RESOLUTION AUTHORIZING THE EXECUTION OF A MEMORANDUM OF
UNDERSTANDING BY AND BETWEEN THE HOUSING AND REDEVELOPMENT
AUTHORITY FOR THE CITY OF FRIDLEY AND THE ANOKA COUNTY
REGIONAL RAILROAD AUTHORITY AND THE METROPOLITAN COUNCIL
BE IT RESOLVED by the Housing and Redevelopment Authority in and for the City of Fridley,
Minnesota (the "HRA"), as follows:
Section 1. Recitals.
1.01 The HRA has determined that the establishment of a Fridley Commuter Rail
Station (the "Fridley Station") and related facilities will further the goals and objectives of the
HRA, and will further encourage development and re-development of the area surrounding the
Commuter Rail Station.
1.02 The HRA has adopted a Redevelopment Plan for Redevelopment Project No. 1
and has included the area for the Fridley Station in its Redevelopment Project No. 1.
1.03 The Anoka County Regional Railroad Authority ("ACRRA") and/or the
Metropolitan Council (the "Council") intend to enter into a Ground Lease with respect to
property owned by the HRA to be used for a headhouse, road access, surface parking and other
improvements as part of the Fridley Station, and the Council has requested that a Memorandum
of Understanding be executed prior to ACRRA giving notice to proceed for construction on
February 27, 2009.
Section 2. Findin�s.
2.01 The Recitals in Section 1 are hereby adopted as Findings; moreover,
2.02 The HRA hereby approves the Memorandum substantially in the form presented
to the HRA and authorizes its Chairperson and Executive Director to execute the Memorandum
on behalf of the HRA with such additions and modifications as those officers may deem
desirable or necessary as evidenced by the execution thereof.
