It is declared to be the policy of the Cty of Fridley to vigorously promote the safety and welfare of its citzens. In this context, the traditional approach to fire service --- suppressing fires once ignited, rescuing survvors, and too frequently exposing firefighters to physical danger ana death, all at a disportionately high community nvestment of resources n manpower and equipment --- ts declared unacceptable for Fraley. Rather, it is the fire safety policy of the City of Frdley to efficiently utilze its resources and maxtmze lfe, safety and citizen welfare by requiring that fire prevention anu extingushng systems be bult nto certain new structures. Thus, the effectiveness of the Frdley Fire Department s enhanced ana extended at a lower cost to the citzenry, lre safety is allocated a prorty at least as great as property protection, and the owner cost of built-in fre protecton ts partially or wholly repaid in savings on tntal constructon costs and annual fire insurance premums. 108.02.
