PL SUBCOM 07/22/1970 - 31083� � PLATS & SUBDIVISIONS- STREETS & UTILITIES SUBCOMMITTEE JULY 22, 1970 Page 1 The meeting was called to order at 7:10 P.M. by Chairman Schmedeke. ROLL CALL: Members Present: Crowder, Meissner, Schmedeke Member Absent: Zeglen Others Present: Darrel Clark, Engineering Assistant PROPOSED PRELIMINARY PLAT, P.S. ��70-03, INNSBRUCK NORTH, BY_VIEWCON, INC.: That portion of the E'� of the S� of Section 24. Mr. Charles Van Eeckhout was gresent representing Viewcon, Inc. He explained that they were asking for a rezoning for the Easterly half of this 120 acres, and would be platting the entire area. The streets and lots were shown on the pre- liminary plat given to the Subcoaunittee for study. The terrain is rough; some of the lots were simple to use and some could not be used, probably for many ye�rs. There are approximately 100 lots that are very nicely situated. The plat will consist of one area containing the single f amily residences on the Westerly portion of the land, and the balance will be Outlot C and Outlot D. These Outlots will contain the condominium type of apartments which are about the size of a large rambler. There will be 12 units per building with 7� units per acre including the park land which is a 12 acre parcel. Outlot A is a small lot in the Northwest corner of the property and Outlot B is a storm sewer holding basin and park for the residents. The proposed Matterhorn Drive (State Aid Street) was discussed. Originally it was aligned East of the present proposal, but there would be no problem changing it. In answer to Mr. Crowder's question, the Engineering Assistant said the water supply will be no problem, we have a trunk line in Matterhorn Drive. The sanitary sewer is the problem, but it is not one that cannot be solved. The City has an 8 inch sewer running up Hathaway Lane, and it is nearing capacity. He didn't be- lieve Fridley could take all of the capacity, but it was hoped New Brighton could take part into their system. This is one of the fine points that had not been studied yet because the density hasn't been determined. Probably we would have to have lift stations, and perhaps part could be by gravity. Another solution would be underground storage and pump out the reservoir during off peak hours. Mr. Van Eeckhout said that this had been done in Brooklyn Park, and he felt the sewer problem was more of a mechanical one which could be worked out with the City. Referring to the proposed plat, he continued that the Westerly portion would contain 6 blocks, with Outlot A, which was too small for a buildable site, and the area they were asking to be rezoned would contain Outlots B, C and D. Outlot B is the storm sewer holding basin. This is an attractive parcel and would add a lot to the project as it would be used for a central park for the use of the residents and would have a walking path. As far as the residential lots were concerned, there were no minimum lots, as there will be two lots to the acre. � Plats & Subs.-Str. & Util. Sulacom. Meetin� - July 22, 1970 Page 2 Mr. Van Eeckhout said they are planning to have underground utilities. The Engineering Assistant explained that easements are not shown on the pre- liminary plat, but the developer will be informed what the City needs before the final plat is drawn. There probably would be a dedication of 50 feet for the street with an additional 10 feet for utilities. The street pattern was discussed, and the Commission gave approval to the layout. At the request of the petitioners, Regis Drive was closed to prevent traffic from the proposed plat, but it was deter- mined that Hathaway Lane would have to remain open. The two State Aid roads through the area are Hathaway Lane and the proposed extension of Matterhorn Drive. Mr. Meissner asked if Viewcon had followed the City's Code regarding the 12 parking stalls per unit. They Had. Then he asked that, with the contour of the 1and being shown and the placement of the roads and lots, were they anticipating a lot of grading or live within the contours and go up and down the hills. Mr. Van Eeckhout answered they would do a minimum amount of grading and work with the Engineering Department. They would do as little with the land as possible to maintain the character of the land. At this time, the platting has been studied considerably more than other problems, as they realize when the plat is filed, that is it. MOTION by Crowder, seconded by Meissner, that the P1ats & Subdivisions- Streets and Utilities Subcommittee recommend approvaZ to the Planning Commission of the proposed Preliminary Plat, P.S. #70-03, Innsbruck North, by Viewcon, Inc. for that portion of the Ez of the S12 of 5ection 24, as shown on the document studi ed by the Subcommittee this evening dated July 17, 1970. Upon a voice vote, all voting aye, the motion carried unanimously. ADJOURNMENT : MOTION by Meissner, seconded by Crowder, that the Plats & Subdivisions-Streets & Utilities Subcommittee meeting be adjourned at 7:50 P.M.
