Both Ironton and Hugo should not connec-L to Ashton, but should be connected to each other with a 40 foot right of way. There were several inter�sted people in attendance of which Mr. Tuomie expressed his being in favor of an� park plan that would provide their area with some rec'reational benefit. Mrs. Swanson was asked if sYae had set a price on her land. She answered that �he had not. S'c�e then asked if this item could be postponed until such �;ime as she asked for a decision on it, in the meantime, she would tr,y to work something out with i�Ir. Julkowski and i�Ir. Dur�ph,y for the whole area. Engineering Assistant Clark then explained that i�; was imp.ortant that some recommendation be made for a street pattern in this area because the patiTing of Hug�o Street depends upon some sort of terminus. VACATION REQUEST: SAV #67-03, ROBERI' MI��: Vacation of Charles Street between Anna Avenue and Mississippi River. Engineering Assistant Clark r.eported that he had talked to Mr. James Hedron of the School District #14 about their being willing to dedicate a half-width street from Anna Avenue west, also, if the school would be willing to allow the City to utilize part of the school property for a parking Iot. Mr. Hedson indicated that the administration would recommend to the School �oard that the school dedicate a half- width street but ;vould have to study the parking question unless land below the bluff could be utilized. He made one thing clear: The school would no+, want an,y street improvement assessment as they would not derive ariy benefit. Clark also call.ed the Committee's attention to the Parks and Recreation Co�mission's recou�mendation, howe�er, after questioning Pa�al Brown found that the Parks and Recreation Commission did not realize that new park access would be provided at the South edge of the school propert.y. Presentation for the Plan.ned Development District was made by Harold Schroeder. Mr. Schroeder stated that his client had purchased the last lot in Bourdeaux Spring Brook Park �,s well as the southeast corner lot at Hugo Street and East River Road. He pointed out that this proposal was not final and he did not expect any final decision, Y2owe�rer, they would appreciate any recommendations or suggestions that the Planning Comm- ission could offer, that he did want some individual iffipr_ess.ions so that they could tell if further work would be worthwhile. ^ Mr. Schroeder displayed sevEral artist's perspectives and building la,yout charts to the Planning Commission and those present in the audien�e. ^ Their present plar_s showed tha�; they did change their initial plan from that of a very small comm�rcial cemplex and town house complex to that of a somewhat larger comm�rcial area and apartment complex. He indicated that the commercial building would be approxima,tel.,y 80,000 square feet housing a 20,000 square foot �rocery store, 12,000 square foot dr.ug store and 8,000 square foot variet�r store as well as various su�all shops and services, totaling about 70,000 square feet of rental area. A parking lot of 300 parking spaces was planned. � The apartment complex would be south bf the creek and would house 120 to 125 units with a 4Q stall ga-rage with an additional 95 open parking stalls. He pointed out how both complexes were being designed to fit ir�to the natural surroundi.ngs by stQpping the buildin� lines down to fit existing ground contours and using buildin� rnaterials that are of na�ural color, namely, dark colored brick, redwood etc. The plan sho�rred a private service road connecting the two complexes, access to the commercial at one spot from East River Road with left and right turn lanes, access to the apartment to be off Libert.y Street with a second. one off Ruth Street. The sketches showed how the natu?�al beauty of the existing site would be utilized with the preservatio�i of the creek and trees. CONTINUED DISCUSSION OF SE4 OF SECTION 13: Meeting with all the property owners of area. Chairman Jensen announced the first item to be discussed was the public meeting with respect to the area in the southeast quarter of Section 13 with Rice Creek Road as its north boundary, Central Aveniae as its west boundary, Stinson Boulevard as its east boundary and generally the,south line of Section 13 as its south boundary. Jensen gave a summary of this committee's actions and results up to date explaining thak the proposa]_ we see tonight is what has been revised fro,m several early proposals. Mr. Jens�n then explained the ^ proposed layout with respect to the definitions of the different colored lines. Pastor Henderson (Lot 1, Block 3, Moore Lake Hills) explained that the People's Church would not be interested, at least at this time, and pointed out that if they were to develop, they would probably develop by using a cul de sac street in from Central Avenue, therefore not utilizing a road acro�s the rear. Mr. Morley expressed he would be interested in any proposal that would benefit the area. Irene Skog expressed disapproval because a nroposed street is shown only 50 feet tr�m her present home. She then was told that it probably could be moved south, The street right of way and sur�ace width were explained It was pointed out that this conunittee was not going to plat the land, only adopt a street plan if possible. Dorothy Miles asked why an east-west access to the area from Central Avenue was shown at her south property line, especially since she was not interested in platting at this time. Also she explained that there ^ was quite an elevation differential, some 20 feet or so. John Carroll, 145�J Rice Creek Road: Asked why Arthur Street was not utilized? Jensen explained that,• if this plan were adopted, the existing street would be vacated and revert bacic to the owner of the plat it was a Plats & Subs.-Str. & Uti.l. It was pointed out that the new proposal would � better fit his land. • � � Pastor Henderson asked how and who would put in streets and who would pay for the improvement. It was explained by Jensen that they could be built by the developer or the City if petitioned to do so, then assess ` the improvement costs. Pastor Henderson then asked what would happen if owners on one side wanted to develop and the other did not. Jensen answere� by saying there is no one precise answer but �hat if the City Council - felt, for the benef_it of others, the City would use the power of condemna- tion and take land witli some compensation. Edw. Bauler, 1420 Rice Creek Road, pointed out that he was not inter- ested in platting at this time, therefore there �ould be no need in putting • the street west of him. Mrs. Skog asked would the City force the road through her property. Chairman Jensen pointed out that he felt that it would not, however, the City does have that power. Mr. Morley Explainzd that the east-west road north of Mr. Scherer's property might be expensive, however, he felt and expressed his commendation to the committee for their. work done to date. Mr. Carroll asked if the County might have some plan that would con- flict with.a City Plan. He was told that the C�unty acts only as a record- /� ing agency. Theo. B. Theilmann, 1540 Rice Creek Road, pointed out that they would have a street in the center and another at the south edge and by developing in this manner would lack some footage to have two lot widths, and did aot want to be put in a situation such as this. Albrecht pointed out that now is the time to at least approve a layout so that future platting would fit an overall plan. Myhra exPlained that if we could agree and adopt a proposed street layout at this time, it would prove very valuable in the future as people want to divide their lands. . Schmedeke pointed out that the purpose of this meeting was to hear al1 the pros and cons from all property owners and that you, the people, should have more time, possi.bly 2 months, to study this problem. Len Cochran pointed out that he did not feel this plan fit his first grid pattern plan and he would ratr�er use his first original plan. It was pointed out by Jensen that it was his feelings Mr. Cochran's major objec- tions were unwaxranted and that he should first study this plan, then decide. It taas th2n explained that individuals should go home, study and make ^ pencil and mental notes, and return with them on August 31, 1967 at 7:30 P.r1. Schmedeke asked that ouL- of•town people be mailed copies of the pro- posal before our next meeting. . ��� Plats & Subs.-Str. & Util.Subcoirnnittee Meeting - August 3, 1967 Page 3 Robert Hugnes, Chairnlan of Parks and Recreation Commission, asked that the Subcommittee at least think about the park need for this area. � Paul Brown has been asked to express the needs for this area and leave the information with the Engineering Assistant Clark. 2. ACCESS TO PLAnTNED DEVELOPP�NT DISTRICT (ZOA ��66-16 Harold Schroeder): Ruth Street and East River Road. Mr. Schroeder briefly explained the proposed development of the P.D. district in Fairmont and East River Road area. He introduced Mr. Ed C. Bather, a traffic engineer from St. Paul. Mr. Bather then gave a report on traffic counts and recorcunendations that he would make. His report indicated that the peak traffic flow would be 240 trips during the hours of 5:00 to 6:00 P.M. Using this figure, he stated that it was his opinion that this amount of traffic would not have any adverse effect on the present traffic flows on East River Road. He stated, that with proper left and right turn lanes, deceleration and acceleration lanes, traffic signals would not be a necessity. . r �� ��„-z c�-v There were some questions as to the need for signals and PZr..D��y stated he thought the shopping center would paxticipate towards the cost of a signal. The Subcommi.ttee memUers expressed their approval of the use and ^ aesthetics'of the ruilding plan and felt that �`21 plans and futu're traffic movement data should be collected and reviewed so that as many of the traffic risks as possible could be eliminated.
