He explained that an ad for a secretary for the Authority has
been placed in the paper, and it will run for ten days. fie expects
to have recommendations for said position ready for consideration by
next Wednesday.
Mr. Anderson presented bids from three firms (Fridley Office Sup-
ply, Business Furniture, Farnhams) for office furnishings. The total
estimated cost for furnishings listed is "W.00.
Motion by Mrs. Mullin, seconded by Mro Barrow, to accept the Exe-
cutive Director's recommendations on office furnishings and instruct
him to purchase same. Upon a voice vote, there being no nays, said
motion carried unanimously.
Mr. Anderson informed the Authority that he had been contacted by
several Riverview Heights residents and asked if he would go up and as-
sist them in forming a neighborhood group to support proposed redevelop..

of film, showing flood damage, that they would like to present.

Chairman Herder explained that the Chamber of Commerce would meet
at noon at the Maple Lanes Cafe on Thursday, August 12, 196$0 and they
had inquired if a representative of the Authority would attend to ans-
wer any possible questions. Mrs Anderson agreed to attend.
PRELIMINARY PRESENTATION OF PROPOSED RIVERVIEW HEIGHTS PROJECTS
Mr. David Alberts presented the survey and planning application
draft for this proposed area, in the northwest corner of the City. it
involves sixty -one residential buildings, with boundaries to generally

were touched by the floods, while seven were isolated by the flood
wa;;ers. He explained that they felt some land could be cleared, as it
is not buildable; also, that some properties might be saved for resi.

He explained that the amount of land co be considered has been
reduced (from first preliminary idea) about one acre, omitting some
vacant land. The estimated survey and plaurAng cost is 06,0UO.00.
The estimated evaluation figure is about one million dollars, with the
City's portion to be $2690000a00 (J of nat cost after sale of land)o
These figures are based on staff estimates.
He explained the feasibility of the study of possible relocation
of some structures in this flood area. He suggested that it might be
wise to study the possibility of the Authority to determine some proce-
dures for the residents who might wish to move their houses. This
might reduce the necessity for aiding families in finding new homes„
Mr. Alberts pointed out the proposed boundaries on the map. He
stated that.the Authority's approval of the Kraft of the preliminary
survey application and action to direct the Attorney to prepare the
necessary legal portions of it, are needed so that applications for
this project can be filed as soon as possible. He envipions a plan-
ning period of approximately tweisa months for this project.

It was pointed out that funds are provided only for naymsnt of pro«
party, and not for physical movement of property. One procedure would be
to have property appraised at fair market value in its present location.
Then the building would be appraised at fair market value in a new loca.
tion; which figure might be different. It might then be practical for
the Authority, instead of paying for the building, to pay the costs of
moving said building to another location (with adjustment in values).
This would become two separate transactions.
Mr. Alberts explained that the estimated figure provides for cons-
truction of a roadway: virtually the entire length of the property under
consideration. The Authority discussed the many aspects and possibili.
ties of road improvement; also, the possibility of medium density hous-
ing for portions of the land.
Mr. Alberts presented a two -page summary of the contract and sug.
gested that copies of this summary, contracts and maps be presented to
the City Council.
The question arose as to whether or not the public might have a
chance to bid on condemned houses, if the proposed project were to go
through. It was explained that if the owner is not interested and of
the property can be moved„ there would probably be a public notice post-
ed in the paper advertising for bids.
The Authority agreed to study the maps, contracts and reports for
this proposed area, for review at their next meeting. The Authority of.

Riverview Heights area.
VISITORS:
Most of the visitors present were interested in the proposed ser.
vice roads at 57th and 51st and University Avenues. Mr. Alberts and
Mro Hodne presented the latest drawings of these proposed service roads,
and explained in detail the reasons for these proposals and advantages
for same.
After much discussion between the visitors and the Authority, Mr.
Barrow made a motion that the Authority draw up Resolution No. FITRA
19652.5 to the City Council asking them to contact the Highway Depart-
ment to request a delay on proposed service road corners; and notify-
ing the City Council that the Authority recommends, in principle, the
idea of set -baok service roads, but that they are asking for a delay
in order to clarify exact, minute details. The motion was seconded by
Mr. Meyer and upon a voice vote, there being no nays, said motion car-
ried ananimously.

APPROVAL OF CONTRACTS:
40 A motion was made by Mr. Moyer to approve and execute the contracts
for the Authority's Accountant and the Authorityos 7asgal Consul. The
motion was seconded by Mro Barrow and upon a voice vote, there being no
nays, said motion carried unanimously.
