The minutes of the meeting eontain the following: "Because the arca surrc-9r` the site for the new hospital is not developed, _.r. Hafner. "Mr. Wallace was asked to take a look at this problm and give an apinion. Pursuant t your reauest, I have given enough stucy to the prohlem ad tre questions raised to make sime reconendations for a fliture eourse of attion. I find that the land under consideration is across the street f'rom the villae of Spring I,ake Fark. The land is slightly rollin and much of it has mature oak trees on it. It is presently undeveloped. I understand however that a plat of the property has recently been approved and the development of certain roads has been started. I also understand that a hospital is being planned for the area. Qne of the Most iriportant :;questions;_; now being raised is — should a clin3c be per— i.tted in cannection with the hospital? This would rea, uire an anendment to the zoning ordirk:nce. Other questions lve been raised about other possible uses which ight be recuired or desirable in connection with the hospital. It would seem highly desirable from the viewpo3t af a hospital and its staff to have a medical clinic adjacent to it and i:-ce;•a11y related to it. In rily opinin it is possible to design and lay out such a:;:°alex for such ur oses w:ich s,roulc3 be attractive and acceptable, anci :a'.:_ rould have due con— ;>iueration for adjacent present and future si.ngle fainily dwellings and m3nicum `vrse effect on them. Aowever, it is highly important that such a complex be r :;:: e`u.ly desined. Cne of the most important factors i.n such a land use is the matter of ;;:affic — how to lay out a traffic pattern with the minimum o adverse effect, ow ;; assure adequate parking spaces and their use, how to eliminate on—street /"1 ;parking, etc. How do we insure proper ingress and egress to the i.nstitution? All of thase factors should be careflally considered and the plan should clearly shaw the method of handling a11 of these problems. Fridley Citq Planing COlT183.022 4 g 1" F .1..L .r _2-k ' dune 6, 1964. ss Therefore, it is proper, desirable and absolutiy necessary that ,there ,., be prenared a fairly detailed layout of the whole complex, includi.ng the hospital, the clinic, the ingress and egress, th streets and parking areas and ary auci7lary buildings which now or in the future be required for the institution. Such a layout . or stud;r for a master plari should bepresented to your honorable bodq, to the Council, and to the interested citizens of tho area, for careful deliberate and thorough arialysis, preparatory to any action being tnken. Once tlzis is dona it will be apparent what questions of zonin, are being raised, The City Planni.ng Comrassion then can cause to be initiated whatever changes are rea, uired to be presented to it for proper consideration, including adequate hearings for the public. Such a stu agested abotT;; should include other possible functions such as nurses quarors, housing fos• mployees and staff and other persons related to the hospital anc ,i.nic, and also zry re7.iioizs facilities not incorporated within the hospitu: : should clearly show the relation of interior streets to presently p].tted s-treets. SUIi:.4R.Y: Jith proper ,roper plannin and consideration for present and future neighbors, it is quite possible to produce an acceptable hospital complex, incluclin a medical clinic and ancilla-ry buildings and facilities.
