Title: Water System Update
Background
Staff will provide an update on the drinking water system and source water. Included will be the
annual Water Quality Report and results of supplemental source water monitoring (see below
and attached for additional detail), Locke Park Water Treatment Plant Update, drought impacts
and source water monitoring and protection.
On June 30 of this year, the City of Fridley (City) completed and published its 2025 Consumer
Confidence Report (Drinking Water Quality Report), attached and available
at FridleyMN.gov/Utilities-Services/Water-Sewer/Water-Quality-Reports. Staff strives to make
this report informative and readable to all customers. However, much of the language used in
the report is mandated by the United States Environmental Protection Agency (EPA) and
Minnesota Department of Health (MDH). A summary of the drinking water sampling for the year
is found on the final page of the report, including water sourced from the City's wells and
sourced from New Brighton and provided to the City via pipe interconnection. This includes
supplemental monitoring performed by the City to monitor concentrations of historic and
recently observed contaminants, detailed further below.
The City's drinking water quality meets all standards, and the City performs voluntary
supplemental monitoring of historic pollutants to ensure that these do not near levels that can
impact public health. Staff are especially happy to report that the presence of TCE was not
detected in any well testing, and 1,4-dioxane continues to decline; it is now about half the
concentration of ten years ago.
Staff have known since 2016 that Well 10 has had PFAS concentrations higher than we were
comfortable with prior to standards and that well has not been used for production since that
time. PFAS presence at Well 10 is in excess of standards, with 11 different PFAS compounds
detected. The presence of PFAS in this well will be addressed under the City’s upgraded
treatment under construction and funded through a loan/grant by the State of Minnesota Public
Facilities Authority (PFA).
In addition to Well 10, the City’s other shallow wells now show a consistent presence of PFAS at
extremely low levels of under nine parts per trillion for one compound; Perfluorobutanoic acid
(PFBA). With the exception of Well 12, these levels equate to a negligible health risk which is 100
times lower than the MDH standard. The consistency between wells located in various locations
in the City likely means that background contamination is present at extremely low levels in the
Prairie-du-Chien/Jordan aquifer.
In March of last year, MDH sampled distributed water for Per- and polyfluoroalkyl substances
(PFAS), also known as forever chemicals. Commons Plant and Locke Park Treatment Plant (Well
11 only) scored 0.00 on both MDH and EPA hazard indices (for both, 1.00 is the standard), Water
Treatment Plant 3 scored a 0.01 and 0.05 out of 1.00 on the respective hazard indices.
All three plants showed low levels of PFBA (Perfluorobutanoic Acid) in their distribution, ranging
from 1.1 to 8.4 parts per trillion (ppt). PFBA is a short-chain per- and polyfluoroalkyl substance
(PFAS) historically used in industrial and consumer applications and frequently detected in parts
of Minnesota's groundwater near legacy disposal sites. Health Risk Limits are set at 7,000 ppt;
below this threshold PFBA poses little to no health risk over a lifetime of exposure. MDH notes
that skin contact with water (such as showering or swimming) does not pose a major exposure
risk, as PFBA is poorly absorbed through the skin.
Water from Treatment Plant 3 (source Well 12) also showed the presence of PFHxS
(Perfluorohexane Sulfonate), which is a more concerning type of PFAS chemical. PFHxS was
measured at 0.51 ppt, and the respective EPA and MDH standards are 47 ppt and 10 ppt. PFHxS
is a persistent, human-made industrial chemical that builds up in the human body over time,
and was historically utilized as a surfactant, mist suppressant, and in fire-fighting foams
(especially near airports and military sites) and can be found in certain consumer goods such as
stain-resistant fabrics, water-repellent treatments, and older non-stick or grease-proofing
coatings. PFHxS possesses a very long biological half-life, meaning it stays in human blood for
years. Research links exposure to potential disruptions in liver function, lipid metabolism, thyroid
changes, and endocrine disruption.
The City will continue to monitor for PFAS, with priority focus on the presence of PFHxS at Water
Treatment Plant 3 on a semi-annual basis to ensure these contaminants are remaining at low
levels.

Making Safe Drinking Water
through the Minnesota Pollution Control Agency (MPCA) for
the design to retrofit the Locke Park Water Treatment Plant. The
project includes the construction of a granular activated carbon
(GAC) advanced treatment process to the existing treatment
plant to address the presence of Perfluoroalkyl Substances
(PFAS) in the CityÔs Well 10. Project construction is to be funded
using a low-interest DWRF loan through the Minnesota Public
Facilities Authority (PFA). The Project is further eligible for par-
tial loan forgiveness as part of an Emerging Contaminants pro-
gram. The project was awarded in October 2025, the start of
construction began in May 2026, and completion is anticipated
in early 2027.
The City continued its expanded hydrant flushing and testing
program that provides additional assurance that privately-
owned hydrants are functional and available for an emergency.
The program also includes pressure and volume testing to verify
underground water piping systems are functioning properly.
Your drinking water comes from a groundwater source: eleven
wells ranging from 199 to 870 feet deep, that draw water from

Title: Fire Division Staffing
Background
The Fire Division continues to experience increasing service demand while operating with limited
staffing. Because of this, Paid-on-Call (POC) Firefighters are routinely forced to pick up shifts to
maintain our minimum staffing requirements. This results in an increase in firefighter burnout
which leads to a decrease in employee retention. In addition to this concern, our current full-
time 56-hour firefighters are struggling with an ever-increasing regiment of duties to manage
on shift, in addition to responding to calls. Often times we have fire staff serving in two roles at
the same time, such as the Fire Apparatus Operator and Incident Commander. Over the last 9
years the fire division has taken several steps to address this issue as efficiently and effectively as
possible. At this point, in order to preserve the POC model the Fire Division needs additional
full-time 56-hour firefighter staff.
The annual projected financial impact of each position is approximately $140,000 (wages &
benefits/taxes). However, approximately $30,000 of this cost would offset by removing several
POC firefighter shifts, bringing the total cost closer to $110,000.
Recommendation
Staff recommend the addition of 1 full-time 56-hour firefighter during the upcoming budget
cycle with a July 1 start date. This position would serve as the first of 3 full-time 56-hour
firefighters over the next few years. This investment will strengthen emergency response
capabilities and position the department to meet the current and future needs of our
community.
