Approving Three Separate Highway Safety Improvement Program (HSIP) Grant
Applications to MnDOT for Cityside Safety Improvements
Whereas, the Federal Highway Safety Improvement Program (HSIP) administered by the
Minnesota Department of Transportation (MnDOT) and the Metropolitan Council provides
federal-aid funding specifically targeted at reducing traffic fatalities and serious injuries on public
roads; and
Whereas, the City of Fridley (City) has established a data-driven safety framework through its
local Safe Streets and Roads for All (SS4A) "Streets for All" Safety Action Plan to proactively
mitigate corridor crash risks; and
Whereas, staff utilized the SS4A planning process to isolate three independent, high-priority
locations requiring targeted infrastructure safety countermeasures; and
Whereas, these three distinct safety projects are being submitted as standalone applications for
regional solicitation funding available in Federal Fiscal Years 2030 and 2031:
1. Osborne Road Improvements
2. 81st Avenue and Main Street Intersection Improvements
3. 83rd Avenue and University Avenue West Service Drive Intersection Improvements.
Now therefore be it resolved, that the City Council hereby:
1. Authorizes City staff to submit a formal submission of all three separate and independent
HSIP grant applications to MnDOT as detailed above.
2. Commits to providing the required minimum 10% non-federal local matching funds.
3. Commits to ensuring operation and maintenance of the facility for its design life, including
snow removal and ice control following construction.
