Guard posts or other approved means shall be provided to protect storage tanks and connected piping, valves and fittings; 10 dispensing areas; and use areas subject to vehicular damage in accordance with Section 312. 5003.9.4 Electrical wiring and equipment. Electrical wiring and equipment shall be installed and maintained in accordance with NFPA 70. 5003.9.5 Static accumulation. Where processes or condition exist where a flammable mixture could be ignited by static electricity, means shall be provided to prevent the accumulation of a static charge. 5003.9.6 Protection from light. Materials that are sensitive to light shall be stored in containers designed to protect them from such exposure. 5003.9.7 Shock padding. Materials that are shock sensitive shall be padded, suspended or otherwise protected against accidental dislodgement and dislodgement during seismic activity. 5003.9.8 Separation of incompatible materials. Incompatible materials in storage and storage of materials that are incompatible with materials in use shall be separated where the stored materials are in containers having a capacity of more than 5 pounds, 0.5 gallon or any amount of compressed gases. Separation shall be accomplished by: 1. Segregating incompatible materials in storage by distance of not less than 20’-0. 2. Isolating incompatible materials in storage by a noncombustible partition extending not less than 18 inches above and to the sides of the stored material. 3. Storing liquid and solid materials in hazardous material storage cabinets. 4. Storing compressed gases in gas cabinets or exhausted enclosures in accordance with Sections 5003.8.5 and 5003.8.6. Materials that are incompatible shall not be stored within the same cabinet or exhausted enclosure. 5003.9.9 Shelf storage. Shelving shall be of substantial construction, and shall be braced and anchored in accordance with the seismic design requirements of the International Building Code for the seismic zone in which the material is located. Shelving shall be treated, coated or constructed of materials that are compatible with the hazardous materials stored. Shelves shall be provided with a lip or guard where used for the storage of individual containers. Shelf storage of hazardous materials shall be maintained in an orderly manner. Exceptions: 1. Storage in hazardous material storage cabinets or laboratory furniture specifically designed for such use. 2. Storage of hazardous materials in amounts not requiring a permit in accordance with Section 5001.5. 11 5003.9.10 Safety cans. Safety cans shall be listed in accordance with UL 30 where used to increase the maximum allowable quantities per control area of flammable or combustible liquids in accordance with Table 5003.1.1(1). Safety cans listed in accordance with UL 1313 are allowed for flammable and combustible liquids where not used to increase the maximum allowable quantities per control area and for other hazardous material liquids in accordance with the listing. FM approved safety cans will be used. 5003.10 Handling and transportation. In addition to the requirements of Section 5003.2, the handling and transportation of hazardous materials in corridors or enclosures for stairways and ramps shall be in accordance with Sections 5003.10.1 through 5003.10.3.6. The hazardous materials will not be transported in corridors, enclosures for stairways or ramps and therefore does not need to comply with Sections 5003.10.1 through 5003.10.3.6 The Storge and Use of Class IB flammable liquids shall also meet the requirements of Chapter 57 of the 2020 Minnesota State Fire Code. 2020 MINNESOTA STATE FIRE CODE CHAPTER 57 5701 General 5701.1 Scope and application. Prevention, control and mitigation of dangerous conditions related to storage, use, dispensing, mixing and handling of flammable and combustible liquids shall be in accordance with Chapter 50 and this chapter. 5703 General Requirements 5703.1 Electrical. Electrical wiring and equipment shall be installed and maintained in accordance with Section 605 and NFPA 70. 5703.1.1 Classified locations for flammable liquids. Areas where flammable liquids are stored, handled, dispensed or mixed shall be in accordance with Table 5703.1.1. A classified area shall not extend beyond an unpierced floor, roof or other solid partition. The extent of the classified area is allowed to be reduced, or eliminated, where sufficient technical justification is provided to the fire code official that a concentration in the area in excess of 25 percent of the lower flammable limit (LFL) cannot be generated. 12 5703.1.2 Classified locations for combustible liquids. Areas where Class II or III liquids are heated above their flash points shall have electrical installations in accordance with Section 5703.1.1. N/A 5703.1.3 Other applications. The fire code official is authorized to determine the extent of the Class I electrical equipment and wiring location when a condition is not specifically covered by these requirements or NFPA 70. 5703.2 Fire protection. Fire protection for the storage, use, dispensing, mixing, handling and on-site transportation of flammable and combustible liquids shall be in accordance with this chapter and applicable sections of Chapter 9. 5703.2.1 Portable fire extinguishers and hose lines. Portable fire extinguishers shall be provided in accordance with Section 906. Hose lines shall be provided in accordance with Section 905. 906.3.2 Class B fire hazards. Portable fire extinguishers for occupancies involving flammable or combustible liquids with depths of less than or equal to 0.25-inch shall be selected and placed in accordance with Table 906.3(2). 13 Portable fire extinguishers for occupancies involving flammable or combustible liquids with a depth of greater than 0.25-inch shall be selected and placed in accordance with NFPA 10. NFPA 10 6.1.3 Placement. 6.1.3.1 Fire extinguishers shall be conspicuously located where they are readily accessible and immediately available in the event of fire. 6.1.3.2 Fire extinguishers shall be located along normal paths of travel, including exits from areas. 6.1.3.3 Visual Obstructions. 6.1.3.3.1 Fire extinguishers shall not be obstructed or obscured from view. 6.1.3.8 Installation Height. 6.1.3.8.1 Fire extinguishers having a gross weight not exceeding 40 lb shall be installed so that the top of the fire extinguisher is not more than 5 ft above the floor. 6.1.3.8.2 Fire extinguishers having a gross weight greater than 40 lb (except wheeled types) shall be installed so that the top of the fire extinguisher is not more than 3-1⁄2 ft above the floor. 6.1.3.8.3 In no case shall the clearance between the bottom of the hand portable fire extinguisher and the floor be less than 4 in. 6.1.3.4* Portable fire extinguishers other than wheeled extinguishers shall be installed using any of the following means: (1) Securely on a hanger intended for the extinguisher 14 (2) In the bracket supplied by the extinguisher manufacturer (3) In a listed bracket approved for such purpose (4) In cabinets or wall recesses 6.1.3.5 Wheeled fire extinguishers shall be located in designated locations. N/A 6.1.3.6 Fire extinguishers installed in vehicles or under other conditions where they are subject to dislodgement shall be installed in approved strap-type brackets specifically designed for this application. N/A 6.1.3.7 Fire extinguishers installed under conditions where they are subject to physical damage (e.g., from impact, vibration, the environment) shall be protected against damage. 6.3.2 Flammable Liquids of Appreciable Depth. 6.3.2.1 Portable fire extinguishers shall not be installed as the sole protection for flammable liquid hazards of appreciable depth where the surface area exceeds 10 ft2. 6.3.2.2* Where personnel who are trained in extinguishing fires in the protected hazards are located on the premises and capable of responding immediately, the maximum surface area shall not exceed 20 ft2. 6.3.2.3 For flammable liquid hazards of appreciable depth, a Class B fire extinguisher shall be provided on the basis of at least 2 numerical units of Class B extinguishing potential per 1 ft2 of flammable liquid surface of the largest hazard area. Class B dry chemical fire extinguishers shall be provided. 6.3.2.4 AFFF- or FFFP-type fire extinguishers shall be permitted to be provided on the basis of 1-B of protection per 1 ft2 of hazard. (For fires involving water- soluble flammable liquids, see 5.5.3.) The stored liquids are water-soluble. 5.5.3 Water-Soluble Flammable Liquid Fires (Polar Solvents). Aqueous film-forming foam (AFFF) and film-forming fluoroprotein foam (FFFP) types of fire extinguishers shall not be used for the protection of water-soluble flammable liquids, such as alcohols, acetone, esters, ketones, and so forth, unless specifically referenced on the fire extinguisher nameplate. 6.3.2.5 Two or more fire extinguishers of lower ratings, other than AFFF- or FFFP-type fire extinguishers, shall not be used in lieu of the fire extinguisher 15 required for the largest hazard area. N/A, the stored liquids are water- soluble. 6.3.2.6 Up to three AFFF- or FFFP-type fire extinguishers shall be permitted to fulfill the requirements, provided the sum of the Class B ratings meets or exceeds the value required for the largest hazard area. N/A, the stored liquids are water-soluble. 6.3.2.7 Travel distances for portable fire extinguishers shall not exceed 50 ft. 6.3.2.7.1 Scattered or widely separated hazards shall be individually protected. 6.3.2.7.2 A fire extinguisher in the proximity of a hazard shall be located to be accessible in the presence of a fire without undue danger to the operator. 5703.3 Site assessment. In the event of a spill, leak or discharge from a tank system, a site assessment shall be completed by the owner or operator of such tank system if the fire code official determines that a potential fire or explosion hazard exists. Such site assessments shall be conducted to ascertain potential fire hazards and shall be completed and submitted to the fire department within a time period established by the fire code official, not to exceed 60 days. 5703.4 Spill control and secondary containment. Where the maximum allowable quantity per control area is exceeded, and when required by Section 5004.2, rooms, buildings or areas used for storage, dispensing, use, mixing or handling of Class I, II and IIIA liquids shall be provided with spill control and secondary containment in accordance with Section 5004.2. 5703.5 Labeling and signage. The fire code official is authorized to require warning signs for the purpose of identifying the hazards of storing or using flammable liquids. Signage for identification and warning such as for the inherent hazard of flammable liquids or smoking shall be provided in accordance with this chapter and Sections 5003.5 and 5003.6. Warning signs are required. 5703.5.1 Style. Warning signs shall be of a durable material. Signs warning of the hazard of flammable liquids shall have white lettering on a red background and shall read: DANGER— FLAMMABLE LIQUIDS. Letters shall not be less than 3 inches in height and 1/2 inch in stroke. 16 5703.5.2 Location. Signs shall be posted in locations as required by the fire code official. Piping containing flammable liquids shall be identified in accordance with ASME A13.1. 5703.5.3 Warning labels. Individual containers, packages and cartons shall be identified, marked, labeled and placarded in accordance with federal regulations and applicable state laws. 5703.5.4 Identification. Color coding or other approved identification means shall be provided on each loading and unloading riser for flammable or combustible liquids to identify the contents of the tank served by the riser. 5704 Storage 5704.1. General. The storage of flammable and combustible liquids in containers shall be IAW this section and Chapter 50. 5704.1.1 Application of sprinkler protection tables. Tables 5704.3.6.3(4) through 5704.3.6.3(8) shall only apply to liquids stored in metal containers and tanks. For liquids stored in nonmetallic containers, nonmetallic portable tanks or rigid nonmetallic intermediate bulk containers, sprinkler protection shall be designed and installed in accordance with criteria based on full-scale fire testing conducted at an approved testing laboratory or based on other nationally recognized fire safety standards approved by the code official. The Class 1B liquid Isopropyl alcohol will be stored in metal 55-gallon drums and the Class IB Methanol and Acetone will be stored in 1-gallon glass bottles. 5704.3. Container and portable tank storage. Storage of flammable and combustible liquids in closed containers that do not exceed 60 gallons in individual capacity shall comply with section 5704.3.1 through 5704.3.8.5 5704.3.1 Design Construction and capacity of containers and portable tanks. The design and construction and capacity of containers for the storage of Class I, II, and IIIA liquids shall be in accordance with this section and NFPA 30 Section 9.4. 2015 NFPA 30 9.4 Acceptable Containers. 9.4.1* Only the following approved containers, intermediate bulk containers, and portable tanks shall be used for Class I, Class II, and Class IIIA liquids: (1) Metal containers, metal intermediate bulk containers, and metal portable tanks meeting the requirements of and containing products authorized by the U.S. 17 Department of Transportation Hazardous Materials Regulations in Title 49, Code of Federal Regulations, Parts 100–199, or by Part 6 of the UN Recommendations on the Transport of Dangerous Goods. Isopropyl Alcohol will be stored in metal 55-gallon drums. (3) Nonmetallic or metallic commercial/industrial safety cans meeting the requirements of, and used within the scope of, one or more of the following specifications: (a) ANSI/UL 30, Standard for Metal Safety Cans (b) ANSI/UL 1313, Standard for Nonmetallic Safety Cans for Petroleum Products (c) FM Global Approval Standard for Safety Containers and Filling, Supply, and Disposal Containers — Class Number 6051 and 6052 The 5-gallon safety lab cans currently used in the facility are FM approved. (7) Glass containers up to the capacity limits stated in Table 9.4.3 and in accordance with U.S. Department of Transportation Hazardous Materials Regulations in Title 49, Code of Federal Regulations, Parts 100–199. Methanol and Acetone will be stored in 1 gallon glass containers in cartons. 5704.3.1.1 Approved containers. Only approved containers shall be used. 5704.3.2 Liquid Storage Cabinets. Where other sections of this code require that liquid containers be stored in storage cabinets, such cabinets and storage shall be in accordance with Sections 5704.3.2.1 through 5704.3.2.2. The storage cabinets in this facility will be approved for the storage of flammable liquids. 5704.3.2.1 Design and construction of storage cabinets. Design and construction of liquid storage cabinets shall be in accordance with Sections 5704.3.2.1 through 5704.3.2.1.4. 5704.3.2.1.1 Materials. Cabinets shall be listed in accordance with UL 1275. 18 5704.3.2.1.2 Labeling. Cabinets shall be provided with a conspicuous label in red letters on contrasting background that reads: FLAMMABLE—KEEP FIRE AWAY. 5704.3.2.1.3 Doors. Doors shall be well fitted, self-closing and equipped with a three-point latch. 5704.3.2.1.4 Bottom. The bottom of the cabinet shall be liquid tight to a height of not less than 2 inches. 5704.3.2.2 Capacity. The combined total quantity of liquids in a cabinet shall not exceed 120 gallons. 5704.3.3 Indoor storage. Storage of flammable and combustible liquids inside buildings in containers shall be in accordance with sections 5704.3.3.1 through 5704.3.3.11. 5704.3.3.1 Portable fire extinguishers. Approved portable fire extinguishers shall be provided in accordance with specific sections of this chapter and Section 906. 5704.3.3.2 Incompatible materials. Materials that will react with water or other liquids to produce a hazard shall not be stored in the same room with flammable and combustible liquids in accordance with Section 5003.9.8. 5704.3.3.3 Clear means of egress. Storage of any liquids, including stock for sale, shall not be stored near or be allowed to obstruct physically the route of egress. 5704.3.3.4 Empty containers or portable tank storage. The storage of empty tanks and containers previously used for the storage of flammable or combustible liquids, unless free from explosive vapors, shall be stored as required for filled containers and portable tanks. Portable tanks and containers, when emptied, shall have the covers or plugs immediately replaced in openings. 5704.3.3.5 Shelf storage. Shelving shall be of approved construction, adequately braced and anchored. Seismic requirements shall be in accordance with the International Building Code. 5704.3.3.6 Rack storage. Where storage on racks is allowed elsewhere in this code, a minimum 4-foot-wide aisle shall be provided between adjacent rack sections and any adjacent storage of liquids. Main aisles shall be a minimum of 8 feet wide. N/A 5704.3.3.7 Pile or palletized storage. Solid pile and palletized storage in liquid warehouses shall be arranged so that piles are separated from each other by at least 4 feet. Aisles shall be provided and arranged so that no container or portable tank is more than 20 feet from an aisle. Main aisles shall be a minimum of 8 feet wide. N/A 5704.3.3.8 Limited combustible storage. Limited quantities of combustible commodities are allowed to be stored in liquid storage areas where the ordinary combustibles, other than 19 those used for packaging the liquids, are separated from the liquids in storage by a minimum of 8 feet horizontally, either by open aisles or by open racks, and where protection is provided in accordance with Chapter 9. 5704.3.3.9 Idle combustible pallets. Storage of empty or idle combustible pallets inside an unprotected liquid storage area shall be limited to a maximum pile size of 2,500 square feet and to a maximum storage height of 6 feet. Storage of empty or idle combustible pallets inside a protected liquid storage area shall comply with NFPA 13. Pallet storage shall be separated from liquid storage by aisles that are at least 8 feet wide. 5704.3.3.10 Containers in piles. Containers in piles shall be stacked in such a manner as to provide stability and to prevent excessive stress on container walls. Portable tanks stored more than one tier high shall be designed to nest securely, without dunnage. Material handling equipment shall be suitable to handle containers and tanks safely at the upper tier level. 5704.3.3.11 Fire-extinguishing systems. Automatic sprinkler and foam-water systems provided for the protection of container, intermediate bulk container and portable tank storage shall be of the wet pipe, deluge or pre-action type. If pre-action systems are used, they shall be designed so that water or foam solution discharges immediately from the sprinkler opened by heat from a fire. 5704.3.4 Quantity limits for storage. Liquid storage quantity limitations shall comply with Sections 5704.3.4.1 through 5704.3.4.4. 5704.3.4.1 Maximum allowable quantity per control area. For occupancies other than Group M wholesale and retail sales uses, indoor storage of flammable and combustible liquids shall not exceed the maximum allowable quantities per control area indicated in Table 5003.1.1(1) and shall not exceed the additional limitations set forth in this section. 5704.3.4.3 Quantities exceeding limits for control areas. Quantities exceeding those allowed in control areas set forth in Section 5704.3.4.1 shall be in liquid storage rooms or liquid storage warehouses in accordance with Sections 5704.3.7 and 5704.3.8. The quantities of Class IB liquids to be stored and “in use” exceed the MAQs in Table 5003.1.1(1) and therefore shall be stored in a liquid storage room in accordance with Section 5704.3.7. 5704.3.7 Liquid storage rooms. Liquid storage rooms shall comply with Sections 5704.3.7.1 through 5704.3.7.5.2. 5704.3.7.1 General. Quantities of liquids exceeding those set forth in Section 5704.3.4.1 for storage in control areas shall be stored in a liquid storage room complying with this section and constructed and separated as required by the International Building Code. 20 2020 MN State Building Code 415.11.5 HPM rooms, gas rooms, liquid storage room construction. HPM rooms, gas rooms and liquid storage rooms shall be constructed in accordance with Sections 415.11.5.1 through 415.11.5.9. [F] 415.11.5.2 Liquid storage rooms. Liquid storage rooms shall be constructed in accordance with the following requirements: 1. Rooms greater than 500 square feet in area, shall have no fewer than one exterior door approved for fire department access. The room is 124 sqft and therefore an exterior door is not required. 2. Rooms shall be separated from other areas by fire barrier constructed in accordance with Section 707 or horizontal assemblies constructed in accordance with Section 711, or both. The fire resistance rating shall be not less than 1 hour for rooms up to 150 square feet in area and not less than 2 hours where the room is more than 150 square feet in area. 1-hour walls shall be provided for liquid storage rooms of 150 sqft or less. The area of the Liquid storage room is approximately 124 sqft therefore 1-hour walls shall be provided. 3. Shelving, racks and wainscotting in such areas shall be of noncombustible construction or wood of not less than 1-inch nominal thickness or fire-retardant-treated wood complying with Section 2303.2. Shelving, racks and wainscoting shall be noncombustible. 4. Rooms used for the storage of Class I flammable liquids shall not be located in a basement. N/A [F] 415.11.5.3 Floors. Except for surfacing, floors of HPM rooms and liquid storage rooms shall be of noncombustible liquid-tight construction. Raised grating over floors shall be of noncombustible materials. Liquid Storage Room floor shall be of noncombustible liquid tight construction. [F] 415.11.5.4 Location. Where HPM rooms, liquid storage rooms and gas rooms are provided, they shall have no fewer than one exterior wall and such wall shall be not less than 30 feet from lot lines, including lot lines adjacent to public ways. As this is an unlimited area building, Section 507.8 also applies which does not require the room to be located on the outer perimeter if the room is less than 1000 sqft. 21 [F] 415.11.5.5 Explosion control. Explosion control shall be provided where required by Section 414.5.1. [F] 414.5.1 Explosion control. Explosion control shall be provided in accordance with the International Fire Code as required by Table 414.5.1 where quantities of hazardous materials specified in that table exceed the maximum allowable quantities in Table 307.1(1) or where a structure, room or space is occupied for purposes involving explosion hazards as required by Section 415 or the International Fire Code. Explosion control is not required IAW Table 414.5.1 as the MAQs in open use or dispensing are not exceeded. [F] 415.11.5.6 Exits. Where two exits are required from HPM rooms, liquid storage rooms and gas rooms, one shall be directly to the outside of the building. Only one exit is required. [F] 415.11.5.7 Doors. Doors in a fire barrier wall, including doors to corridors, shall be self-closing fire door assemblies having a fire protection rating of not less than 3/4 hour. Doors shall be self-closing fire door assemblies of not less than ¾ hour for 1 hour walls. 22 [F] 415.11.5.8 Ventilation. Mechanical exhaust ventilation shall be provided in liquid storage rooms, HPM rooms and gas rooms at the rate of not less than 1 cubic foot per minute per square foot of floor area or six air changes per hour, whichever is greater, for categories of material. Mechanical Exhaust Ventilation shall be provided for the Liquid Storage Room [F] 415.11.5.9 Emergency alarm system. An approved emergency alarm system shall be provided for HPM rooms, liquid storage rooms and gas rooms. An Emergency Alarm System shall be provided for the liquid storage room IAW with below requirements. Emergency alarm-initiating devices shall be installed outside of each interior exit door of such rooms. Activation of an emergency alarm-initiating device shall sound a local alarm and transmit a signal to the emergency control station. An approved emergency telephone system, local alarm manual pull stations or other approved alarm-initiating devices are allowed to be used as emergency alarm-initiating devices. 507.8 Group H-2, H-3 and H-4 occupancies. Group H-2, H-3 and H-4 occupancies shall be permitted in unlimited area buildings containing Group F or S occupancies in accordance with Sections 507.4 and 507.5 and the provisions of Sections 507.8.1 through 507.8.4. 507.8.1 Allowable area. The aggregate floor area of Group H occupancies located in an unlimited area building shall not exceed 10 percent of the area of the building or the area limitations for the Group H occupancies as specified in Section 506 based on the perimeter of each Group H floor area that fronts on a public way or open space. The aggregate area of all H occupancies shall not exceed 8,750 ft2 507.8.1.1 Located within the building. The aggregate floor area of Group H occupancies not located at the perimeter of the building shall not exceed 25 percent of the area limitations for the Group H occupancies as specified in Section 506. 507.8.1.1.1 Liquid use, dispensing and mixing rooms. Liquid use, dispensing and mixing rooms having a floor area of not more than 500 square feet need not be located on the outer 23 perimeter of the building where they are in accordance with the International Fire Code and NFPA 30. 507.8.1.1.2 Liquid storage rooms. Liquid storage rooms having a floor area of not more than 1,000 square feet need not be located on the outer perimeter where they are in accordance with the International Fire Code and NFPA 30. The liquid storage room is not required to be located on the outer perimeter as the area of the room is only 124 ft2 507.8.1.1.3 Spray paint booths. Spray paint booths that comply with the International Fire Code need not be located on the outer perimeter. N/A 5704.3.7.2 Quantities and arrangement of storage. The quantity limits and storage arrangements in liquid storage rooms shall be in accordance with Tables 5704.3.6.3(2) and 5704.3.6.3(3) and Sections 5704.3.7.2.1 through 5704.3.7.2. The maximum quantity of Class IB liquids stored in a liquid storage room is 1 drum, 6.5 feet high, maximum of 5,000 gallons per pile and a maximum of 15,000 gallons per room IAW Table 5704.3.6.3(2). 24 5704.3.7.2.1 Mixed storage. Where two or more classes of liquids are stored in a pile or rack section: N/A 5704.3.7.2.2 Separation and aisles. Piles shall be separated from each other by at least 4-foot aisles. Aisles shall be provided so that all containers are 20 feet or less from an aisle. Where the storage of liquids is on racks, a minimum 4-foot-wide aisle shall be provided between adjacent rows of racks and adjacent storage of liquids. Main aisles shall be a minimum of 8 feet wide. Additional aisles shall be provided for access to doors, required windows and ventilation openings, standpipe connections, mechanical equipment and switches. Such aisles shall be at least 3 feet in width, unless greater widths are required for separation of piles or racks, in which case the greater width shall be provided. 5704.3.7.2.3 Stabilizing and supports. Containers and piles shall be separated by pallets or dunnage to provide stability and to prevent excessive stress to container walls. Portable tanks stored over one tier shall be designed to nest securely without dunnage. Requirements for portable tank design shall be in accordance with Chapters 9 and 12 of NFPA 30. Shelving, racks, dunnage, scuffboards, floor overlay and similar installations shall be of noncombustible construction or of wood not less than a 1- inch (25 mm) nominal thickness. Adequate material-handling equipment shall be available to handle tanks safely at upper tier levels. 5704.3.7.3 Spill control and secondary containment. Liquid storage rooms shall be provided with spill control and secondary containment in accordance with Section 5004.2. 5004.2 Spill control and secondary containment for liquid and solid hazardous materials. Rooms, buildings or areas used for the storage of liquid or solid hazardous materials shall be provided with spill control and secondary containment in accordance with Sections 5004.2.1 through 5004.2.3. 5004.2.1 Spill control for hazardous material liquids. Rooms, buildings or areas used for the storage of hazardous material liquids in individual vessels having a capacity of more than 55 gallons, or in which the aggregate capacity of multiple vessels exceeds 1,000 gallons, shall be provided with spill control to prevent the flow of liquids to adjoining areas. Floors in indoor locations and similar surfaces in outdoor locations shall be constructed to contain a spill from the largest single vessel by one of the following methods: 1. Liquid-tight sloped or recessed floors in indoor locations or similar areas in outdoor locations. 25 2. Liquid-tight floors in indoor locations or similar areas in outdoor locations provided with liquid-tight raised or recessed sills or dikes. 3. Sumps and collection systems. 4. Other approved engineered systems. The liquid storage room shall be of noncombustible liquid tight construction IAW MN State Building Code. Except for surfacing, the floors, sills, dikes, sumps and collection systems shall be constructed of noncombustible material, and the liquid-tight seal shall be compatible with the material stored. When liquid-tight sills or dikes are provided, they are not required at perimeter openings having an open-grate trench across the opening that connects to an approved collection system. 5004.2.2 Secondary containment for hazardous material liquids and solids. Where required by Table 5004.2.2 buildings, rooms or areas used for the storage of hazardous materials liquids or solids shall be provided with secondary containment in accordance with this section when the capacity of an individual vessel or the aggregate capacity of multiple vessels exceeds the following: 1. Liquids: Capacity of an individual vessel exceeds 55 gallons or the aggregate capacity of multiple vessels exceeds 1,000 gallons. The quantity of Class IB liquids does not exceed 1000 gallons and the largest vessel is 55 gallons and therefore secondary containment is not required for the liquid storage room. 26 5704.3.7.4 Ventilation. Liquid storage rooms shall be ventilated in accordance with Section 5004.3. 5004.3 Ventilation. Indoor storage areas and storage buildings shall be provided with mechanical exhaust ventilation or natural ventilation where natural ventilation can be shown to be acceptable for the materials as stored. Mechanical ventilation shall be provided to meet the requirements below. 5004.3.1 System requirements. Exhaust ventilation systems shall comply with all of the following: 1. Installation shall be in accordance with the International Mechanical Code. 2. Mechanical ventilation shall be at a rate of not less than 1 cubic foot per minute per square foot of floor area over the storage area. 3. Systems shall operate continuously unless alternative designs are approved. 4. A manual shutoff control shall be provided outside of the room in a position adjacent to the access door to the room or in an approved location. The switch shall be a break-glass or other approved type and shall be labeled: VENTILATION SYSTEM EMERGENCY SHUTOFF. 5. Exhaust ventilation shall be designed to consider the density of the potential fumes or vapors released. For fumes or vapors that are heavier than air, exhaust shall be taken from a point within 12 inches of the floor. For fumes or vapors that are lighter than air, exhaust shall be taken from a point within 12 inches of the highest point of the room. 6. The location of both the exhaust and inlet air openings shall be designed to provide air movement across all portions of the floor or room to prevent the accumulation of vapors. 7. Exhaust air shall not be recirculated to occupied areas if the materials stored are capable of emitting hazardous vapors and contaminants have not been removed. Air contaminated with explosive or flammable vapors, fumes or dusts; flammable, highly toxic or toxic gases; or radioactive materials shall not be recirculated. 5704.3.7.5 Fire protection. Fire protection for liquid storage rooms shall comply with Sections 5704.3.7.5.1 and 5704.3.7.5.2. 27 5704.3.7.5.1 Fire-extinguishing systems. Liquid storage rooms shall be protected by automatic sprinkler systems installed in accordance with Chapter 9 and Tables 5704.3.6.3(4) through 5704.3.6.3(7) and Table 5704.3.7.5.1. In-rack sprinklers shall also comply with NFPA 13. The Class IB liquids (Isopropyl Alcohol) in metal 55 gallon drums will be stored one high in the liquid storage room. The liquid storage room shall be protected with an Automatic Sprinkler System with a design density of 0.25/5,000 sqft with high temperature sprinklers. The maximum spacing shall not exceed 100 sqft. A hose demand of 500 gpm shall be added. Protection criteria developed from fire modeling or full-scale fire testing conducted at an approved testing laboratory are allowed in lieu of the protection as shown in Tables 5704.3.6.3(2) through 5704.3.6.3(7) and Table 5704.3.7.5.1 where approved. Protection of Class IB liquid, Methanol and Acetone, in one gallon glass containers is not addressed in NFPA 13. FM Global Data Sheet 07-29 will be referenced for protection criteria. 2.4.5 Protection of Plastic, Composite (Plastic-Metal), or Other Combustible Containers: General 2.4.5.1 Protect storage of all ignitable liquids in plastic, composite (plastic- metal), glass, or other combustible packaging in accordance with Table 2.4.5.1. See Section 3.5.5 for more information. 2.4.5.2 Protect ignitable liquids in plastic or glass containers stored in shelves using the criteria in Table 2.4.5.1. 28 The Class IB liquids, Methanol and Acetone, in glass 1 gallon bottles will be stored in cartons palletized or on shelves in the liquid storage room to a maximum storage height of 5 feet. The liquid storage room shall be protected with an Automatic Sprinkler System IAW Table 2.4.5.1 above using Standard Response sprinklers. The maximum spacing shall not exceed 100 sqft. A hose demand of 500 gpm shall be added. 5704.3.7.5.2 Portable fire extinguishers. A minimum of one approved portable fire extinguisher complying with Section 906 and having a rating of not less than 20-B shall be located not less than 10 feet or more than 50 feet from any Class I or II liquid storage area located outside of a liquid storage room. Provide Fire Extinguishers as described above. 5704.4 Outdoor storage of containers and portable tanks. Storage of flammable and combustible liquids in closed containers and portable tanks outside of buildings shall be in accordance with Section 5703 and Sections 5704.4.1 through 5704.4.8. Capacity limits for containers and portable tanks shall be in accordance with Section 5704.3. 5704.4.1 Plans. Storage shall be in accordance with approved plans. 5704.4.2 Location on property. Outdoor storage of liquids in containers and portable tanks shall be in accordance with Table 5704.4.2. Storage of liquids near buildings located on the same lot shall be in accordance with this section. 29 The storage of containers outdoors in piles must not exceed 2200 gallons and 12’-0 in height per pile. The minimum distance between piles shall be 5 feet. The minimum distance to lot line of property that can be built on is 50’-0. The minimum distance to a public street, public alley or public way is 10 feet. The above distances can be reduced by 50% if the quantity stored does not exceed 50% of the maximum quantity per pile. 5704.4.2.1 Mixed liquid piles. Where two or more classes of liquids are stored in a single pile, the quantity in the pile shall not exceed the smallest of maximum quantities for the classes of material stored. N/A 5704.4.2.2 Access. Storage of containers or portable tanks shall be provided with fire apparatus access roads in accordance with Chapter 5. 5704.4.2.3 Security. The storage area shall be protected against tampering or trespassers where necessary and shall be kept free from weeds, debris and other combustible materials not necessary to the storage. 5704.4.2.4 Storage adjacent to buildings. Not more than 1,100 gallons of liquids stored in closed containers and portable tanks is allowed adjacent to a building located on the same premises and under the same management, provided that one of the following requirements is met: 1. The building does not exceed one story in height. Such building shall be of fire-resistance-rated construction with noncombustible exterior surfaces or noncombustible construction and shall be used principally for the storage of liquids. 2. The exterior building wall adjacent to the storage area shall have a fire- resistance rating of not less than 2 hours, having no openings to above-grade areas within 10 feet horizontally of such storage and no openings to below- grade areas within 50 feet horizontally of such storage. 30 The quantity of liquids stored adjacent to a building protected in accordance with Item 2 is allowed to exceed 1,100 gallons, provided that the maximum quantity per pile does not exceed 1,100 gallons and each pile is separated by a 10-foot-minimum clear space along the common wall. Where the quantity stored exceeds 1,100 gallons adjacent to a building complying with Item 1, or the provisions of Item 1 cannot be met, a minimum distance in accordance with Table 5704.4.2, column 7 (“Minimum Distance to Lot Line of Property That Can Be Built Upon”) shall be maintained between buildings and the nearest container or portable tank. 5704.4.3 Spill control and secondary containment. Storage areas shall be provided with spill control and secondary containment in accordance with Section 5703.4. Exception: Containers stored on approved containment pallets in accordance with Section 5004.2.3 and containers stored in cabinets and lockers with integral spill containment. 5704.4.4 Security. Storage areas shall be protected against tampering or trespassers by fencing or other approved control measures. 5704.4.5 Protection from vehicles. Guard posts or other means shall be provided to protect exterior storage tanks from vehicular damage. Where guard posts are installed, the posts shall be installed in accordance with Section 312. SECTION 312 VEHICLE IMPACT PROTECTION 312.1 General. Vehicle impact protection required by this code shall be provided by posts that comply with Section 312.2 or by other approved physical barriers that comply with Section 312.3. 312.2 Posts. Guard posts shall comply with all of the following requirements: 31 1. Constructed of steel not less than 4 inches in diameter and concrete filled. 2. Spaced not more than 4 feet between posts on center. 3. Set not less than 3 feet deep in a concrete footing of not less than a 15-inch diameter. 4. Set with the top of the posts not less than 3 feet above ground. 5. Located not less than 3 feet from the protected object. 312.3 Other barriers. Barriers, other than posts specified in Section 312.2, that are designed to resist, deflect or visually deter vehicular impact commensurate with an anticipated impact scenario shall be permitted where approved. 5704.4.6 Clearance from combustibles. The storage area shall be kept free from weeds, debris and combustible materials not necessary to the storage. The area surrounding an exterior storage area shall be kept clear of such materials for a minimum distance of 15 feet. 5704.4.7 Weather protection. Weather protection for outdoor storage shall be in accordance with Section 5004.13. 5004.13 Weather protection. Where overhead noncombustible construction is provided for sheltering outdoor hazardous material storage areas, such storage shall not be considered indoor storage where the area is constructed in accordance with the requirements for weather protection as required by the International Building Code. 5704.4.8 Empty containers and tank storage. The storage of empty tanks and containers previously used for the storage of flammable or combustible liquids, unless free from explosive vapors, shall be stored as required for filled containers and tanks. Tanks and containers when emptied shall have the covers or plugs immediately replaced in openings. SECTION 5705 DISPENSING, USE, MIXING AND HANDLING 5705.1 Scope. Dispensing, use, mixing and handling of flammable liquids shall be in accordance with Section 5703 and this section. Tank vehicle and tank car loading and unloading and other special operations shall be in accordance with Section 5706. 5705.2 Liquid transfer. Liquid transfer equipment and methods for transfer of Class I, II and IIIA liquids shall be approved and be in accordance with Sections 5705.2.1 through 5705.2.6. 32 5705.2.1 Pumps. Where positive-displacement pumps are used, they shall be provided with pressure relief discharging back to the tank, pump suction or other approved location, or shall be provided with interlocks to prevent overpressure. 5705.2.2 Pressured systems. Where gases are introduced to provide for transfer of Class I liquids, or Class II and III liquids transferred at temperatures at or above their flash points by pressure, only inert gases shall be used. Controls, including pressure relief devices, shall be provided to limit the pressure so that the maximum working pressure of tanks, containers and piping systems cannot be exceeded. Where devices operating through pressure within a tank or container are used, the tank or container shall be a pressure vessel approved for the intended use. Air or oxygen shall not be used for pressurization. Inert gas will be used. 5705.2.3 Piping, hoses and valves. Piping, hoses and valves used in liquid transfer operations shall be approved or listed for the intended use. The piping, hoses and fittings will be listed or approved. 5705.2.4 Class I, II and III liquids. Class I liquids or, when heated to or above their flash points, Class II and Class III liquids, shall be transferred by one of the following methods: 1. From safety cans complying with UL 30. 2. Through an approved closed piping system. 3. From containers or tanks by an approved pump taking suction through an opening in the top of the container or tank. This method will be used. 4. For Class IB, IC, II and III liquids, from containers or tanks by gravity through an approved self-closing or automatic-closing valve where the container or tank and dispensing operations are provided with spill control and secondary containment in accordance with Section 5703.4. Class IA liquids shall not be dispensed by gravity from tanks. 5. Approved engineered liquid transfer systems. Exception: Liquids in original shipping containers not exceeding a 5.3-gallon capacity. 5705.2.5 Manual container filling operations. Class I liquids or Class II and Class III liquids that are heated up to or above their flash points shall not be transferred into containers unless the nozzle and containers are electrically interconnected. Acceptable methods of electrical interconnection include either of the following: 1. Metallic floor plates on which containers stand while filling, where such floor plates are electrically connected to the fill stem. 2. Where the fill stem is bonded to the container during filling by means of a bond wire. The nozzle and containers will be electrically interconnected 33 5705.2.6 Automatic container-filling operations for Class I liquids. Container-filling operations for Class I liquids involving conveyor belts or other automatic-feeding operations shall be designed to prevent static accumulations. N/A 5705.3 Use, dispensing and mixing inside of buildings. Indoor use, dispensing and mixing of flammable and combustible liquids shall be in accordance with Section 5705.2 and Sections 5705.3.1 through 5705.3.5.3. 5705.3.1 Closure of mixing or blending vessels. Vessels used for mixing or blending of Class I liquids and Class II or III liquids heated up to or above their flash points shall be provided with self-closing, tight-fitting, noncombustible lids that will control a fire within such vessel. N/A 5705.3.2 Bonding of vessels. Where differences of potential could be created, vessels containing Class I liquids or liquids handled at or above their flash points shall be electrically connected by bond wires, ground cables, piping or similar means to a static grounding system to maintain equipment at the same electrical potential to prevent sparking. 5705.3.3 Heating, lighting and cooking appliances. Heating, lighting and cooking appliances that utilize Class I liquids shall not be operated within a building or structure. N/A 5705.3.4 Location of processing vessels. Processing vessels shall be located with respect to distances to lot lines of adjoining property that can be built on, in accordance with Tables 5705.3.4(1) and 5705.3.4(2). N/A 5705.3.5 Quantity limits for use. Liquid use quantity limitations shall comply with Sections 5705.3.5.1 through 5705.3.5.3. 5705.3.5.1 Maximum allowable quantity per control area. Indoor use, dispensing and mixing of flammable and combustible liquids shall not exceed the maximum allowable quantity per control area indicated in Table 5003.1.1(1) and shall not exceed the additional limitations set forth in Section 5705.3.5. The indoor use and dispensing of flammable liquids does not exceed the MAQs in Table 5003.1.1(1). a. The MAQ of 120 gallons “in closed use” in the liquid storage room is not exceeded as there will only be 110 gallons. b. The MAQ of 60 gallons “in open use” in the warehouse area is not exceeded as there will only be 60 gallons. 5705.3.5.3 Quantities exceeding limits for control areas. Quantities exceeding the maximum allowable quantity per control area indicated in Sections 5705.3.5.1 and 5705.3.5.2 shall be in accordance with the following: N/A 34 5705.3.7 Rooms or buildings for quantities exceeding the maximum allowable quantity per control area. Where required by Section 5705.3.5.3 or 5705.3.6.1, rooms or buildings used for the use, dispensing or mixing of flammable and combustible liquids in quantities exceeding the maximum allowable quantity per control area shall be in accordance with Sections 5705.3.7.1 through 5705.3.7.6.3. 5705.3.7.1 Construction, location and fire protection. Rooms or buildings classified in accordance with the International Building Code as Group H-2 or H-3 occupancies based on use, dispensing or mixing of flammable or combustible liquids shall be constructed in accordance with the International Building Code. 5705.3.7.2 Basements. In rooms or buildings classified in accordance with the International Building Code as Group H-2 or H-3, dispensing or mixing of flammable or combustible liquids shall not be conducted in basements. N/A 5705.3.7.3 Fire protection. Rooms or buildings classified in accordance with the International Building Code as Group H-2 or H-3 occupancies shall be equipped with an approved automatic fire-extinguishing system in accordance with Chapter 9. 5705.3.7.4 Doors. Interior doors to rooms or portions of such buildings shall be self- closing fire doors in accordance with the International Building Code. The interior door shall be self-closing. 5705.3.7.5 Open systems. Use, dispensing and mixing of flammable and combustible liquids in open systems shall be in accordance with Sections 5705.3.7.5.1 through 5705.3.7.5.3. N/A 5705.3.7.5.1 Ventilation. Continuous mechanical ventilation shall be provided at a rate of not less than 1 cfm per square foot [0.00508 m3/(s • m2)] of floor area over the design area. Provisions shall be made for introduction of makeup air in such a manner to include all floor areas or pits where vapors can collect. Local or spot ventilation shall be provided where needed to prevent the accumulation of hazardous vapors. Ventilation system design shall comply with the International Building Code and International Mechanical Code. 5705.3.7.6 Closed systems. Use or mixing of flammable or combustible liquids in closed systems shall be in accordance with Sections 5705.3.7.6.1 through 5705.3.7.6.3. 5705.3.7.6.1 Ventilation. Closed systems designed to be opened as part of normal operations shall be provided with ventilation in accordance with Section 5705.3.7.5.1. Ventilation shall be provided IAW 5705.3.7.5.1 35 5705.3.7.6.2 Explosion control. Explosion control shall be provided where an explosive environment can occur as a result of the mixing or use process. Explosion control shall be designed in accordance with Section 911. N/A 5705.3.7.6.3 Spill control and secondary containment. Spill control shall be provided in accordance with Section 5703.4 where flammable or combustible liquids are dispensed into containers exceeding a 1.3-gallon capacity or mixed or used in open containers or systems exceeding a 5.3-gallon capacity. Spill control and secondary containment shall be provided in accordance with Section 5703.4 where the capacity of an individual container exceeds 55 gallons or the aggregate capacity of multiple containers or tanks exceeds 1,000 gallons. Spill control shall be provided in the liquid storage room and outside the storage room where flammable liquids are dispensed into containers exceeding 1.3 gallons. 36 Conclusion A. The Heraeus Medevio storage of Class IB Flammable Liquids in the Liquid Storage Room and Warehouse Control Area will meet the code requirements of the 2020 Minnesota State Building Code and 2020 Minnesota State Fire Code with the following provisions: 1) Provide warning signs and post in locations required by the fire code official. 2) Approved containers shall be used. (metal drums, 1 gallon glass bottles & FM approved safety cans) 3) One (1) hour walls shall be provided for the liquid storage room. 4) Doors for the liquid storage room shall be self-closing fire door assembly rated for 45-minutes. 5) Shelving in the liquid storage room shall be noncombustible, braced and anchored, and compatible with the liquids being stored. a. Storage shall only be one steel drum high b. Storage shall be only up to 5 feet high for Methanol and acetone in the one-gallon glass containers. 6) Floor shall be noncombustible liquid tight construction in the liquid storage room and where dispensing will occur. 7) The liquid storage room and areas where flammable liquids will be used must be classified IAW Table 5703.1.1. * Industrial trucks will not be used in or within 5 feet of the new H-2 room. 8) Explosion Control is not required. 9) A minimum of 4’-0 aisles shall be provided in the liquid storage room. 10) Mechanical Exhaust ventilation shall be provided for the liquid storage room: a. Ventilation shall be at a rate of not less than 1 cubic foot per minute per square foot of floor area over the storage area. b. System shall operate continuously. c. A manual shutoff control shall be provided outside of the room in a position adjacent to the access door to the room or in an approved location. The switch shall be a break-glass or other approved type and shall be labeled: VENTILATION SYSTEM EMERGENCY SHUTOFF. d. The location of both the exhaust and inlet air openings shall be designed to provide air movement across all portions of the floor or room to prevent the accumulation of vapors. e. Exhaust air shall not be recirculated to occupied areas if the materials stored are capable of emitting hazardous vapors and contaminants have not been removed. 11) An approved emergency alarm system shall be provided for the liquid storage room. a. Emergency alarm initiating devices shall be installed outside of the interior exit door. b. Activation of an emergency alarm-initiating device shall sound a local alarm and transmit a signal to the emergency control station. 37 c. An approved emergency telephone system, local alarm manual pull stationS or other approved alarm-initiating devices are allowed to be used as emergency alarm-initiating devices. 12) Portable fire extinguishers shall be provided as follows: a. One 20-B extinguisher shall be located between 10 and 50 feet from the Liquid Storage Room b. One shall be located within 10 feet of the Liquid Storage Room. c. Either seven (7) 20lb or four (4) 40lb dry chemical portable extinguishers shall be provided outside the liquid storage room IAW NFPA 10. B. The sprinkler protection located at the Heraeus Medevio facility in Fridley will meet requirements of the 2020 Minnesota State Building Code and 2020 Minnesota State Fire Code with the following provisions: 1) The existing automatic sprinkler system shall be modified to provide protection in the new liquid storage room to meet both design criteria below: a. For storage of Isopropyl Alcohol in 55 gallon metal drums: i. Design Density - 0.25 / entire room ii. High temperature sprinklers iii. 100 sqft maximum spacing iv. 500 gpm hose demand b. For storage of Methanol and Acetone in glass bottles: i. Design criteria IAW FM Global Data Sheet 07-29 Table 2.4.5.1 ii. Standard response sprinklers iii. 100 sqft maximum spacing iv. 500 gpm hose demand C. The Heraeus Medevio facility and storage of Flammable Liquids in the Flammable Liquid Storage Cabinets will meet the code requirements of the 2020 Minnesota State Building Code and 2020 Minnesota State Fire Code with the following provisions: 1) A maximum of three (3) 120-gallon capacity approved cabinets are permitted with a maximum total of 330 gallons of Class IB liquids. 2) Provide warning signs and post in locations required by the fire code official. 3) The Cabinets shall be listed IAW UL 1275. 4) Doors shall be well fitted, self-closing and equipped with a 3-point latch. 5) The cabinets shall be provided with a conspicuous label in red letters on contrasting background that reads: FLAMMABLE – KEEP FIRE AWAY. 6) Bottom of the cabinet shall be liquid tight. 7) The combined quantity of liquids in each cabinet shall not exceed 120- gallons or the rated cabinet capacity. 38 D. Heraeus Medevio may have the need to store Class IB flammable liquids in an outdoor location in the future. The storage of Class IB Flammable Liquids outdoors will meet the code requirements of the 2020 Minnesota State Building Code and 2020 Minnesota State Fire Code with the following provisions: 1) The storage of containers outdoors in piles must not exceed 2,200 gallons and 12’-0 in height per pile. The minimum distance between piles shall be 5 feet. 2) The minimum distance to lot line of property that can be built on is 50’-0. The minimum distance to a public street, public alley or public way is 10 feet. The above distances can be reduced by 50% if the quantity stored does not exceed 50% of the maximum quantity per pile. 3) Storage of containers or portable tanks shall be provided with fire apparatus access roads. 4) The storage area shall be protected against tampering or trespassers where necessary and shall be kept free from weeds, debris and other combustible materials not necessary to the storage. 5) Storage areas shall be provided with spill control and secondary containment unless the containers are either stored on approved containment pallets in accordance with Section 5004.2.3 or the containers are stored in cabinets and lockers with integral spill containment. 6) Storage areas shall be protected against tampering or trespassers by fencing or other approved control measures. 7) Guard posts or other means shall be provided to protect exterior storage tanks from vehicular damage. 8) The storage area shall be kept free from weeds, debris and combustible materials not necessary to the storage. The area surrounding an exterior storage area shall be kept clear of such materials for a minimum distance of 15 feet. 9) If provided, weather protection for outdoor storage shall be in accordance with Section 5004.13. 10) Heraeus Medevio shall notify the City of Fridley in writing and submit a site storage plan for approval prior to storing Class IB flammable liquids outdoors.
