HRA 01/14/2002 - 00025062CITY OF FRIDLEY HOUSING AND REDEVELOPMENT AUTHORITY JANUARY 14, 2002 CALL TO ORDER: Chairperson Commers called to order the January 14, 2002, meeting of the Housing and Redevelopment Authority at 8:44 p.m. ROLL CALL: Members Present: Larry Commers, Virginia Schnabel, Pat Gabel, John Meyer Members Absent: Jay Bajwa Others Present: Scott Hickok, Community Development Director Grant Fernelius, Assistant HRA Director APPROVAL OF THE MINUTES OF THE DECEMBER 6, 2001, HOUSING AND REDEVELOPMENT AUTHORITY MEETING. MOTION by Ms. Schanbel, seconded by Ms. Gabel, to approve the minutes of the December 6, 2001, Housing and Redevelopment Authority meeting. UPON A VOICE VOTE, ALL VOTING AYE, CHAIRPERSON COMMERS DECLARED THE MOTION CARRIED UNANIMOUSLY. CONSENT AGENDA: 1. CLAIMS AND EXPENSES Mr. Commers inquired as to the amount of funds still owed to Waymore Trucking. Mr. Fernelius stated that he did know the amount of funds, but believed that said funds were held in escrow with a title company. Mr. Fernelius agreed to provide an update at the next meeting. Ms. Schanbel inquired about the date of the North Metro Home and Garden Fair. Mr. Fernelius stated the fair will be held on Saturday, March 2, 2002, at the Mounds View Community Center. Mr. Commers inquired about the scope of the marketing efforts to promote the fair. Mr. Fernelius stated that a combination of marketing would be done, including the upcoming City newsletter, cable TV, direct mail, and, possibly, the City billboard. MOTION by Mr. Meyer, seconded by Ms. Gabel, to approve the Consent Agenda. UPON A VOICE VOTE, ALL VOTING AYE, CHAIRPERSON COMMERS DECLARED THE MOTION CARRIED UNANIMOUSLY. CONSIDER COLA FOR 2002: Mr. Commers explained that this item provides for a 4% Cost of Living Adjustment in calendar year 2002 for all non-union, HRA employees. The increase is consistent with the amount approved by the City Council for all City employees. MOTION by Ms. Schnabel, seconded by Ms. Gabel, to approve the Cost-of-Living Adjustment for 2002. UPON A VOICE VOTE, ALL VOTING AYE, CHAIRPERSON COMMERS DECLARED THE MOTION CARRIED UNANIMOUSLY. 3. CONSIDER CONTRACT WITH COLLIERS TOWLE FOR APPRAISAL SERVICES ON HIGHWAY 65 PROJECT: Mr. Commers asked how many consultants have been hired for the Highway 65 project. Mr. Hickok indicated that there are three: Evergreen Land Services for the 61St Avenue right-of- way acquisition; Colliers Towle for the appraisal work; and SEH for the design services related to the causeway construction. Mr. Meyer asked for an update on the causeway project and whether it made sense to proceed at this time. Mr. Hickok explained that the City's application was ninth on the list to be funded by MnDOT, but was unsuccessful. The approach this time is to have the causeway designed and the right- of-way acquired in the event MnDOT is ready to select a project "from the shelf". Staff is optimistic that more federal funds will be available as part of the federal economic stimulus package. Mr. Meyer asked how much the right-of-way acquisition will cost. Mr. Fernelius stated that preliminary indications are around $80,000. Mr. Fernelius emphasized that the right-of-way covered under this proposal includes the land on the north and south side of 61St Avenue, between Highway 65 and the church and funeral home. There is also some additional land on the north side of East Moore Lake Drive, near the intersection with Highway 65 that needs to be acquired. Ms. Schabel asked if the Collier's proposal and the Evergreen contract were included in the 2002 HRA Budget. Mr. Fernelius stated they were not included. MOTION by Mr. Meyer, seconded by Ms. Schnabel, to approve the contract with Colliers Towle for appraisal services on the Highway 65 project.
