ORDINANCE NO. 527
AN ORDINANCE PROHIBITING THE POSSESSION OR SALE
OF CERTAIN DRUGS AND RELATED PARAPHERNALIA
AND PROVIDING PENALTIES THEREFORE
THE CITY COUNCIL OF THE CITY OF FRIDL&'Y DOES ORDAIN AS FOLLOWS:

SECTION I. No person shall possess, selI, distzibute, administer, Possession,
dispense, fusnish, use or prescribe any cocaine or Etc. of Drugs
opium or any of their derivatives, or any cannabas Restricted
indica or cannibas satiiva or marijuana, or any of
their derivatives (hereinafter cal2ed "drugs") except
as provided in Section 2.
SECTION 2. Any manufacturer, wholesaler, apothecary, physicia,�,
dentist, veterinarian, pubSic or private hospital,.
sanitorium or institution maintained or conducted
in whole or in part for the treatment of disabi2iicsr
or disease or inebriety or drug addiction, may
purchase, receive, possess, se.22, distribute,
prescriBe, administer or dispense such drugs
provided he shall have complied with a11 the
provisions and requirements of the Act of Congress
of December 17, I914, known as the Harrison Narcotic
Law, as the same exists and may be amended.

SECTION 3. No person except dealers in surgacad instruments, Fussessac+a�
apothecaries, physicians, dentists, veterinarians, of .'r.�jectiart
nurses, attendants and interns of hospitals, Imple��ents
sanitoriums os any other institutian in whioh
persons are treated for disability or disease,
shall at any time have or possess any hypodermic
syringe or needle or any instr�ment or implement
adapted for the use of cooaine or narcotic drvgs
by subcutaneows injections and which is possessed
for that purpose, unless such possession be aathorizer2
by the certificate of a phgsician issued within a
period of one year prior to any time of such possession.
SECTTON 4. No person sha11 use, possess or have vnder his conLroT Possess�:ozu
for use any stem, bowZ, lamg, yen hock or other opi,urn- of �pfauc-
smoking paraphernalia or accessories used for the Sz�olcszag

SECTION 5. The provisions of Sections 1, 2, 3 and 4 shaS1 not
apply to comire�n carriers or warehousemen or their
employees engaged �n the lawful distribution or
storage of the drvgs and materials mentioned in
said sections, or to public ofPicers or employees
while engaged in the performance of their official
duties, or to the temporary incidental possession
thereof by employees or agents of persons Iawfully
entit2ed to such possession.
SECTION 6. Any possession, sale, distribution, prescription,
administration, dispensation or use of such drugs,
injection imp2ements, or opium-smoking paraphernalia
contrary to the provisions o f this.chapter is hereby
declared to be dangerous to the public hea2th and a
menace to the pubIic welfare.

SECTION 7. No person sha11 fraudulently obtain any such drugs Fraudv2ent
by any deceit, misrepresentation, subterfuge ar Receipt of

$300.00 or shall be imprisoned for a period not tu�
exceed 90 days or both.
