The meeting was called to order by Chairman Schmedeke at 7:05 P.M.
ROLL CALL:

l. LOT SPLIT REQUEST• L.S. ��70-06, GEORGE WALQUIST: Lot 6 combined with the
S2 of Lot 7, Block 1, Erco's lst Addition. Site for dental clinic.
Mr. Walquist was present.
The members of the Subcommittee read the letter sent to the City Manager
from the City Attorney regarding the communication of Oliver Erickson dated
April 1%, 1970 concerning variances.
Referring to the City Attorney's letter, the Engineering Assistant explained
that the way he interpreted the letter, is that on older plats, if variances
are requested, unless there is some specific reason why it should not be granted,
it should be approved. The land owned by Mr. Walquist was platted iong before the
ordinance and according to the City Attorney, the variance should be granted.
In this case, the split of the lot and description would be simple enough so
that it would not be difficult to follow.
The Subcommittee wondered if the ordinance could be changed so that requests
involving the older plats could be considerec� according to the ordinance.
Crowder commented that the Subcommittee is being asked to split an 83 foot
lot and what would they do if they got a request regarding the development of
the N� of Lot 7 by itself. The Engineering Assistant said the petitioner could be
requested to plat the three lots (Lots 6, 7 and 8), but that would be quite
costly. In answer to Mr. Crowder's question that, from the standpoint of the
City, was there anything detrimental in the situation, Darrel Clark said that,
as long as the Board of Appeals and Council approved the variance, this Subcom-
mittee should think about the lot split only.
MOTION by Crowder, seconded by Zeglen, that the Plats & 5ubdivisions-5treets
and Utilities Subcommittee recommend to the Planning Commission approval of the
lot split request, L.5. #70-06, by George L. Walquist, to split Lot 7, Block 1,
Erco's lst Addition, as shown in the application. Upon a voice vote, alI voting
aye, the motion carried unanimously.
For the record, Mr. Crowder asked that it be shown that splitting Lot 7
would create a fQrty-one and one half foot lot. The ,Subcommittee did not feel
it was necessary to tack any stipulation onto the motion as they were assured
that the ownership of the Lot 8 and North Half of Lot 7 would remain with the
same parties so that they would develop together.

2. STUDY OF TRAFFIC SIGNS AT T.H. ��47 AND INTERSTATE ��694:
The Police Department furnished the statistics of traffic accident survey
from 53rd Avenue N.E. to 57th Avenue N.E., North and South of Hwy. ��694 on
Hwy. �i�47 (University Avenue), East River Road and Hwy. ��65. It was noted there
were two fatals on East River Road.
After a discussion of the difficulties the motorist has at the ramps under
4�694 going North and South and left and right turn lanes, the Subcommittee agreed
that signs should be placed on the bridge overhead indicating where each lane of
traffic is to go. This would be especially helpful at night as the motorist
would get advance warning signs. The Chairman submitted a drawing of suggested
signs for the South side of the bridge over T.H. ��47 (University Avenue) and the
North side.
MOTION by Meissner, seconded by Zeglen, that the Plats & Subdivisions-Streets
& Utilities Subcommittee instruct the Engineering Assistant, Darrel Clark, to
draw up a resolution requesting the Minnesota Highway Department to consider
placing lighted signs on the Interstate #694 bridges for the traffic going North
or South at the intersections of East River Road, University Avenue (T.H. #47)
and T.H. #65 at the Moore Lake intersection. Upon a voice vote, all voting aye,
the motion carried unanimously.
3. MEETING NIGHT:
The Subcommittee agreed that they wou�d like to continue meeting at 7:00 P.M.
when the Agenda is a light one and could be taken care of within the hour, but
if the Agenda were a long one, they could meet on the Wednesday either preceeding
or following the Planning Commission meeting nights. In every instance, the
Engineering Assistant would contact the Chairman before the Agendas were sent out.
ADJ OURNMENT :
MOTION by Crowder, seconded by Zeglen, that the Plats & Subdivisions-Streets &
Utilities Subcommittee adjourn the May 20, 1970 meeting at 7:50 P.M. Upon a voice
vote, all voting aye, the motion carried.
