RESOLUTION N0. HRA - 7- 1981
RESOLUTION APPROVING THE TAX INCREMENT PLAN #1 TO THE MOORE
LAKE REDEVELOPMENT AREA AND FILING A PRO�ECT APPLICATION TO
THE CITY COUNCIL OF THE CITY OF FRIDLEY
WHEREAS, The Fridley Housing and Redevelopment Author�ty and the Fridlev City
Council has approved the Moore Lake Redevelopment Plan, and
WHEREAS, The Housing and Redevelopment Author�ty has determ�ned to use Tax
Increment Financing as allowed by Chapter 273.71 of the laws of Minnesota; and
WHEREAS, Tax Increment Plan #1 ts wholly situated with�n a duly constituted
Redevelopment D�strict know as the Moore Lake Redevelopment District as
allowed under Chapter 462 of the laws of Mtnnesuta; and
WHEREAS, Tax Increment Plan #1 to the Moore Lake Redevelopment Area has 6een
presented to the taxing �urisd�ctions for their review and comment as
requtred by Chapter 273 J 4, 5ubdiv�s�on 2 of the laws of M�nnesota, and
WHEREAS, The Fr�dley Hous�ng and Redevelopment Authority has determined that
Tax Increment Plan #1 shall be classified as a redevelopment pro�ect as
def�ned �n Chapter 273.73, Subdivision 10 of the lavas of the M�nnesota and
WHEREAS, development or redevelopment in the distr�ct, in the opinion of the
Housing and Redevelopment Autharity, would not occur solely through private
investment within the reasonably forseeable future.
WHEREAS, the tax increment financing p�an conforms te the general plan for
development of the Mun�cipality as a whole
WHEREAS, the tax increment financ�ng plan will afford max�mum opportu m ty,
consistent wtth the sound needs of the mun�c�pality as a whole, for the
development of the district by private enterpr�se.
NOW, THEREFORE, BE IT RESOLUED BY THE HOUSING RND REDEVELOPMENT AUTHORTTY OF
FRI�LEY, MINNESOTA
That the Tax Increment Plan #1 tc the Moore Lal<e Redevelopment Area is
approved and adopted hy the Housing and Retlevelopment Authority,
2. That the Housing and Redevelopment Authorit_y shall insure that all
relocation sha1T be 5n accordance with all appropr�ate state and Federal
relocation requiremenis,
3. That all real property acquisit�on sha11 6e determ�ned �n accordance to
the conditions as layed out m Tax Increment Plan �l;
4. That the Housing anu Redeve7opment Author�ty make the necessary
applicatron to the Fridley City Council for approval of the Tax Increment
Plan #1 to the Moore Lake Redevelopment Area, �n the manner required by
law.
