HRA RES 1991-03 - 00013850I:i �FY�) �1�4 �} {�].>;P�:l;ie�� ��I! � RESOLUTION OF THE BOARD OF COMMISSIONERS OE THE ' FRIDLEY HOUSING AND REDEVELOPMENT AUTHORITY AUTHORIZING THE DIRECTION TO ACQUIRE FEE SIMPLE WHEREAS, in the operation of the Housing and Redevelopment Authority, the Board of Commissioners of the Authority has determined that there is a need for development and redevelopment within the corporate limits of the City to provide employment opportunities, to provide adequate housing in the City, to improve the tax base, and to improve the general economy of the City and the State of Minnesota; and WHEREAS, the Authority believes that the acquisition of the property described in the attached Exhibit A is reasonably necessary and convenient to the furtherance of these objectives and will promote the health, safety and welfare of the City's residents and is in accord with the public purposes and provisions of the applicable State and local laws; and WHEREAS, the County of Anoka has approved improvement plans for Mississippi Street from 5th Street east of University Avenue to 2nd Street west of University Avenue, with construction scheduled to begin in July of this year; and wHEREAS, an emergency exists in the usual operation of the Authority in that it is immediately necessary to acquire title to � and possession of approximately forty (40) feet of the subject property for the improvement of Mississippi Street prior to the filing of any award by the Court-appointed commissioners; BE IT RESOLVED by the Housing and Redevelopment Authority in and for the City of Fridley: 1. That the Authority attorney be, and hereby is authorized and directed, to take all appropriate steps to acquire the subject property using the Quick-Take procedure as set forth in Minnesota Statute 117 et. seq. 2. That the expenditure of $125,000 is hereby authorized and approved as an appraisal of damages to the subject property and represents the Authority's approved appraisal of value.
